Washington's New Top 2 Primary
Washington has a new primary. You do not have
to pick a party. In each race, you may vote for any
one of the candidates listed. The two candidates
who receive the most votes in the August Primary
will advance to the November General Election.
Each candidate forpartisan office maystate apolitical

It's your choice ... it's your voice.
Congratulations on exercising your privilege and responsibility to take part in Washington's
elections — never more important than in this watershed 2008 election year. Our new Top 2
Primary on August 19 will give you maximum choice, allowing you the independence and
freedom to "vote for the person, not the party."
When the courts threw out our cherished "blanket primary," we immediately proposed a
Top 2 system as a way to protect the freedom of citizens to vote for their favorite in each
office. This new system was backed by the Legislature and strongly approved by the state
voters in 2004 as the People's Choice Initiative, and we are pleased that the U.S. Supreme
Court has upheld your rights.
We think you will like this easy, clear way of voting for your favorite candidate. It's as simple
as this: You get to choose your favorite candidate for each office on the ballot, without regard
to political preference. You are no longer restricted by the old "pick a -party" system.
The Top 2 vote -getters for each office will advance to the November general election.
One new twist: Our new voter -approved primary no longer nominates a finalist from each
major party, but rather sends the two most popular candidates forward for each office. It's
a winnowing election to narrow the field. Your candidates have listed the party they prefer,
but that doesn't mean the party endorses or affiliates with them. Some candidates prefer
major parties, some prefer minor parties and some express no party preference. All have a
chance to advance to the November ballot.
We believe you will enjoy this new way of voting. It's simple, easy and follows the longtime

Under Section 402(a)(2) of the Help America Vote Act of 2002 (HAVA), P.L. 107-252 and Washington Administrative Code,
Chapter 434-263, any person who believes that a violation of any provision of Title III of HAVA has occurred, is occurring,

Address Confidentiality Program
If you are a victim of domestic violence, sexual assault, trafficking, or stalking who has chosen not to register
to vote because you are afraid your perpetrator will track you down through voter registration records, the
Office of the Secretary of State has a program that might be able to help you. The Address Confidentiality
Program (ACP) works together with community domestic violence and sexual assault programs in an effort
to keep crime victims safer. The ACP provides participants with a substitute mailing address that can be
used when the victim conducts business with state or local government agencies. The ACP also provides
participants with the option of confidential voter registration. All ACP participants must be referred to the
program by a local domestic violence or sexual assault advocate who can help develop a comprehensive
safety plan.

The Primary on August 19, 2008, will be the first time Washington State voters use the Top 2 Primary.
What is "party preference?"
Each candidate for partisan office may state a
political party that he or she prefers.
A candidate's preference does not imply that
the candidate is nominated or endorsed by
the party, or that the party approves of or
associates with that candidate.
Candidates may choose not to state a political
party preference.

How the Top 2 Primary works
In each race, the two candidates who receive the
most votes in the August Primary will advance to the
November General Election.
NOTE: It is possible that the two candidates
advancing to the General Election in a race will
prefer the same party.
Why Washington has a Top 2 Primary
In 2004, Initiative 872 proposed a Top 2 Primary
system. Washington voters overwhelmingly approved
the Top 2 Primary, but in 2005, the United States
District Court ruled that it was unconstitutional. The
United States Supreme Court overturned the lower
court's ruling on March 18, 2008.

Voting in Washington State
Voter Qualifications
To register to vote, you must be:
• A citizen of the United States;
• A legal resident of Washington State;
• At least 18 years old by Election Day; and
• If you have been convicted of a felony in Washington,
another state, or in federal court, you lose your right
to vote in Washington State until your civil rights are
restored.
In Washington State, you do not declare political party
membership when you register to vote.
Registration Deadlines
While you may register to vote at any time, keep in mind
that there are registration deadlines prior to each election.
You must be registered at least 30 days before an election
if you register by mail or online. If you are a new voter in
Washington State, you may register in person at your county
elections department up to 15 days before an election.

department are located in the back of this pamphlet.
How to Register to Vote
Forms are available on the Internet at www.vote.wa.gov
or at your county elections department, public libraries,
schools, and other government offices. You may also
request a form through the State Voter Information Hotline.

