OFFICIAL CANVASS of the Special Election held Tuesday, February 8, 2011, in Lynden
School District 504, Whatcom County, Washington, for the purpose of submitting to the qualified
electors of the district a proposition to replace, modernize, and remodel certain schools within
the district, refund certain outstanding bonds, issue $35,000,000 of general obligation bonds,
and collect excess property taxes annually to repay the bonds.

completed the canvass of votes as it pertains to the Special Election held in the precincts within
the boundaries of Lynden School District 504, Whatcom County, Washington, on the 8th day of
February 2011 and the results are as follows:

CANVASSING BOARD MEETING
February 8, 2011

Meeting began: 3:00 p.m.
In attendance: Shirley Forslof, (Canvassing Board Member)
Debbie Adelstein, Chief Deputy Auditor
Pete Griffin, Election Supervisor
Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member)
Ken Mann, County Council Member (Canvassing Board
Member)
Nancy Moore, Auditor Staff
Jim Swanson, Republican Observer
Shirley Forslof called the meeting to order at 3:00 p.m. and declared the purpose of the meeting
was to certify the February 8, 2011, Special Election.
Debbie Adelstein presented and reviewed the Whatcom County Ballot Reconciliation Report
(attached hereto). She reported the number of ballots that were counted and the total
number of ballot envelopes received matched 100%.
Debbie presented and reviewed the Certification Reconciliation Report (see attached) that is
required by the state.
Royce Buckingham made a motion to accept the reconciliation reports, Ken Mann seconded
the motion, and the motion passed unanimously.
Pete Griffin presented the Summary Report of the Whatcom County Official Election Results.
He then presented and reviewed the precinct abstract report that contains detailed
information regarding votes in each precinct.
Royce made a motion to accept the reports presented by Pete; Ken seconded the motion,
and the motion passed unanimously.
Ken gave the Oath of Auditor to Shirley Forslof. Shirley, Ken, and Royce signed the
Certification of the Canvassing Board.
The following certification was presented to the Canvassing Board:
Lynden School District 504 — Proposition to replace, modernize, and remodel
certain schools within the district, refund certain outstanding bonds, issue
$35,000,000 of general obligation bonds, and collect excess property taxes
annually to repay the bonds. (Proposition Failed)
Shirley, Ken, and Royce signed the aforementioned certifications.

Shirley Forslof called the meeting to order at 9:00 a.m. and declared the purpose of the meeting
was to review and make a determination on challenged ballots presented before the Board.
Shirley Forslof explained we received approximately 20 to 30 ballots that were cut by the voter.
The voter either cut the bar code at the top of the ballot that reveals the precinct the voter is in
or cut the bottom of the ballot that states the precinct. Lori Starkovich presented six ballots
from the opening board that were cut both at the top of the ballot and at the bottom of the ballot
so there was no way to determine which precinct the voter was from. Shirley mentioned that
the six ballots that were cut both at the top and bottom of the ballot were in fact legitimate
ballots as the voter's signature was verified prior to the secrecy envelopes being separated
from the purple return envelopes.
Discussion ensued about whether or not to count the six ballots. Pete Griffin explained if the
Board chose to count the six ballots he would have to assign a precinct to those ballots in order
for them to be duplicated and counted. He further explained that the Reconciliation Report may
be inaccurate as the six ballots may not accurately reflect the actual precinct the voters were
from. Royce Buckingham suggested that Pete add an explanatory statement to the
Reconciliation Report describing the circumstances and to also state the six ballots are in fact
valid as the signatures had been verified. Sam Crawford made a motion to duplicate and count
the six ballots, Royce seconded the motion, and the motion passed. Sam Crawford made a
motion to assign the six ballots to the precinct with the largest number of registered voters,
Royce seconded the motion, and the motion passed unanimously. (Subsequent to the meeting
Pete Griffin determined that Precinct 602 has the largest number of registered voters and
accordingly assigned that precinct to the six ballots to be counted.)
Pete presented a ballot envelope that was signed but because the voter's registration form was
unsigned, the registration form was incomplete. The Canvassing Board unanimously rejected
the ballot.
Lori presented 11 ballot envelopes to the Canvassing Board with questionable signature
matches. Of the 11 ballot envelopes presented for review, 4 were accepted and 7 were rejected
for no signature match.
Royce made a motion to count the ballots that were accepted and that any no signature or no
signature match ballot envelopes that are cured by 4:30 p.m. Tuesday, February 22, 2011, will
be accepted. Sam seconded the motion and the motion passed unanimously.
The final Canvassing Board meeting to certify the 2011 Special Election will be Wednesday,
February 23, 2011, at 3:00 p.m.

NOTICE IS HEREBY GIVEN that on Tuesday, February 8, 2011, a Special Election will
be held in the above -named school district for submission to the qualified electors of
said school district the following proposition:
Proposition No. 1-11
Lynden School District No. 504
General Obligation Bonds - $35,000,000
The Board of Directors of Lynden School District No. 504 adopted Resolution No. 18-10
concerning this proposition for bonds. The proposition authorizes the District to replace
Lynden Middle School, modernize and replace portions of Fisher Elementary School,
remodel the student services and common space at Lynden High School, and refund
certain outstanding bonds, the proceeds of which were used to acquire land; to issue
$35,000,000 of general obligation bonds maturing within a maximum of 20 years; and
collect excess property taxes annually to repay the bonds, as provided in Resolution
No. 18-10. Should this proposition be:

NOTICE IS FURTHER GIVEN that no polling places are open and that said election will
be conducted entirely by mail for the voting precincts in Lynden School District 504,
Whatcom County, Washington, on Tuesday, February 8, 2011. Ballots will be mailed to
all registered voters in Lynden School District at their mailing address on record. Voters
may return their voted ballots by first-class mail ($.44) or by delivering their voted ballots
on Election Day between 7:00 a.m. and 8:00 p.m. to the Whatcom County Auditor's
Office or to a ballot drop box location listed below.
