Their duties shall be to examine the postmark, receipt mark, date of oath, and statement on the outer envelope containing the vote -by -mail ballot, and to verify that the voter's signature thereon is the same as that on the voter registration record. This may be done prior to Election Day. These same representatives will also make determinations as to the disposition of the provisional and challenged ballots, i.e. proper voter registration, proper address, proper precinct and whether or not the ballot should be submitted to the Canvassing Board for further action. The elections staff is authorized to process and tabulate ballots, supervise and assist election workers as directed by the Auditor. Further, the Whatcom County Canvassing Board authorizes election workers, assigned by the Auditor as necessary, to act as our representatives. Their duties shall be to open, process, tabulate ballots, and produce required reports. All of the above delegated authority is to be exercised under the supervision of the Whatcom County Auditor in accordance with the Administrative Rules adopted by the Canvassing Board and the Secretary of State. All issues, which cannot be resolved to a reasonable certainty by supervisory personnel, shall be decided solely by the Canvassing Board and no ballot can be rejected except by the Board. This delegation of authority by the Canvassing Board for opening and subsequent processing of vote -by -mail ballots may begin immediately upon receipt before any Special, Primary, or General Election and shall end no later than the certification of the election results of any Special, Primary, or General Election, inclusive of all applicable recounts. This general delegation of authority shall be in effect for each Special, Primary, and General Election held from January 1, 2011 through December 31, 2011. Under this method rather than being assessed based on the number,of offices or issues each jurisdiction has on the ballot, any jurisdiction will be assessed one unit for participating in the election, regardless of the number of offices or issues. i feel that this billing method is more appropriate and more accurately shares the actual costs of the election which is what I am required to do under state statute. As you are aware, the cost of an election is not known until after the election and all the bills have come in. Costs to jurisdictions vary depending on the number of jurisdictions participating in an election, the number of registered voters in a jurisdiction, the voter turnout and other factors. ,I am also including for your reference the validation figures that will be required for any bonds and/or levies that you may put on the ballot in 2011.
