General Obligation Bonds - $125,000,000
The Board of Directors of Ferndale School District No. 502 adopted Resolution No. 13-2013
concerning this proposition for bonds. This proposition would authorize the District to construct
and equip a high school to replace Ferndale High School, to remodel or construct and equip a
new high school to replace Windward High School, and to relocate the District's maintenance
and transportation facilities; to issue $125,000,000 of general obligation bonds maturing within
a maximum of 20 years, and to levy excess property taxes annually to repay the bonds, as
provided in Resolution No. 13-2013. Should this proposition be:

concerning this proposition for bonds. The proposition authorizes the District to replace Lynden

certain outstanding bonds, the proceeds of which were used to acquire land; to issue
$46,000,000 of general obligation bonds maturing within a maximum of 20 years; and collect
excess property taxes annually to repay the bonds, as provided in Resolution No. 04-13.

Canvassing Board, have completed the canvass of votes as it pertains to the Special Election held
February 11, 2014, within the boundaries of Ferndale School District 502, Whatcom County, State of
Washington.
The proposition would issue $125,000,000 of general obligation bonds and levy excess property taxes
annually to repay the bonds to construct and equip a high school to replace Ferndale High School, to
remodel or construct and equip a new high school to replace Windward High School, and to relocate
the District's maintenance and transportation facilities.
Minimum Numbers for Validation:
Number of persons voting last General Election: 9,805
40% Minimum Turnout Required: 3,922
Needs 60% Yes Vote of TOTAL Turnout
Actual Results:
Approved - 2,386 31.43%
Rejected - 6,206 68.57%
Total Votes - 7,592
The minimum required turnout was met, however, the proposition did not receive at least a 60% yes
vote of the total turnout and therefore, Failed.

February 11, 2014, within the boundaries of Lynden School District 504, Whatcom County, State of
Washington.
The proposition would issue $46,000,000 of general obligation bonds and collect excess property
taxes annually to repay the bonds to replace Lynden Middle School, replace and modernize portions
of Fisher Elementary School, and refund certain outstanding bonds, the proceeds of which were used
to acquire land.
Minimum Numbers for Validation:
Number of persons voting last General Election: 7,423
40% Minimum Turnout Required: 2,970
Needs 60% Yes Vote of TOTAL Turnout
Actual Results:
Approved - 3,397 56.92%
Rejected - 2,571 43.08%
Total Votes - 5,968

vote of the total turnout and therefore, Failed.

Debbie Adelstein called the meeting to order at 3:05 p.m. and declared the purpose of the
meeting was to certify the February 11, 2014 Special Election.
Sam Crawford gave the Oath of Auditor to Debbie Adelstein; Debbie signed the Oath and
Sam and Royce Buckingham signed as witnesses.
Amy presented and reviewed the Whatcom County Canvassing Ballot Reconciliation. She
explained there was a difference of one ballot from the total number of ballots expected to be
counted and the total number actually counted. Amy stated that the ballot envelope was
scanned in and the voter was credited for voting. When the secrecy envelopes were removed
from the green return ballot envelopes and the secrecy envelopes were opened, it was
discovered there was no ballot in one of the secrecy envelopes, explaining the one ballot
difference. Amy presented the Certification Reconciliation Report required by the state. The
number of ballots counted matched the number of ballot envelopes received with 100%
accuracy. Sam made a motion to reject the challenged ballots; the motion passed
unanimously.
Matt Shepherd presented the Official Summary Report. He then presented the precinct
abstract report that contains detailed information regarding votes in each precinct. Sam
made a motion to accept the reports presented and to certify the election; the motion passed
unanimously.
Nancy Moore presented the following certifications to the Canvassing Board
1) Ferndale School District 501, Proposition No. 2014-1, General Obligation Bonds -
$125,000,000 (Proposition Failed; 60% approval required, 31.43% Yes received)
2) Lynden School District 504, Proposition No. 2014-1, General Obligation Bonds -
$46,000,000 (Proposition Failed; 60% approval required, 56.92% Yes vote received)
Debbie, Sam, and Royce signed the aforementioned certifications.
Diana Bradrick gave a brief synopsis of the discussion that occurred at the February 20
Canvassing Board meeting regarding how voter signature challenge letters are processed
upon their return. A question arose regarding what to do if the returned challenge letter and
ballot signatures do not match.
Upon researching the question with the Secretary of State and other counties, Diana
discovered that some options were available for next steps: contact the voter, send a
replacement ballot, or leave the ballot in a challenged status.
Discussion ensued among the Canvassing Board about implementing a new voter signature
challenge letter protocol. It was the consensus that time allowing, the voter should be put on
notice regarding the mismatched signatures and advise the voter of options for acquiring a
replacement ballot. It was also decided that the signature challenge letter should state that
the voter's signature will be used as an updated signature.
Royce made a motion to develop a notice letter and to modify the voter signature challenge
letter with the above stated changes; the motion was unanimous.
It was further agreed upon that Diana Bradrick will write a policy and procedure covering the
topic and formal adoption of the policy will occur at a future Canvassing Board meeting.

