Lori Starkovich presented one ballot from the Opening Board that had been cut both at the top and bottom of the ballot so there was no way to determine which precinct the voter was from. Replicating the determination and action taken at the May 6, 2011 Canvassing Board meeting of the April 26, 2011 Special Election, Sam Crawford made a motion to assign the ballot to the precinct with the largest number of registered voters so the ballot could be duplicated and counted. Lori presented two ballots that had been deposited in the Whatcom County Treasurer's drop box that were retrieved by the Treasurer's Office the morning after Election Day. Sam made a motion to reject the two ballots, Royce seconded the motion, and the motion passed unanimously. Lori then presented a ballot where the voter signed his ballot envelope in addition to his wife's ballot envelope.