Keep Your Voter Registration Up -to -Date
If your voter registration record does not contain your
current name or address, you may not be able to vote. You can
use the online or mail -in voter registration form to let your
county elections department know when you move or change
your name. Update your record online or download a form
at www.vote.wa.gov. You must re -register or transfer your
registration at least 30 days before the election to be eligible
to vote in your new precinct.
Absentee Ballots
Absentee ballot requests must be made to your county
elections department (not the Secretary of State). No absentee
ballots are issued on Election Day except to a registered voter
who is a resident of a health care facility. A ballot may be
requested in person, by phone, mail, electronically or by a
member of your immediate family as early as 90 days before
an election.
You may also apply in writing to automatically receive an
absentee ballot before each election. An absentee ballot
request form is in this pamphlet. If you have already
requested an absentee ballot or have a permanent request for
a ballot on file, please do not submit another application.
You will receive your absentee or mail -in ballot approximately
14 days prior to the election. Upon receipt, vote your ballot.
Please do not attempt to vote again at your polling location.
Absentee and mail -in ballots must be signed and postmarked
or delivered to your county elections department on or before
Election Day.
Election Dates and Poll Hours
The August Primary is August 19, 2008. Polling place hours in
King and Pierce Counties are 7:00 a.m. to 8:00 p.m.

Primary
A process by which a pool of candidates for public
office is reduced to the top contenders. In Wash' o
State, the statewide Primary occurs on the third
Tuesday of August.
Top 2 Primary
A type of Primary in which the two candidates who
receive the most votes in a race advance to the General
Election, regardless of the candidates' stated party
preferences. This primary system is used in nonpartisan
races by local governments in Washington State, but
August 19, 2008 will be the states first time using the
Top 2 Primary in partisan races.
Candidate
Any voter registered in Washington State may ruts as a
candidate for public office. Each candidate for partisan
office may state a political party that he or she prefers.
Party preference I
A candidate's stated preference does not imply that
the candidate is nominated or endorsed by the party,
or that the party approves of or associates with that
candidate.
Nominee
A candidate who has been chosen to represent a
party. Nominees will not be differentiated from other
candidates on the ballot.
Endorsement
A public declaration of support for a candidate.
Partisan office 11
A public office for which a candidate may
state a preference for a political party and
have that preference listed on the ballot.
General Election
The General Election determines which
remaining candidates will be voted into
office. In the United States, Election Day is
the first Tuesday after the first Monday of
November. The next General Election will be
November 4, 2008.
Public Access to Campaign Spending Reports
Contributions to Candidates
and Political Committees
No person may make contributions to a state legislative
candidate that exceed $800 per election in which the
candidate's name is on the ballot. Contributions to state
executive candidates may not exceed $1,600 in the primary
and $1,600 in the general election. A person may give
unlimited funds to the exempt activities account of a political
party, to ballot issue committees, or to other political
committees. During the 21 days before the general election,
however, a person may contribute no more than $5,000 to
a local or judicial office candidate, political party, or other
political committee. Contributions from corporations, unions,
businesses, associations, and similar organizations are
permitted, subject to limits and other restrictions.
Registration and Reporting by
Candidates and Political Committees
No later than two weeks after an individual becomes a
candidate or a political committee is organized, a campaign
finance registration statement must be filed with the Public
Disclosure Commission (PDC) and the county elections
department. (Committees that form within three weeks of
the election must register within three business days.) The
candidate or committee treasurer is also required to report
periodically the source and amount of campaign contributions
over $25 and to list campaign expenditures. The occupation
and employer of individuals giving more than $100 to a
campaign must also be identified.
These reports may be inspected and copied at the PDC's
Olympia office, the county elections department in the
county where the candidate lives, and on the Internet (www.
pdc.wa.gov). Every candidate and political committee
participating in the election must make their campaign
books and records available for public inspection, by

