Witness our hands and official seal this 24th day of February, 2010.. d L Ci A 7' Shirley Fors of, Coun Audito C3: o� �= rY r Sa Crawford, CounciLkAember, County Legislative Authority Reuckirtgham, Deputy Prosecuting Attorney CANVASSING BOARD MEETING Special (School District) Election February 9, 2010 - Minutes - Date: February 24, 2010 Meeting began: 3:00 p.m. In attendance: Shirley Forslof, (Canvassing Board Member) Debbie Adelstein, Chief Deputy Auditor Pete Griffin, Election Supervisor Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member) Sam Crawford, County Council Member (Canvassing Board Member) Nancy Moore, Auditor Office Coordinator Shirley Forslof called the meeting to order at 3:00 p.m. and declared the purpose of the meeting was to certify the February 9, 2010, Special Election. Debbie Adelstein presented and reviewed the Whatcom County Ballot Reconciliation Report (attached hereto). There was one additional ballot than ballot envelopes received, however, the Canvassing Board made a motion in the February 22 meeting to count the extra ballot. The ballots that were expected to be counted matched the total number of ballots counted with 100% accuracy. Debbie presented and reviewed the Certification Reconciliation Report (attached) that is required by the state. She presented and reviewed the Summary Report of the Whatcom County Official Election Results (attached) and Shirley, Sam, and Royce signed the report. Pete Griffin presented and reviewed the precinct abstract report (attached) that contains detailed information regarding each precinct. The precinct abstract report matches the Summary Report with 100% accuracy. Royce Buckingham made a motion to accept the reports, Sam Crawford seconded the motion and the motion passed unanimously. Sam Crawford gave the Oath of Auditor to Shirley Forslof. Shirley, Sam, and Royce signed the Certification of the Canvassing Board. Nancy presented the following certifications to the Canvassing Board: 1) Ferndale School District No. 502 — Proposition to replace an expiring levy to maintain the district's educational programs and operations. (Levy Passed) 2) Lynden School District No. 504 - Proposition to replace an expiring levy to support the district's educational maintenance and operations. (Levy Passed) 3) Meridian School District No. 505 - Proposition to issue $17,000,000 in general obligation bonds for improvements to Meridian High School, renovations to Irene Reither Primary School, existing structures, and energy systems. (Proposition Passed) 4) Whatcom County portion of the Concrete School District No. 11 - Proposition to authorize a levy to address the educational needs of students, to replace the expiring levy, and to pay a portion of the district's operation and maintenance expenses. Debbie presented six ballots from the opening board to the Canvassing Board. She explained that as the opening board was separating the secrecy envelopes from the purple return envelopes it was discovered there was one extra ballot in an envelope. Due to an error in judgment, the separation process continued without stopping to call a supervisor or to set aside the extra ballot and the envelope it came in. After discussion, Sam Crawford made a motion to count the six ballots, which included the one extra ballot. Shirley seconded the motion and the motion passed unanimously. Debbie presented 42 ballot envelopes to the Canvassing Board with questionable signature matches. Of the 42 ballot envelopes presented for review, 18 were accepted and 23 were rejected for no signature match. One of the 23 rejected ballots is also pending further investigation. When an Elections staff member phoned the voter to say we needed an updated signature because the signature on the ballot envelope did not match that of record, the voter stated she had moved and did not vote that ballot. Royce made a motion to count the ballots that were accepted and that any no signature or no signature match ballot envelopes that are cured by 4:30 p.m. Tuesday, February 23rd will be accepted. Sam seconded the motion and the motion passed unanimously.
