The last date to register online, through the mail, and to transfer or update an existing
registration is Monday, March 251h. Voters not currently registered in Washington can register in
person until 4:30 p.m.; Monday, April 15th at the Whatcom County Auditor's Office, 311 Grand
Ave., Suite 103, Bellingham, WA.
The election will be conducted entirely by mail and ballots will be mailed to all registered voters
within precincts 501, 502, 503, 504, 505, 506, 507, 508, and 509, all within the City of Ferndale,
at their mailing address on record.
Voters requiring assistance: Election ballots, registration forms, voting assistance for elderly
and disabled persons, and other election and voter registration information are available at the
Whatcom County Auditor's Office or you may call (360) 676-6742 or TTY (360) 738-4555.
The April 23 ballot will include:

Kathy Kershner gave the Oath of Auditor to Diana; Diana signed the Oath and Kathy and
Royce Buckingham signed as witnesses.
Amy Grasher presented and reviewed the Canvassing Ballot Reconciliation (attached to these
minutes). Royce Buckingham made a motion to accept the report and to reject the necessary
ballots. The motion passed unanimously.
Amy presented and reviewed the certification Reconciliation Report required by the state (also
attached to these minutes).
Matt Shepherd presented the Official Summary Report inclusive of over -votes and under -
votes. He then presented the precinct abstract report that contains detailed information
regarding votes in each precinct. Kathy Kershner made a motion to accept the reports
presented and the motion passed unanimously.
Nancy Moore presented the following certifications to the Canvassing Board:
1) City of Ferndale, Proposition No. 1, Ferndale Public Library General Obligation Bonds
($550,000) (Proposition Passed 62.07%)
Kathy made a motion to certify the results of the April 23, 2013 Special Election and the
motion passed unanimously.

Debbie Adelstein called the meeting to order at 10:00 a.m.
Diana Bradrick explained that on Election night the closing team arrived at the site of the
Ferndale ballot drop box and at 8:00 p.m. their duty was to secure the drop slot preventing any
further deposits. On April 24th two of the Auditor's staff arrived at the Ferndale drop box to
retrieve the ballots from the box and noticed that this had not been done properly. Upon
returning to the office, staff immediately notified Debbie and Diana. Diana communicated with
the closing team to ask what steps had been followed. They did show up to secure the box, but
had misunderstood the procedure to secure the slot.
Diana relayed that 117 ballots were collected from the ballot drop box the morning of April 24th
Of the 117 ballots, there was no way to determine how many, if any, were deposited after 8:00
p.m. on election night. As a volume comparison, she mentioned that the number of ballots
retrieved from that box ranged from 100 — 180. Debbie mentioned that a pick-up had taken
place around 2:00 p.m. on Election Day.
Diana called the Secretary of State's Office to inquire if a similar situation had transpired in
another county. She learned that King County had an incident where the drop box was
vandalized in such a manner that ballots could continue to be deposited after 8 p.m. Their
Canvass Board's decision ruled in favor of accepting all the ballots in the drop box.
Diana asked for the Board's decision on the disposition of the 117 ballots collected from the
drop box the morning of the 24`r''. Discussion ensued that there was no evidence to show that
the ballots were on time nor was there evidence to show the ballots were deposited late.
Additionally, all safeguards are in place for the customary verification of signatures. If a few
ballots were deposited after 8 p.m. it was not enough to sway the results of the election in either
direction. Royce made a motion to accept the 117 ballots collected, absent any evidence that
the ballot was late, i.e., the ballot envelope was dated 4/24/13, and the motion passed
unanimously.
Debbie reported to the Board she had reviewed the precinct by precinct detail report and found
there were no anomalies. Precinct 509 revealed a low turnout, however, P509 includes a large
industrial portion.
There currently are eight ballots challenged for questionable signatures. In light of the low
number of challenges, Debbie asked if the Board would review the signatures today and cancel
the meeting previously scheduled for May 2 to conduct the review. The Board agreed.
Amy presented eight ballots with questionable signature matches. Of the eight ballots, two
were accepted and six were rejected.
Royce made a motion to count the ballots that were accepted today and any "no signature
match" ballot envelopes that are cured by 4:30 p.m. Monday, May 6, 2013. The motion passed
unanimously.
The final Canvassing Board meeting to certify the April 23, 2013 Special Election will be
Tuesday, May 7, 2013 at 3:00 p.m.