Diana Bradrick called the meeting to order at 1:00 p.m. and declared the purpose of the
meeting was to review and make a determination on challenged ballots presented to the
Canvassing Board.
Amy Grasher presented the following:
1. Four (4) security envelopes returned in drop boxes without the declaration envelopes.
Canvass Board Determination: Reject all 4 ballots.
&my presented the following from Opening Board:
2. One ballot for voter intent. C.B. Determination: Accept ballot as an overvote.
3. One ballot with only the voted portion returned; top and bottom portion of ballot had
been torn off by the voter. C.B. Determination: Accept and duplicate ballot to the
largest precinct in the Ferndale School District.
4. One ballot for voter intent. C.B. Determination: Accept and duplicate ballot as a
rejected vote.
The February 11, 2014 Special Election Canvass Board log sheet reflecting the above actions
is attached to these minutes.
Amy presented 40 ballot envelopes with questionable signature matches. Of the 40 ballot
envelopes presented, 2 were accepted and 38 were rejected.
Amy presented five returned, signed voter signature challenge letters and the corresponding
ballot envelopes. She explained the signatures on the challenge letters presented were
questionable. Diana added that the Washington Administrative Code states the signature on a
returned, signed voter signature challenge letter should match the signature on the ballot
envelope. C.B. Determination: Reject all five ballots.
Royce Buckingham made a motion to count the ballots that were accepted at today's meeting;
the motion passed unanimously. Royce made a motion that any "no signature match" ballot
envelopes that are cured by 4:30 p.m. Monday, February 24, 2014, be accepted. The motion
passed unanimously.
The final Canvassing Board meeting to certify the February 11, 2014 Special Election will be
Tuesday, February 25, 2014, at 3:00 p.m.

Registration Deadlines: Monday, January 13 is the deadline for mail -in registrations or
address changes to be eligible to vote in the February 11 Special Election.
January 13 also is the deadline for online registrations or address changes at
www.myvote.wa.gov.
After January 13, voters not currently registered in Washington State can register in person until
4:30 p.m., Monday, February 3, at the Whatcom County Auditor's Office, Whatcom County
Courthouse, 311 Grand Ave., Suite 103, Bellingham.

Bellingham, WA, April 18, 2014: Candidates are reminded that filing for office begins in a few
short weeks. Precinct Committee Officers will be on the ballot in the August 5 Primary Election,
and Charter Review Commissioners will be on the ballot in the November 4 General Election.
Five Commissioners from each County Council District will be elected to seat the new Charter
Review Commission for a total of 15 elected offices.
For a listing of all offices up for election, Declaration of Candidacy forms, filing fees, and other
filing information, please visit the Auditor's website at www.whatcomcounty.us/auditor or stop in
to the Whatcom County Auditor's Office.
Filing for office can be accomplished in one of the following ways:
1. Filing -Online:
Online candidate filing begins at 9:00 a.m. Monday, May 12, 2014, and closes at 4:00 p.m. on
Friday, May 16, 2014. File online at www.whatcomcounty.us/auditor.
2. Filing by Mail
A candidate may send his or her Declaration of Candidacy, accompanied by the filing fee,
beginning on Monday, April 28, 2014, to: Whatcom County Auditor's Office, Election Division,
311 Grand Ave., Suite 103, Bellingham, WA 98225.
Filings received by mail will be processed starting the Monday of filing week. Filings must be
received in the Auditor's Office on or before 4:30 p.m. on Friday, May 16, 2014; any received
after the deadline are invalid and will be returned to the applicant.
3. Filin9_In Person:
In person candidate filing begins at 8:30 a.m. on Monday, May 12, 2014, and closes at 4:30
p.m. on Friday, May 16, 2014, at the Whatcom County Auditor's Office.

Bellingham, WA, April 2, 2014: Whatcom County citizens are invited to attend the
public hearing at the County Council meeting on Tuesday, April 8, at 7:00 pm at the
Courthouse regarding proposed voting precinct changes. As a result of changes to city
boundaries (Bellingham and Everson) and in an effort to restructure some precincts for
improved election registration servicing, a new ordinance has been proposed. It will
result in new boundary lines affecting 49 (of the 178) precincts and eliminating 2
precincts. The ordinance will also adopt maps of each precinct to serve as the record of
each of those precincts. This work must be completed in advance of candidate filing
week which will be May 12-16, 2014.
