The Whatcom County Council will conduct interviews of District Court Judge applicants on August 5, 2021, in a
virtual/remote (Zoom) meeting. The interview schedule is as follows:
• 12:30 p.m. — Kimberly Thulin
• 1:00 p.m. — Lisa Keeler
• 1:30 p.m. — Royce Buckingham
• 2:00 p.m. — Melissa Nelson
• 2:30 p.m. —Jeffrey Lustick
• 3:00 p.m. — Angela Anderson
• 3:30 p.m. — Shoshana Paige
Applications, references, evaluations, and other materials are available as attachments to file AB2021-339 on
the Legislative Information Center.
Council discussed each interview to be 20 minutes for predetermined interview questions (approximately 3
minutes for each question), followed by 10 minutes of additional information from an applicant and/or a Council
break. Interview questions are as follows:
1. What do you believe are the central attributes of a good judge?
2. Why do you believe you possess those qualities and what experience do you possess that
demonstrates those qualities?
3. What ideas do you have for office and caseload management of the district court?
4. What is the most cost-effective thing the County could do to maintain or enhance the
effectiveness of the district court?
5. What role should district court judges have in regards to establishing budget priorities with the
County Council and the law and justice system in the County?
6. What changes would you like to make to District Court that could help the people you will be
interacting with each day?

The Whatcom County Council will conduct interviews of District Court Judge applicants on August 5,
2021, from 12:30 1:00 p.m. to 4:00 p.m. in a virtual/remote (Zoom) meeting. Council staff has
confirmed the following interview schedule:
• 12:30 p.m. — Kimberly Thulin
