Office of the Auditor of Whatcom County Bellingham, Washington February 14, 1978 Pursuant to a notice given by Wella Hansen, County Auditor of Whatcom County, Washington, we the undersigned, C. J. Johnson, Chairman of the Board of County Commissioners of said County, and David S. Mc Eachran, Prosecuting Attorney of said County, now meet with Wella Hansen, County Auditor of said County, at the County seat of said County on the 14th day of February, 1978 for the purpose of canvassing the votes cast in all the precincts comprising the Port of Bellingham Precincts, in Whatcom County, State of Washington, as shown on the poll books at the Special Election held on Tuesday, the 7th day of February, 1978. Wella Hansen, County Auditor, as aforesaid, now makes oath as follows: OATH OF AUDITOR STATE OF WASHINGTON) ) ss. COUNTY OF WHATCOM ) I, Wella Hansen, County Auditor of Whatcom County, State of Washington, do solemnly swear that the returns purporting to be the election returns of the Port of Bellingham Precincts, whatcom County, Washington, held on the 7th day of February, 1978, have in no wise been altered by additions or erasures, and that they are the same as when I received them, except that the votes of the absentee voters have been added, SO HELP ME GOD. dJ£4�-Whatcom County Auditor Subscribed and sworn to before me this 14th day of February, 1978. Immediately after the oath by the County Auditor, the said Wella Hansen, C. J. Johnson, and David S. Mc Eachran proceeded as a Canvassing Board in and for said Port of Bellingham to canvass the votes cast in all the voting precincts in said Port of Bellingham on Tuesday, the 7th day of February, 1978. CERTIFICATE OF CANVASSING BOARD The undersigned, being the officers designated by the law and constituting the Canvassing Board in and for the Port of Bellingham Precincts, Whatcom County, Washington, having met for the purpose of canvassing the votes concerning the following proposition: -�� PORT OF BELLINGHAM PROPOSITION NO. 1 Shall the Port of Bellingham, Washington, be authorized to increase the aggregate limitation on all port property tax levies from the present rate of $.43661 per $1,000 to $.5496 per $1,000 in accordance with Chapter 84.55 R.C.W. all as more specifically provided in Resolution No. 651 of the Port adopted December 30, 1977? INCREASE, YES I I INCREASE, NO I I The result of said canvass as found and determined by us is set forth herein as follows, and as recorded in Election Records, Volume 4, Page 114. Proposition No. 1 Total Votes Cast 7, 44.6 Total "Increase, Yes" 2,380 Total "Increase, NO " 5,066 Failed 31.96% We, the undersigned, do hereby declare that said statement and returns contain the number of votes cast for and against the foregoing proposition at said election, and that the absentee votes have been added thereto at said election held on the 7th day of February, 1978. Auditor of Whatcom County PORT OF BELLINGHAM, WASHINGTON RESOLUTION NO. tS/ A RESOLUTION of the Port Commission of the Port of Bellingham, Washington, pursuant to RCW 84.55.050 providing for the submission to the qualified voters of the Port District at a special election to be held therein on February 7, 1978, of a proposition authorizing the Port District to increase the aggregate limitatio� on all annual property taxes. WHEREAS, it is deemed necessary for the general welfare and benefit of the inhabitants of the Port of Bellingham (the "Port") that the Port have.the capacity to raise additional taxes to carry out its function as a port; and WHEREAS, the present tax levy permitted the district by RCW 84.55.010 et seq. is insufficient to provide the funds the Port feels it needs and it is necessary that the aggregate amount of the Port's annual property tax be increased in the manner authorized by RCW 84.55.040; and WHEREAS, the laws of the State of Washington require that the question of whether the Port may increase such annual property·tax levy be submitted to the qualified electors of the Port for their ratification or rejection at a special Port election; NOW, THEREFORE, BE IT RESOLVED BY THE PORT COMMIS SION OF THE PORT OF BELLINGHAM, WASHINGTON AS FOLLOWS: Section 1. The Port shall increase the total of its aggregate property tax levies for all purposes pursuant to the -provisions of RCW 84.55.040. For the tax levy year next succeeding. the election herein provided for, such increases shall be from the present rate of $.43661 per $1,000 of assessed valuation of such taxable property to $.5496 per $1,000 of assessed valuation of such taxable property. Section 2. The Whatcom County Auditor and ex officio Supervisor of Elections is hereby requested to call and conduct a special Port election on February 7, 1978 in the manner provided by law between the hours of 7:00 a.m. and 8:00 p.rn. for the purpose of submitting to the qualified voters of the Port for their ratification or rejection of a proposition substantially in the following form: PORT OF BELLINGHAM PROPOSITION Shall the Port of Bellingham, Washington, be authorized to increase the aggregate limitation on all port property tax levies from the present rate of $.43661 per $1,000 to $.5496 per $1,000 in accordance with Chapter 84.55 RCW all as e Z;o;specifically provided in Resolution No. �-of the Port adopted December 30, 1977? INCREASE, YES u INCREASE, NO LI Section 3. Such Port special election shall be noticed and conducted in the manner provided by law. Because the statutes of the State of Washington require that special port elections be held on certain dates and that this resolution be certified to the ex officio Supervisor of Elections of Whatcom County not less than 45 days prior to the election date, it is hereby found and declared that an emergency exi�ts and that said special election shall be held on February 7, 1978. -2- Section 4. This resolution shall be effective immediately upon its adoption. ADOPTED by the Port Commission of the Port of Bellingham, Washington at a regular meeting thereof held this 30th-day of December, 1977 and duly authenticated in open session by the signatures of the commissioners present and voting in favor thereof and the seal of the Commission.
