It provides that, in the general election, each voter may vole for each Council Office from each district and for the al -large Council Office regardless of the district in which (he voter lives, when those offices are up for election. If approved, Section 2 02 of the Charter would be amended to change the term of the position from 2 years to 4 years and provide that the term of the Mayor and Council Member at Large would be staggered for each municipal general election. YES NO ON FIRE DISTRICT NO. 2, NO. 6, NO. 9, NO. 10 PROPOSITION NO. 1 Whetcom County Fire Protection District No 2 Whetcom County Fire Protection District No. 6 Whetcom County Fire Protection Dlstrlct No. 9 Whetcom County Fire Protection District No. 10 CREATION OF REGIONAL FIRE PROTECTION SERVICE AUTHORITY The Boards of Fire Commissioners of Whalcom County Fire Districts Nos 2, 6, 9 and 10 passed Joint Resolution Na 2006-01 concerning a proposition to create a Regional Fire Protection Service Authority. This measure would approve the plan to create a regional fire authority (the 'Authority'). The Authority would replace Whalcom County Fire Districts 2, 6, 9 and 10 as the service provider for fire protection and emergency medical services and would consolidate operational and administrative services into one governmental agency. Funding would be provided by properly taxes pursuant to the Plan; the inilial levy rate for [he Authority would be $1.26 per $1,000 of assessed value. Should this proposition be: APPROVED 4 REJECTED 40 FIRE DISTRICT NO.21 FIRE PROTECTION DISTRICT NO.21 WHATCOM COUNTY, WASHINGTON PROPOSITION NO.1 AUTHORIZING REGULAR PROPERTY TAX LEVY The Board of Fire Commissioners of Fire Protection District No, 21, Whalcom County, Washington, adopted Resolution No. 200e-11 authorizing a regular properly tax levy of $1.40 per $1,000. This proposition would authorize the District to set and maintain a regular properly lax levy of $1.40 per $1,000 of assessed valuation for 2006 for collection in 2009, and in succeeding years, subject to any otherwise applicable statutory dollar rate limitations. The dollar amount of this levy would be used for the purpose of computing the limitations for subsequent levies under RCW 84.55.050. Debbie Adelstein presented and reviewed the Whatcom County Ballot Reconciliation Report (attached hereto). She stated there was a difference of two ballots from the number of ballots that were expected to be counted and the total number of ballots that were actually counted. Debbie explained that one ballot is being contested as it was not submitted by the voter but by someone else. The ballot was in the processing stages when the alleged offense was discovered. Consequently, one more ballot was counted than was reported through the election management system. The difference in the count with the second ballot was attributed to human error in the processing of ballots. Debbie presented and reviewed the Certification Reconciliation Report (see attached) that is required by the state. Sam Crawford made a motion to accept the Whatcom County Ballot Reconciliation Report and the Certification Reconciliation Report. Karen Frakes seconded the motion and the motion passed unanimously. Pete Griffin presented and reviewed the Official Election Results report (attached hereto) and explained the report indicates the official totals of candidates whose names appeared on the General Election ballot. He reviewed the Whatcom County Write -In Tabulation Report for President, U.S. Representative Congressional District #2, and Governor and explained that tabulations were made for those candidates who filed as declared write-in candidates. Finally, the Whatcom County Write -In Tabulation Report reveals the total number of write-ins for a respective office that did not file as a write-in candidate. Pete then presented the abstract report which contains detailed information regarding votes for candidates and local measures in each precinct. Shirley stated that voter turnout was 87.93%, the highest turnout since 1944. She commended her staff on their efficiency and excellent job done throughout the election. Sam Crawford made a motion to accept the reports presented by Pete Griffin, Karen Frakes seconded the motion, and the motion passed unanimously. Sam gave the Oath of Auditor to Shirley Forslof. Shirley, Sam, and Karen signed the Certification of the Canvassing Board. Nancy presented the following certifications to the Canvassing Board 1) City of Bellingham — Proposition to amend the charter related to the term of the council member at -large position (Amendment Failed) 2) Whatcom County - Proposition to amend the charter concerning election of council offices (Amendment Passed) 3) Fire Districts No. 2, No. 6, No. 9, and No. 10 - Proposition to create a regional fire protection service authority (Proposition Passed) 4) Fire District No. 21 - Proposition authorizing a regular property tax levy (Levy Failed) Shirley, Sam, and Karen signed the aforementioned certifications. Debbie presented 64 ballots from the opening board to the Canvassing Board; 45 ballots with questionable voter intent, 18 ballots with signatures, and one Primary Election ballot. Of the 64 ballots presented, 53 ballots were accepted by the Board and 11 ballots were rejected. A ballot submitted to the Board for review contained a partial oath. The ballot was rejected by the Board since it did not meet the -terms of the law. Debbie presented 257 ballot envelopes to the Canvassing Board with questionable signature matches. Of the 257 ballot envelopes presented for review, 60 were accepted and 197 were rejected for no signature match. Sam made a motion to count the ballots that were accepted and that any no signature or no signature match ballot envelopes that are cured by 4:30 p.m. Monday, November 24�h will be accepted. Royce seconded the motion and the motion passed unanimously. Shirley stated she reviewed the Whatcom County Statement of Vote and found no anomalies. Shirley announced to the Board that a voter came in to the Auditor's Office to declare that her husband signed her ballot envelope. The voter stated she is willing to talk to the Sheriff about the incident. Shirley referred the case to the Prosecuting Attorney and to the Sheriff. A detective from the Sheriff's office retrieved the ballot envelope, the statement from the voter, and a copy of the voter's registration from the Auditor's Office. Shirley announced the Canvass Board meeting previously scheduled for Monday, November 24th is cancelled unless any issues are presented that requires Board action. The final Canvassing Board meeting to certify the 2008 General Election will be Tuesday, November 25tn at 2:30 p.m. Sam made a motion to adjourn the meeting, Royce seconded the motion and the motion passed unanimously. It was already in process when the alleged impropriety was discovered.
