Adelstein acting Canvass Board member for Shirley Forslof Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member) Seth Fleetwood, County Council Member (Canvassing Board Member) Pete Griffin, Election Supervisor Nancy Moore, Auditor Office Coordinator Debbie Adelstein called the meeting to order at 3:05 p.m. and declared the purpose of the meeting was to certify the March 11, 2008, Special Election. Pete presented and reviewed the Whatcom County Ballot Reconciliation Report (attached hereto). There was a difference of one ballot that could not be accounted for that was attributed to human error. Debbie pointed out that the total number of challenged ballots had decreased since the last meeting on Monday, March 24th, from 376 to 367, due to the resolution of some of the challenges. Royce made a motion to accept the new total of challenged ballots and to accept the reconciliation report. Seth seconded the motion and the motion passed unanimously. Pete presented and reviewed the Certification Reconciliation Report (see attached) that is required by the state. Debbie moved to accept the report, Royce seconded the motion, and the motion passed unanimously. Pete presented and reviewed the Official Summary Report, the official election results. Seth made a motion to accept the summary report, Royce seconded the motion, and the motion passed unanimously. Pete then presented the abstract report which contains detailed information regarding votes in each precinct. Seth made a motion to approve the report, Royce seconded the motion, and the motion passed unanimously. Seth Fleetwood gave the Oath of the County Auditor to Debbie. Debbie, Seth, and Royce signed the Certification of the Canvassing Board, the Whatcom County Canvassing Board Ballot Reconciliation Report, the Certification Reconciliation Report, the Official Summary Report, and the abstract report. Nancy presented the following certifications to the Canvassing Board: 1) Bellingham School District No. 501 - Proposition No. 1, Replacement Educational Maintenance and Operations Levy (Levy Passed); Proposition No. 2, Replacement Technology Capital Projects Levy (Levy Passed). 2) Ferndale School District No. 502 - Proposition No. 1, General Obligation Bonds - $21,000,000 (Bonds Failed); Proposition No. 2, Technology Capital Projects Levy (Levy Passed). 3) Blaine School District No. 503 - Proposition No. 1, Replacement Educational Maintenance and Operations Levy (Levy Passed); Proposition No. 2, General Obligation Bonds - $40,000,000 (Bonds Failed). 4) Lynden School District No. 504 - Proposition No. 1, Replacement Educational Maintenance and Operations Levy (Levy Passed); Proposition No. 2, General Obligation Bonds - $4,000,000 (Bonds Failed). 5) Meridian School District No. 505 - Proposition No. 1, Replacement Educational Maintenance and Operations Levy (Levy Passed); Proposition No. 2, General Obligation Bonds - $23,000,000 (Bonds Failed). 6) Nooksack Valley School District No. 506 - Proposition No. 1, School Support Replacement Levy (Levy Passed). 7) Mount Baker School District No. 507 - Proposition No. 1, Maintenance and Operation Levy (Levy Passed). Debbie, Seth, and Royce signed the aforementioned certifications. Pete asked for the Board's authorization to conduct a study on duplicated ballots from this election. He explained the original ballots that required duplication would be run through the 400C optical scan readers to learn if some of the ballots would have been accepted by the 400Cs and did not warrant duplication. It was initially thought the original ballots that required duplication from the November 2007 General Election would be utilized for the study, however; our ballot vendor has since upgraded the paper stock for the ballots which has reduced the duplication rate. Pete feels utilizing the original duplicated ballots from the March 11, 2008 Special Election would prove to be a more accurate representation. Debbie commented the study would reveal true and accurate reasons for duplication. It was the consensus of the Board to grant authorization to conduct the study. Pete advised the Board it would take place in the spring or summer, whichever proves to be most conducive to the allotment of time needed to conduct the study. With all business of the Canvassing Board being concluded, Royce made a motion to adjourn the meeting, Seth seconded the motion, and the motion passed unanimously. Adelstein acting Canvass Board member for Shirley Forslof Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member) Seth Fleetwood, County Council Member(Canvassing Board Member) Ethel Heyrend, Election Coordinator Nancy Moore, Office Coordinator Debbie Adelstein called the meeting to order at 9:15 a.m. and declared the purpose of the meeting was to review and make a determination on challenged ballots presented before the Board. Ethel presented 55 ballots from the opening board to the Canvassing Board; 50 ballots with questionable voter intent, 2 damaged ballots, and 3 ballots with the wrong voter's signature. Of the 55 ballots presented, 50 ballots were rejected by the Board, 1 ballot was accepted, and 2 ballots were accepted and directed to be duplicated for one out of the two propositions on the ballot. The two damaged ballots were accepted but needed to be assigned to a precinct; the Canvass Board directed they be assigned to Precinct #123. Ethel presented 39 ballot envelopes to the Canvassing Board with questionable signature matches. Of the 39 ballot envelopes presented for review, 9 were accepted and 30 were rejected for no signature match. Ethel then reviewed the Log of Irregularly Voted Ballots with the Canvass Board (copy of the log is attached to the minutes of the meeting). Seth made a motion to accept the Log of Irregularly Voted Ballots and reject those ballots, Royce seconded the motion, and the motion passed unanimously. Debbie made a motion that any no signature or no signature match ballot envelopes that are cured by 4:30 p.m. tomorrow, March 25th, will be accepted. Royce seconded the motion and the motion passed unanimously.
