The last date to register online or through the mail or to transfer or update an existing
registration is Monday, July 8. Voters not currently registered in Washington can register in
person until 4:30 p.m., Monday, July 29 at the Whatcom County Auditor's Office, 311 Grand
Ave., Suite 103, Bellingham, WA.
The election will be conducted entirely by mail. Ballots will be mailed to all registered voters
within precincts 134-136, 157-163, 165, 168-178, 180, 181, 201-267, 302, and 509, all within
the City of Bellingham, City of Blaine Ward 2, and Bellingham School District 501, at their
mailing address on record.

Voters' Pamphlet available July 18 at the Auditor's Office or online at
www.whatcom county. u s/a ud itor.
Voters requiring assistance: Election ballots, registration forms, voting assistance for elderly
and disabled persons, and other election and voter registration information are available at the
Whatcom County Auditor's Office or you may call (360) 676-6742 or TTY (360) 738-4555.
The Canvassing Board of Whatcom County will hold open public meetings for the August 6

Canvassing Board Meeting
Certification of the August 6, 2013 Primary Election
Date: August 20, 2013
Meeting began: 3:08 p.m.
In attendance: Debbie Adelstein, Whatcom County Auditor (Canvassing Board Member)
Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member)
Bill Knutzen, County Council Member (Canvassing Board
Member)
Diana Bradrick, Chief Deputy Auditor
Matt Shepherd, Auditor Staff
Amy Grasher, Auditor Staff
Nancy Moore, Auditor Staff
Debbie Adelstein called the meeting to order at 3:08 p.m. and declared the purpose of the meeting was to certify
the August 6, 2013, Primary Election.
Bill Knutzen gave the Oath of Auditor to Debbie Adelstein. Debbie signed the Oath and Royce Buckingham and
Bill Knutzen signed as witnesses.
Amy Grasher presented and reviewed the Whatcom County Canvassing Ballot Reconciliation and the
Reconciliation Report required by the state (attached to these minutes).
Diana Bradrick explained the number of registered voters displayed on the Reconciliation Form did not match the
number on the Official Summary Report. Matt Shepherd will correct the number and re -print the Summary Report
for the file.
Matt presented and reviewed the Official Summary Report inclusive of over -votes and under -votes. He then
presented the precinct abstract report that contains detailed information regarding votes in each precinct.
Bill Knutzen made a motion to accept all reports presented with the change to the number of registered voters on
the Summary Report. The motion passed unanimously.
Royce Buckingham made a motion to certify the results of the August 6, 2013 Primary Election and the motion
passed unanimously.
Debbie, Royce, and Bill signed the Certification of the Primary Election.
Meeting adjourned at 3:26 p.m.

Diana Bradrick called the meeting to order at 10:05 a.m. and declared the purpose of the
meeting was to review and make a determination on challenged ballots to be presented to the
Canvassing Board. Debbie Adelstein joined the meeting at 10:08; she was delayed due to a
phone call.
Lori Starkovich presented the following:
1. One ballot — Voter returned the ballot in a secrecy envelope without the return envelope
that contains the voter's declaration signature block. Canvass Board Determination:
Reject ballot; no ability to determine voter or compare it against any signature. Voter
declaration is required.
2. Twelve ballots — 12 ballots had no postmark or an illegible postmark. Additionally, the
voters did not date the signature block on the declaration portion of the return envelope.
Canvass Board Determination: Reject ballots; no way to determine if ballots were
returned on time.
3. One ballot — Voter intent question. Canvass Board Determination: Accept ballot;
duplicate black ink votes.
Lori presented 46 ballot envelopes with questionable signature matches. Of the 46 ballot
envelopes presented with questionable signatures, 6 were accepted and 40 were rejected.
Kathy Kershner made a motion to count the ballots that were accepted today and any "no
signature match" ballot envelopes that are cured by 4:30 p.m. Monday, August 19, 2013. The
motion passed unanimously.
The final Canvassing Board meeting to certify the August 6, 2013 Primary Election will be
Tuesday, August 20, 2013 at 3:00 p.m.
