Call To Order
Roll Call
Council Chair Kaylee Galloway called the meeting to order at 9:26 a.m. in a
hybrid meeting.
Present: 6 - Tyler Byrd, Todd Donovan, Ben Elenbaas, Kaylee Galloway, Jon Scanlon, and
Mark Stremler
Absent: 1 - Barry Buchanan
Announcements
Committee Discussion
Attorney Present: Kimberly Thulin.
Galloway stated that discussion of agenda item one may take place in
executive session pursuant to RCW 42.30.110(1)(b). Executive session
will conclude no later than 9:45 a.m. If the meeting extends beyond the
stated conclusion time, the Council chair will make a public announcement.
Byrd moved to go into executive session until no later than 9:45 a.m. to
discuss the agenda item pursuant to the RCW citation as announced by the
Council Chair. The motion was seconded by Donovan.
The motion carried by the following vote:
Aye: 5 - Byrd, Donovan, Elenbaas, Galloway, and Stremler
Nay: 0
Out of the Meeting: I - Scanlon
Absent: 1 - Buchanan
Clerk's note: Scanlon joined shortly after the vote and acted as chair for the
remainder of the meeting.
Councilmembers entered executive session at 9:29 a.m.
At 9:45 a.m., the Council vice chair, Scanlon (acting as chair) announced
that the executive session would extend to no later than 9:50 a.m.
1. AB2025-822 Discussion with Senior Deputy Prosecutor Kimberly Thulin regarding the potential
lease or acquisition of real property [Discussion of this item may take place in
executive session (closed to the public) pursuant to RCW 42.30.110(1)(b)]
This agenda item was DISCUSSED.
