completed the canvass of votes as it pertains to the Special Election held in the precincts within
the boundaries of Lynden School District 504, Whatcom County, Washington, on the 17th day of
May 2011 and the results are as follows:

No. 18-11 concerning this proposition for bonds. The proposition authorizes the

Elementary School, and refund certain outstanding bonds, the proceeds of which were
used to acquire land; to issue $32,800,000 of general obligation bonds maturing within
a maximum of 20 years; and collect excess property taxes annually to repay the

Lynden School District 504 Special Election

Date: June 1, 2011
Meeting began: 3:10 p.m.
In attendance: Shirley Forslof, Whatcom County Auditor (Canvassing Board Member)
Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member)
Sam Crawford, County Council Member (Canvassing Board Member)
Pete Griffin, Election Supervisor
Carolyn Duim, Auditor Staff
Nancy Moore, Auditor Staff
Shirley Forslof called the meeting to order at 3:10 p.m. and declared the purpose of the meeting
was to certify the May 17, 2011, Special Election.
Carolyn Duim presented and reviewed the Whatcom County Ballot Reconciliation Reports
(attached hereto). The number of ballots that were counted and the total number of ballot
envelopes received matched 100%.
Carolyn presented and reviewed the state Certification Reconciliation Report (see attached).
Pete presented the Summary Report of the Whatcom County Official Election Results. He
then presented and reviewed the precinct abstract report that contains detailed information
regarding votes in each precinct (reports attached).
Sam Crawford made a motion to accept all reports presented and to certify the election
results, Royce Buckingham seconded the motion, and the motion passed unanimously.
Sam gave the Oath of Auditor to Shirley Forslof. Shirley, Royce, and Sam signed the
Certification of the Canvassing Board.
Nancy Moore presented the following certification to the Canvassing Board
Lynden School District 504 — Proposition to replace Lynden Middle School,
replace and modernize portions of Fisher Elementary School, and refund certain
outstanding bonds, the proceeds of which were used to acquire land; to issue
$32,800,000 of general obligation bonds maturing within a maximum of 20 years;
and collect excess property taxes annually to repay the bonds, as provided in
Resolution #18-11. (Proposition Failed)
Shirley, Royce, and Sam signed the aforementioned certification.
The original Certification of the Canvassing Board and a copy of the certification of the
Lynden School District 504 Special Election is being retained in the May 17, 2011
Special Election file.

Meeting began: 11:00 a.m.
In attendance: Shirley Forslof, Whatcom County Auditor (Canvassing Board Member)
Debbie Adelstein, Chief Deputy Auditor
Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member)
Sam Crawford, County Council Member (Canvassing Board Member)
Nancy Moore, Office Coordinator
Lori Starkovich, Auditor Staff
Shirley Forslof called the meeting to order at 11:00 a.m. and declared the purpose of the
meeting was to review and make a determination on challenged ballots presented before the
Board.
Lori Starkovich presented one ballot from the Opening Board that had been cut both at the top
and bottom of the ballot so there was no way to determine which precinct the voter was from.
Replicating the determination and action taken at the May 6, 2011 Canvassing Board meeting
of the April 26, 2011 Special Election, Sam Crawford made a motion to assign the ballot to the
precinct with the largest number of registered voters so the ballot could be duplicated and
counted. Royce Buckingham seconded the motion, and the motion passed unanimously.
Lori presented two ballots that had been deposited in the Whatcom County Treasurer's drop
box that were retrieved by the Treasurer's Office the morning after Election Day. Sam made a
motion to reject the two ballots, Royce seconded the motion, and the motion passed
unanimously. Lori then presented a ballot where the voter signed his ballot envelope in addition
to his wife's ballot envelope. Sam made a motion to reject the wife's ballot that was signed by
her husband, Royce seconded the motion, and the motion passed unanimously. Shirley will
mail the voter a letter stating the consequences of signing another voter's ballot envelope.
Lori presented 8 ballot envelopes to the Canvassing Board with questionable signature
matches. Of the 8 ballot envelopes presented for review, 3 were accepted and 5 were rejected
for no signature match.
Royce made a motion to count the ballots that are accepted and that any no signature or no
signature match ballot envelopes that are cured by 4:30 p.m. today, May 31, 2011, will be
accepted. Sam seconded the motion and the motion passed unanimously.
The final Canvassing Board meeting to certify the May 17, 2011 Special Election will be
Wednesday, June 1, 2011, at 3:00 p.m.

A Special Election will be held in the above -named school district on Tuesday, May 17,
2011, for submission to the qualified electors of the school district the following
proposition:

Lynden School District No. 504
General Obligation Bonds - $32,800,000
The Board of Directors of Lynden School District No. 504 adopted Resolution No. 18-11
concerning this proposition for bonds. The proposition authorizes the District to replace
Lynden Middle School, replace and modernize portions of Fisher Elementary School,
and refund certain outstanding bonds, the proceeds of which were used to acquire land;
to issue $32,800,000 of general obligation bonds maturing within a maximum of 20
years; and collect excess property taxes annually to repay the bonds, as provided in
Resolution #18-11. Should this proposition be:

No polling places are open and the election will be conducted entirely by mail for the
voting precincts in Lynden School District 504, Whatcom County, Washington. Ballots
will be mailed to all registered voters in Lynden School District at their mailing address
on record. Voters may return their voted ballots by first-class mail ($.44) or by
delivering their voted ballots on Election Day between 7:00 a.m. and 8:00 p.m. to the
Whatcom County Auditor's Office or to a ballot drop box location listed below.

Monday through Friday, 8:30 a.m. — 4:30 p.m. beginning on April 27, 2011, and on
Election Day only from 7:00 a.m. to 8:00 p.m. All ballots returned by mail must be
postmarked by Election Day. All ballots returned in person must be dropped off no later
than 8:00 p.m. on Election Day, May 17, 2011.
Voters may cast their ballot at the Whatcom County Auditor's Office using the
Accessible Voting Unit (AVU). The AVU is equipped with visual and audio technology
that allows voters with impaired vision and/or physical disabilities to vote a secret ballot.
Voters casting their ballot on the AVU at the Auditor's Office Poll Site are reminded to
provide one of the following types of identification: Driver's license, State ID, Student
ID, Tribal ID, Voter Registration Card or a copy of the following: Current utility bill, Bank
statement, Paycheck, Government Check; or other government document. Voters may
vote using the AVU beginning April 27, 2011. The AVU will be available to vote in the
Auditor's Office Mon. — Fri., 10:00 a.m. — 3:00 p.m. and on Election Day only from 7:00
