OFFICIAL CANVASS of the Special Election held Tuesday, April 26, 2011, in Blaine
School District 503, Whatcom County, Washington, for the purpose of submitting to the qualified
electors of the District a proposition to remodel, expand, and upgrade schools in the District, to

Date: May 11, 2011
Meeting began: 3:00 p.m.
In attendance: Debbie Adelstein, Chief Deputy Auditor (acting Canvassing Board Member)
Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member)
Sam Crawford, County Council Member (Canvassing Board Member)
Pete Griffin, Election Supervisor
Carolyn Duim, Auditor Staff
Nancy Moore, Auditor Staff
Debbie Adelstein called the meeting to order at 3:00 p.m. and declared the purpose of the
meeting was to certify the April 26, 2011, Special Election.
Pete Griffin presented and reviewed the Whatcom County Ballot Reconciliation Reports
(attached hereto). The number of ballots that were counted and the total number of ballot
envelopes received matched 100%.
Pete presented and reviewed the state Certification Reconciliation Report (see attached).
Sam Crawford made a motion to accept the reconciliation reports, Royce Buckingham
seconded the motion, and the motion passed unanimously.
Pete presented the Summary Report of the Whatcom County Official Election Results. He
then presented and reviewed the precinct abstract report that contains detailed information
regarding votes in each precinct (reports attached).
Sam made a motion to accept the reports presented by Pete; Royce seconded the motion,
and the motion passed unanimously.
Sam gave the Oath of Auditor to Debbie Adelstein. Debbie, Royce, and Sam signed the
Certification of the Canvassing Board.
Nancy Moore presented the following certification to the Canvassing Board:
Blaine School District 503 — Proposition to remodel, expand, and upgrade
schools in the District, to acquire property for a new school, refinance certain
District debt and make other capital improvements, issue $32,000,000 of general
obligation bonds, and levy property taxes annually in addition to regular tax
levies to repay the bonds. (Proposition Failed)
The original Certification of the Canvassing Board and a copy of the certification of the
Blaine School District 503 Special Election is being retained in the April 26, 2011
Election file.
Debbie, Royce, and Sam signed the aforementioned certifications.
Sam moved to adjourn the Canvassing Board meeting, Royce seconded, and the meeting
adjourned at 3:20 p.m.

Meeting began: 9:00 a.m.
In attendance: Shirley Forslof, Whatcom County Auditor (Canvassing Board Member)

Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member)
Sam Crawford, County Council Member (Canvassing Board Member)

Lori Starkovich, Auditor Staff
Shirley Forslof called the meeting to order at 9:00 a.m. and declared the purpose of the meeting
was to review and make a determination on challenged ballots presented before the Board.
Lori Starkovich presented four ballots from the Opening Board that had been cut both at the top
and bottom of the ballot so there was no way to determine which precinct the voter was from.
Replicating the determination and action taken at the February 17, 2011 Canvassing Board
meeting of the February 8 Special Election, Royce Buckingham made a motion to assign the
four ballots to the precinct with the largest number of registered voters so they could be
duplicated and counted. Sam Crawford seconded the motion and the motion passed
unanimously.
Lori presented one ballot that had been deposited in the Blaine drop box. The ballot was
sealed in the white secrecy envelope; however, the secrecy envelope was not in a sealed,
purple envelope that contains the voter's affidavit. Sam made a motion to reject the ballot,
Royce seconded the motion, and the motion passed unanimously.
Lori presented 15 ballot envelopes to the Canvassing Board with questionable signature
matches. Of the 15 ballot envelopes presented for review, 10 were accepted and 5 were
rejected for no signature match.
Sam made a motion to count the ballots that were accepted and that any no signature or no
signature match ballot envelopes that are cured by 4:30 p.m. Tuesday, May 10, 2011, will be
accepted. Royce seconded the motion and the motion passed unanimously.
The final Canvassing Board meeting to certify the 2011 Special Election will be Wednesday,
May 11, 2011, at 3:00 p.m.

Blaine School District 503
Whatcom County, Washington
Tuesday, April 26, 2011
A Special Election will be held in the above -named school district on Tuesday, April 26,
2011, for submission to the qualified electors of the school district the following
proposition:
Proposition No. 1
Blaine School District No. 503
Capital Improvements
General Obligation Bonds - $32,000,000
The Board of Directors of Blaine School District No. 503 passed Resolution #1011 04
concerning this bond proposition. This proposition authorizes the District to remodel,
expand and upgrade Blaine High School, acquire property for a new elementary school,
expand and upgrade Blaine Primary, Elementary and Middle Schools, refinance certain
District debt and make other capital improvements, to issue for these purposes
$32,000,000 of general obligation bonds maturing within a maximum 20 years, to levy
property taxes annually, in addition to regular tax levies, to repay the bonds, as provided
in Resolution #1011 04. Should this proposition be:

Rejected
No polling places are open and the election will be conducted entirely by mail for the
voting precincts in Blaine School District 503, Whatcom County, Washington. Ballots
will be mailed to all registered voters in Blaine School District at their mailing address on
record. Voters may return their voted ballots by first-class mail ($.44) or by delivering
their voted ballots on Election Day between 7:00 a.m. and 8:00 p.m. to the Whatcom
County Auditor's Office or to a ballot drop box location listed below.

Courthouse Drive -Up Ballot Drop Box, South Courthouse Parking Lot, Grand Ave.,

Voters who do not receive their mail ballot or if their ballot is destroyed, damaged, or
lost, may obtain a replacement ballot from the Whatcom County Auditor's Office at 311
Grand Avenue, Suite 103, Bellingham, Washington, during regular business hours,
Monday through Friday, 8:30 a.m. — 4:30 p.m. beginning on April 6, 2011, and on
Election Day only from 7:00 a.m. to 8:00 p.m. All ballots returned by mail must be
postmarked by Election Day. All ballots returned in person must be dropped off no later
than 8:00 p.m. on Election Day, April 26, 2011.
Voters may cast their ballot at the Whatcom County Auditor's Office using the
Accessible Voting Unit (AVU). The AVU is equipped with visual and audio technology
that allows voters with impaired vision and/or physical disabilities to vote a secret ballot.
Voters casting their ballot on the AVU at the Auditor's Office Poll Site are reminded to
provide one of the following types of identification: Driver's license, State ID, Student
ID, Tribal ID, Voter Registration Card or a copy of the following: Current utility bill, Bank
statement, Paycheck, Government Check; or other government document. Voters may
vote using the AVU beginning April 6, 2011. The AVU will be available to vote in the
Auditor's Office Mon. — Fri., 10:00 a.m. — 3:00 p.m. and on Election Day only from 7:00
a.m. — 8:00 p.m.
The Election Staff in the Auditor's Office is available for assistance to elderly and
disabled persons (including the Accessible Voting Unit). Staff is also available for
questions regarding voter registration, instructions on accurately marking the ballot, and
any other voter assistance.
