While many interests, issues, and needs were raised, PHAB members recognized that the current limitations on the Health Department staff and the continuing focus on COVID in Whatcom County present challenges to a robust and aggressive 2021 policy agenda. There are also initiatives underway to address many of the public health concerns in our community, for which PHAB can take a supportive role. The PHAB reached consensus on focusing their energy in 2021 on two issues: children and family well-being (including the Child and Family Task Force) and racial inequities. These are areas the PHAB recognized as needing urgent and on -going focus and are issues for which public health is a primary or leading participant. The PHAB will also track and receive regular updates on the following, and the Health Board may wish to do so as well. • Community Health Improvement process and development of plan in 2021 • COVID impacts on vulnerable populations (including children and families) • Community recovery post-COVID • Public Health funding and support during and post-COVID BOARD ROLE / ACTION REQUESTED Health Board support for policy agenda and PHAB priorities in 2021. ATTACHMENT(S) Whatcom County ' ll HEALTH Department Page 2 of 10 HEALTH BOARD Discussion Form December 1, 2020 AGENDA ITEM # : AB2020-569 PRESENTER: Astrid Newell, Judy Ziels, Sterling Chick, and guests BOARD ACTION: Action Item Q Discussion FYI - Only In early February 2020, the Health Board, recognizing the critical importance of early childhood in setting the foundation for lifelong health and well-being, adopted a county action plan focused on the well-being of young children and families. Shortly after adoption of the plan, the COVID- 19 pandemic hit, redirecting county and community attention. As the community has endured the prolonged social and economic challenges associated with the pandemic, there is increasing concern about the long-term impacts of the pandemic on the well-being of young children and their families. The purpose of this presentation is to increase Health Board awareness of these concerns and set the stage for action in 2021. The action plan includes a series of desired results and proposed indicators that provide a framework for the discussion. Using the results framework, presenters will share some local data as well as stories from the community that highlight the challenges facing young children and families right now.
