Pete Griffin presented and reviewed the Whatcom County Ballot Reconciliation Reports (attached hereto). The number of ballots that were counted and the total number of ballot envelopes received matched 100%. Pete presented and reviewed the state Certification Reconciliation Report (see attached). Sam Crawford made a motion to accept the reconciliation reports, Royce Buckingham seconded the motion, and the motion passed unanimously. Pete presented the Summary Report of the Whatcom County Official Election Results. He then presented and reviewed the precinct abstract report that contains detailed information regarding votes in each precinct (reports attached). Sam made a motion to accept the reports presented by Pete; Royce seconded the motion, and the motion passed unanimously. Sam gave the Oath of Auditor to Debbie Adelstein. Debbie, Royce, and Sam signed the Certification of the Canvassing Board. Nancy Moore presented the following certification to the Canvassing Board: Blaine School District 503 — Proposition to remodel, expand, and upgrade schools in the District, to acquire property for a new school, refinance certain District debt and make other capital improvements, issue $32,000,000 of general obligation bonds, and levy property taxes annually in addition to regular tax levies to repay the bonds. (Proposition Failed) The original Certification of the Canvassing Board and a copy of the certification of the Blaine School District 503 Special Election is being retained in the April 26, 2011 Election file. Debbie, Royce, and Sam signed the aforementioned certifications. Lori Starkovich presented four ballots from the Opening Board that had been cut both at the top and bottom of the ballot so there was no way to determine which precinct the voter was from. Replicating the determination and action taken at the February 17, 2011 Canvassing Board meeting of the February 8 Special Election, Royce Buckingham made a motion to assign the four ballots to the precinct with the largest number of registered voters so they could be duplicated and counted. Sam Crawford seconded the motion and the motion passed unanimously. Lori presented one ballot that had been deposited in the Blaine drop box. The ballot was sealed in the white secrecy envelope; however, the secrecy envelope was not in a sealed, purple envelope that contains the voter's affidavit. Sam made a motion to reject the ballot, Royce seconded the motion, and the motion passed unanimously. Lori presented 15 ballot envelopes to the Canvassing Board with questionable signature matches. Of the 15 ballot envelopes presented for review, 10 were accepted and 5 were rejected for no signature match. Sam made a motion to count the ballots that were accepted and that any no signature or no signature match ballot envelopes that are cured by 4:30 p.m. Tuesday, May 10, 2011, will be accepted. Royce seconded the motion and the motion passed unanimously.
