HomeMy WebLinkAbout2011 August 16, 2011 Primary ElectionCANVASSING BOARD MEETING for the August 16, 2011 Primary Election - Minutes - Date: August 25, 2011 Meeting began: 9:10 a.m. In attendance: Shirley Forslof, Whatcom County Auditor (Canvassing Board Member) Debbie Adelstein, Chief Deputy Auditor Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member) Bill Knutzen, County Council Member (Canvassing Board Member) Nancy Moore, Office Coordinator Lori Starkovich, Auditor Staff Jim Fox, Democratic Observer Artemis OakGrove, Democratic Observer Shirley Forslof called the meeting to order at 9:10 a.m. and declared the purpose of the meeting was to review and make a determination on challenged ballots presented to the Canvassing Board. Lori Starkovich presented five ballots from the Opening Board that had been cut both at the top and bottom of the ballot so there was no way to determine which precinct the voter was from. Royce Buckingham made a motion to assign the ballots to the precinct with the largest number of registered voters so the ballots could be duplicated and counted, the same action taken as in previous meetings with identical circumstances. Bill Knutzen seconded the motion, and the motion passed unanimously. Lori presented four ballots from the Opening Board with questionable voter intent. The Canvassing Board reviewed the ballots and made their determination. She then presented six ballots that had been deposited in the Whatcom County Treasurer's drop box that were retrieved by the Treasurer's Office the morning after Election Day. Royce made a motion to reject the ballots primarily because there was no way to determine what time the ballots were deposited and secondly because the ballots were not deposited in the correct drop box. Bill seconded the motion and the motion passed unanimously. Lori presented 136 ballot envelopes to the Canvassing Board with questionable signature matches. Of the 136 ballot envelopes presented for review, 70 were accepted and 66 were rejected for no signature match. Royce made a motion to count the ballots that are accepted and that any no signature or no signature match ballot envelopes that are cured by 4:30 p.m. August 30, 2011, will be accepted. Bill seconded the motion and the motion passed unanimously. Civil Prosecuting Attorney (Canvassing Board Member) Bill Knutzen, County Council Member (Canvassing Board Member) Carolyn Hoffer, Auditor Staff Lori Starkovich, Auditor Staff Nancy Moore, Auditor Staff Jim Fox, Democratic Observer Shirley Forslof called the meeting to order at 3:05 p.m. and declared the purpose of the meeting was to certify the August 16, 2011, Primary Election. Lori Starkovich presented six ballot envelopes that were signed by the wrong voter. Bill Knutzen made a motion to reject those ballots and authorized Shirley to send a letter to the voter explaining the penalties for such action. Karen Frakes seconded the motion and the motion passed unanimously. Lori presented four ballots where an individual signed their own name and the words, "for" and then signed the voter's name to whom the ballot was issued. Karen made a motion to reject the four ballots and authorized Shirley to send a letter explaining the state statute for a voter who is unable to sign their name. Bill seconded the motion and the motion passed unanimously. Carolyn Hoffer presented and reviewed the Whatcom County Ballot Reconciliation Report (attached hereto). The number of ballots that were counted and the total number of ballot envelopes received matched with 100% accuracy. She then presented and reviewed the Certification Reconciliation Report (see attached) that is required by the state. Pete Griffin presented the Summary Report of the Whatcom County Official Election Results. He then presented and reviewed the precinct abstract report that contains detailed information regarding votes for candidates in each precinct. Bill Knutzen made a motion to accept all reports presented and to certify the results of the Primary Election; Karen Frakes seconded the motion, and the motion passed unanimously. Bill gave the Oath of Auditor to Shirley Forslof. Shirley, Bill, and Karen signed the Certification of the Canvassing Board.
