WHATCOM COUNTY CANVASSING BOARD Whatcorn Co?y Auditor ( 'T Y Z4 C unty Legislative Aut rity Counfy'-rte rosecuting Attorney Page 2 CANVASSING BOARD MEETING Special WTA Election April 27, 2010 - Minutes - Date: May 12, 2010 Meeting began: 2:00 p.m. In attendance: Shirley Forslof, (Canvassing Board Member) Debbie Adelstein, Chief Deputy Auditor Pete Griffin, Election Supervisor Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member) Sam Crawford, County Council Member (Canvassing Board Member) Nancy Moore, Auditor Office Coordinator Shirley Forslof called the meeting to order at 2:00 p.m. and declared the purpose of the meeting was to certify the April 27, 2010, Special Election. Debbie Adelstein presented and reviewed the Whatcom County Ballot Reconciliation Report (attached hereto). There was a difference of one ballot from the number of ballots that were expected to be counted and the total number of ballots actually counted. One batch contained one extra ballot and the presumption was made that one envelope contained two ballots. The ballot was unable to be traced to an individual voter. The Reconciliation Report additionally details challenged ballots that the Canvassing Board is requested to reject. Sam made a motion to accept the report and reject the challenged ballots, Royce Buckingham seconded the motion, and the motion passed unanimously. Debbie presented and reviewed the Certification Reconciliation Report (attached) that is required by the state. Pete Griffin presented and reviewed the Summary Report of the Whatcom County Official Election Results (attached). He presented and reviewed the precinct abstract report (attached) that contains detailed information regarding each precinct. The precinct abstract report matches the Summary Report with 100% accuracy. Royce Buckingham made a motion to accept the reports, Sam Crawford seconded the motion and the motion passed unanimously. Sam Crawford gave the Oath of Auditor to Shirley Forslof. Shirley, Sam, and Royce signed the Certification of the Canvassing Board. Nancy presented the following certification to the Canvassing Board: 1) Whatcom Transportation Authority — Proposition to impose an additional two -tenths of one percent sales and use tax. (Proposition Failed) Shirley, Sam, and Royce signed the aforementioned certification. Debbie presented 144 ballot envelopes to the Canvassing Board with questionable signature matches. Of the 144 ballot envelopes presented for review, 62 were accepted and 82 were rejected for no signature match. Debbie presented three ballots from the opening board to the Canvassing Board with questionable voter intent. The Canvassing Board made their determination and all three of the ballots presented were accepted. Debbie presented four instances from the opening board where the ballot envelopes had originally contained two ballots in each of the four envelopes. The oath on the ballot envelope was signed by only one voter. Each ballot envelope contained two identically voted ballots. The Canvassing Board rejected the second ballot from each of the four ballot envelopes. Debbie presented seven ballots that did not have an outside envelope with a signed voter's oath (some were in a secrecy envelope, some were not). All seven ballots were rejected. Royce made a motion to count the ballots that were accepted and that any no signature or no signature match ballot envelopes that are cured by 4:30 p.m. Tuesday, May 11, 2010, will be accepted. Sam seconded the motion and the motion passed unanimously.
