Dear Whatcom County Voter:
This year there are four nonpartisan offices on the Primary Election ballot;
Whatcom County Executive, Whatcom County Sheriff, City of Bellingham
Mayor, and City of Ferndale Mayor. All registered voters will vote for a
candidate for County Executive and County Sheriff. Only those voters
registered to vote in the City of Bellingham may vote for a Bellingham mayoral
candidate and only voters registered to vote in the City of Ferndale may vote
for a Ferndale mayoral candidate.
I encourage you to review the information candidates have provided for
this Local Voters' Pamphlet. Additional sources of information about the
candidates may be available from newspapers, radio, candidate web sites,
blogs, print, and online news sources and opinions.
The two candidates with the most votes in each office in the Primary Election
will appear on the November General Election ballot. This is your opportunity
to take an active part in shaping the future of Whatcom County. Thank you
for participating in what will be another exciting election season!
Sincerely,

For the past 16 years, I have been honored to serve as a deputy with
your Whatcom County Sheriffs office. Through hard work and
dedication, I now proudly serve as a detective, where I've spent the last
8 years helping to ensure that the most heinous crimes in Whatcom
County were solved and the perpetrators held accountable. I served
more than four years as a labor leader and have been elected to lead
both private corporations and fraternal organizations.
Law enforcement administrators have seemingly forgotten that our primary purpose is to
serve and protect the public. The result has left the victims of crime with little understanding
of what to expect. Deputies need to take the time to fully investigate every crime we respond to

I am honored to seek your vote to continue serving as your Sheriff.
With your past support, much has been accomplished. A Jail
Alternative Work Center opened, dangerous criminals are no
longer turned away because of the lack of space and inmates work
to help pay incarceration costs and support their families. Council
is pursuing a new, efficiently designed and "right -sized" jail with
increased mental health and sentencing alternatives. Deputies are
better equipped, trained and more available in our neighborhoods. Programs and plans made
our schools and children safer. Meth labs were eliminated. I testified before Congress on
border impacts to our community and over $5,000,000 was awarded to increase safety and
defray costs to local taxpayers. Crime in our community has dropped 40% and our crime rate is
57% below the state average!

Your Sheriff's Office is wasting your taxes and failing to deliver
what you've paid for. This is disturbing since the result is a reduced
ability to provide the protection you need. The office is stuck in a
rut. I know. I've been a Whatcom County deputy sheriff for the
past eleven years. I, and others in the office, know things do not
need to be this way. As your Sheriff, I'll drive performance, cut
waste, and pursue a clear, measurable improvement plan.
I have years of hands-on experience in military, law enforcement, and business leadership.
I'll apply this unique combination of experience to bring our staff together and guide this
organization out of its performance coma. Well start by developing a long overdue operating
budget and incorporate employee ideas to streamline processes. Well promote performance,
operate with integrity, and focus on real results - keeping you safe.

The City of Bellingham needs to refocus its priorities. For too
many years we have moved away from a City government that
provided for the needs of all the people. We need to bring balance
back to City Hall by focusing on the single most important issue
that impacts our quality of life and our future. That issue is jobs.
Government doesn't create jobs. It only provides the environment
for the private sector to do that.
Working people and their families have been on a stringent budget for many years and they
can't spend more than they earn. The City must ensure that it is Family Needs First when it
comes to paying for our vital services. We must immediately begin providing the means for
businesses to thrive and prosper and become the City of Yes. Yes you can make a living here

Four years ago; you elected me Mayor. During challenging times
for our community and country, I made tough, necessary choices,
and today Bellingham ranks among Washingtons best -run
communities. While other governments struggle, Bellingham's
bond rating was raised because of excellent management. Residents
feel prouder of their community, parks and libraries than they did
four years ago. Businesses have better experiences with City Hall
Were well -poised to build an even better future.
Moving forward, I'll continue governing with fiscal responsibility, cooperation and creativity. Where
possible, well work with others, joining forces to better Bellingham. But sometimes, protecting
Bellingham requires taking stands. I've defended our right to protect Lake Whatcom. And I'm
standing against the proposed coal terminal at Cherry Point —because its wrong for Bellingham.

I believe Bellingham can be the most liveable city in the nation —
safe, cultural, healthy, and educated, where you can live, work and
play in the same place. By respecting diverse opinions, establishing
strong relationships, setting priorities and engaging the public, we
can do it.
Bellingham has everything we need for a healthy economy —
innovative ideas, anchor industries, and a well-educated workforce.
We need jobs, and every decision we make must ensure that our downtown, waterfront
and urban villages thrive. Bellinghams character is determined by the character of our
neighborhoods. Uniqueness, housing that is affordable and infill can be achieved if we listen to
each other and act together toward our common goals.
We will continue to drive crime rates down even further, prevent gang violence and increase
efficiencies through technology.
Experience, integrity and teamwork matter! I have extensive law enforcement and leadership
experience, including service as a Police Chief and Prosecutor. I'm proud that all local Police
Chiefs, our Prosecuting Attorney and leading anti -Domestic Violence/Child Protection/
Mental Health Advocates endorse me for re-election.

born and raised in Bellingham and want to maintain and improve
Bellinghaas quality of life. To maintain our valued lifestyle,
Bellingham must be fiscally responsible, embrace job creation,
