FERNDALE SCHOOL DISTRICT NO.502 1 PROPOSITION NO. 1 FERNDALE SCHOOL DISTRICT NO.502 GENERAL OBLIGATION BONDS - $21,000,000 The Board of Directors of Ferndale School District No. 502 approved a proposition for bonds. This proposition authorizes the District to acquire, construct and equip replacement schools for Custer Elementary and the 1938 Building at North Bellingham Elementary and modernize North Bellingham Elementary School; undertake safety upgrades, make technology improvements and make other capital improvements; to issue $21,000,000 of general obligation bonds maturing within a maximum term of 17 years; and to levy additional property taxes annually to repay the bonds, as described in Resolution #4-2008. WHATCOM COUNTY CANVASSING BOARD hatcom County �Aitor An4vt,- n., 'L Co6nty Legislative AutAority County eput rosecuting Attorney Page 2 CANVASSING BOARD MEETING FERNDALE SCHOOL DISTRICT NO. 502 SPECIAL ELECTION MAY 20, 2008 - Minutes of June 4, 2008 - Date: June 4, 2008 Meeting began: 3:10 p.m. In attendance: Shirley Forslof, (Canvassing Board Member) Debbie Adelstein, Chief Deputy Auditor Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member) Sam Crawford, County Council Member (Canvassing Board Member) Nancy Moore, Auditor Office Coordinator Shirley Forslof called the meeting to order at 3:10 p.m. Debbie Adelstein declared the purpose of the meeting was to certify the May 20, 2008, Ferndale School District No. 502 Special Election. Debbie presented and reviewed the Official Election Results report, the precinct abstract report, and the Whatcom County Ballot Reconciliation Report (attached hereto). There was a difference of two ballots which was the difference between ballots expected to be counted and ballots actually counted. The two ballots were rejected by the Canvassing Board at the June 2"d meetina and were not traceable back to the Election Manaaement Svstem. Debbie presented and reviewed the Certification Reconciliation Report (see attached) that is required by the state. Sam Crawford gave the Oath of Auditor to Shirley Forslof. A motion was made to accept the reports presented to the Canvassing Board, Royce seconded the motion, and the motion passed unanimously. Debbie presented the following certifications to the Canvassing Board: 1) Ferndale School District No. 502 - Proposition No. 1, General Obligation Bonds - $21,000,000 (Bond Failed). Shirley, Royce, and Sam signed the aforementioned certification. With all business of the Canvassing Board being concluded, Shirley made a motion to adjourn the meeting, Royce seconded the motion, and the motion passed unanimously. Nancy presented 3 ballots from the opening board to the Canvassing Board; one ballot with questionable voter intent, one ballot from the wrong election, and one ballot with the voter's signature. Of the three ballots presented, all were rejected by the Board. Nancy presented 21 ballot envelopes to the Canvassing Board with questionable signature matches. Of the 21 ballot envelopes presented for review, 7 were accepted and 14 were rejected for no signature match. Nancy then reviewed the Log of Irregularly Voted Ballots with the Canvass Board (copy of the log is attached to the minutes of the meeting). Shirley made a motion to accept the Log of Irregularly Voted Ballots and reject those ballots, Royce seconded the motion, and the motion passed unanimously. Shirley made a motion that any no signature match ballot envelopes that are cured by 4:30 p.m. tomorrow, June 3`d, will be accepted. Royce seconded the motion and the motion passed unanimously.
