Present: 3 - Todd Donovan, Ben Elenbaas, and Jon Scanlon Also Present: Barry Buchanan, Tyler Byrd, Kaylee Galloway, and Mark Stremler Announcements Committee Discussion and Recommendation to Council 1. AB2025-579 Resolution approving a revision to the corporate boundaries of the City of Lynden to include a portion of Flynn Road right-of-way Lucas Clark, Planning and Development Services Department, read from the staff memo (on file). Donovan asked how big the right of way is and Clark displayed a map to show the proposal. Clark and Bridget Bryck, Attorney for the City of Lynden, answered questions about the map attached to the file and the one displayed by Clark, and discussed with councilmembers that the land labeled "Whatcom County" is just land in unincorporated Whatcom County and not property belonging to the County. Bryck stated that the portion of the Flynn Road right of way that goes through land labeled as "Whatcom County" is the portion that was included in the prior annexation in August. It came to light that the portion that abuts Bay Lyn Road was not included in the Suit annexation in 2018. She answered questions about what section of Flynn Road it is and the map's legend. Clark answered what the implication of maintenance of the road would be and whether there is any infrastructure there. He stated he believes it would be the city that is responsible for maintaining that portion of road if this goes through and stated County Public Works had no problem with the annexation. Donovan moved that the Resolution be RECOMMENDED FOR APPROVAL.
