The propasilion authorizes acquiring and applying technology, equipment, training, and other costs associated With District instruction and operations, and aulhorizes the following excess levies for such purposes on all taxable property within the District: Approximate Collection Levy Rate/$1,000 Levy Years - Assessed Value Amount 2013 $0.50 $5,500,000 2014 $O.t o $6,750,000 2015 $0.60 $6,750,000 2016 $0.60 $6,750,000 all as provided in District Resolution #11-11. This proposition would authorize a sales and use tax of two tenths of one percent (0.002) to be collected from all taxable retail sales within the District in accordance with RCW 82,14,0455 for a term of ten years for the purpose of paying or financing costs of the transportation improvement projects !denffied in the City of Femdale Transportation improvement Program (TIP); Should this proposition be approved? This proposition authorizes the District to levy the following excess taxes, to replace an expiring levy, an all taxable property within the District in addition to state funding, to maintain the District's educational programs and operations: 03 concerning this bond proposition. This proposition authorizes the District to Approximate remodel and make other capital improvements to Blaine High School, Primary, Collection Levy Rate/$1,000 Elementary and Middle Schools, including classroom remodeling, lighting, HVAC, Years Assessed Value and security renovations and improvements; to issue for these purposes 2013 $3.52 $3,000,000 of general obligation bonds maturing within a maximum 6 years; and to 2014 $3.45 levy property taxes annually, in addition to regular tax levies, to repay the bonds, as 2015 $3.43 provided in Resolution #11112-03. Bill Knutzen gave the Oath of Auditor to Debbie Adelstein; Debbie signed the Oath and Bill signed as witness. Pete Griffin gave a brief narrative on the results of the election; all ballot measures passed. Carolyn presented and reviewed the Canvassing Ballot Reconciliation and the Certification Reconciliation Report (attached to these minutes) that is required by the state. Royce Buckingham made a motion to accept the reports presented, Bill seconded the motion, and the motion passed unanimously. Pete presented the Summary Report of the Whatcom County Official Election Results inclusive of under -votes and over -votes. He then presented and reviewed the precinct abstract report that contains detailed information regarding votes in each precinct. Royce made a motion to accept the reports presented; Bill Knutzen seconded the motion, and the motion passed unanimously. Debbie, Bill, and Royce signed the Certification of the Canvassing Board. The following certifications were presented to the Canvassing Board: 1) Bellingham School District 501 — Replacement educational support and operations levy (Proposition Passed 69.09%) 2) Bellingham School District 501 - Replacement technology capital projects levy (Proposition Passed 67.93%) 3) Ferndale Transportation Benefit District - Sales and use tax for transportation improvements (Proposition Passed 62.74%) 4) Ferndale School District 502 - Replacement educational maintenance and operations levy (Proposition Passed 61.18%) 5) Blaine School District 503 - Replacement maintenance and operations levy (Proposition Passed 65.01 %) 6) Blaine School District 503 - Capital improvements general obligation bonds - $3,000,000 (Proposition Passed 61.96%) 7) Lynden School District 504 - Replacement educational maintenance and operations levy (Proposition Passed 60.80%) 8) Meridian School District 505 - Replacement educational maintenance and operations levy (Proposition Passed 60.01 %) 9) Nooksack Valley School District 506 - Educational maintenance and operations levy (Proposition Passed 63.38%) 10) Nooksack Valley School District 506 - Technology and capital project levy (Proposition Passed 60.88%) 11) Mt. At the commencement of the meeting only two board members were present; however members were able to proceed with the review of ballots. Lori Starkovich presented 78 ballots: 1) Ballot referred from Opening Board - Letter from physician stating voter was incompetent to vote was enclosed with ballot (letter not acceptable as a challenge; ballot accepted) 2) Two ballots voted identically in one ballot envelope (one ballot accepted, one rejected) 3) 12 ballot envelopes where voter signed their own ballot envelope and someone else's ballot envelope in same household (rejected unless cured by voter by 2/27/12) 4) 61 ballot envelopes that contained no signed voter declaration (rejected unless cured by voter by 2/27/12) 5) Two ballots where the power of attorney signed the voter declaration (rejected unless cured by voter by 2/27/12) The Canvassing Board reviewed the ballots and made their determination (The Whatcom County Elections - Canvass Board, February 14, 2012 Special Election log sheet is attached to these minutes). Of the 78 ballots presented 76 were rejected and 2 ballots were accepted. The 76 rejected ballots have the potential to be accepted if the issues are cured by the voter by 4:30 p.m. on Monday, February 27, 2012. Lori presented 260 ballot envelopes to the Canvassing Board with questionable signature matches. Any ballot envelopes where there was an opposing finding between the two board members were set aside for the third board member to review. Subsequent to the arrival of the third member, ballots that had been set aside were reviewed and a final determination was made. Of the 238 ballot envelopes presented for review, 75 were accepted and 185 were rejected for no signature match. Royce Buckingham made a motion to count the ballots that are accepted and that any no signature or no signature match ballot envelopes that are cured by 4:30 p.m. February 27, 2012, will be accepted. Debbie seconded the motion and the motion passed unanimously.