appointment, during the eight days before the election except
Saturdays, Sundays, and legal holidays. Use the contact
information provided on the campaign registration to make
an appointment.
Independent Campaign Expenditures
Anyone making expenditures totaling $100 or more in
support of or in opposition to a state or local candidate
or ballot measure (not including contributions made to a
candidate or political committee) must file a report with
the PDC and their county elections department within five
days. Forms are available from the PDC and the county
elections department, or can be downloaded from the PDC
website. Finally, all political advertising must identify the
person paying for the ad and may be required to include
other information. Expenditures for independently sponsored
political advertisements that cost $1,000 or more and
appear during the last three. weeks before an election must
be reported to the PDC within 24 hours of when the ad is
first presented to the public. Sponsors of electioneering
communications must electronically report expenditures
within 24 hours of the communication being presented to
the public. More information about independent ads and
electioneering communications is available from the PDC.
Federal Campaigns
Contributions to U.S. Senate and House of Representatives
candidates are regulated by federal law. An individual may
contribute a maximum of $2,300 in the primary and $2,300
in the general election to each candidate for U.S. Senator and
U.S. Representative. Corporations and unions are prohibited
from contributing from their general treasury funds to federal
campaigns. Contributions may be made from separate
segregated funds (also called political action committees or
PACs). Copies of the federal campaign finance reports are
available from the Federal Election Commission (FEC).

Do you know what they do?
Voters are entrusted to elect candidates into many offices, perhaps without always knowing the qualifications and full
responsibility of an office. Following are the descriptions for some of the offices appearing on your ballot.
UU.S. Congressional
Representative
The U.S. Constitution prescribes that a Representative
must be at least 25 years of age, have been a citizen of
the United States for seven years, and, when elected, be
a resident of the State from which he or she is chosen.
A Representative's term of office is two years; the total
membership of the House is elected in even -numbered
years.
The Constitution assigns the Senate and House
equal responsibility for declaring war, maintaining
the armed forces, assessing taxes, borrowing money,
minting currency, regulating commerce, and making
all laws necessary for the operation of the government.
QState Executive Offices
Governor
The Governor is the chief executive officer of the
state, elected to serve a four-year term. The Governor's
executive branch responsibilities include appointing the
heads of departments, agencies, and institutions. The
Governor's legislative responsibilities include reporting
to the Legislature annually on affairs of the state and
submitting a budget recommendation. The Governor may
veto legislation passed by the Legislature.
The office was created by Article III, Section 2, of the
Washington Constitution. The Governor's powers and
duties are outlined in Section 5-13 of the Constitution
and RCW 43.06.
Lieutenant Governor
The Lieutenant Governor is elected independently of the
Governor and holds office for four years. The Lieutenant
Governor acts as Governor if the Governor is unable to
perform his/her official duties, and is the presiding officer
of the State Senate.
The Lieutenant Governor is elected to a four-year term.
The office was created by Article III, Section 16 of the
State Constitution.
Secretary of State
The Secretary of State is the state's chief elections
officer, chief corporation officer, supervises the
State Archives, and oversees the State Library.
Primary functions include supervising state elections
and certifying election results; filing and verifying
initiatives and referendums; publishing the state voters'
pamphlet; registering and licensing corporations,
limited partnerships and trademarks; registering charitable
organizations; collecting and preserving historical records
ofthe state; administering the state'sAddress Confidentiality
Program; and filing official acts of the Legislature and
Governor.
The Secretary of State is elected to a four-year term. The
office was created by Article Ill, Section 17 of the State
Constitution. The duties are outlined in RCW 43.07.
State Treasurer
As the state's fiscal officer, the State Treasurer's principal
duties are to manage and disperse all funds and accounts; be
responsible for the safekeeping and interest on all state
investments; accounting for and making payments of
interest and principal on all state bonded indebtedness
and maintaining a statewide revenue collection system
for the purpose of expediting the deposit of state funds
into the Treasury.
The State Treasurer is elected to a four-year term. The
office was created by Article Ill, Section 19 of the State
Constitution. The duties are outlined in RCW 43.08.
State Auditor
Working with more than 2,600 state and local
governments, the State Auditor's Office conducts
independent financial, accountability, and performance
audits of all Washington governments. The State Auditor
conducts investigations of state employee whistleblower
assertions about state agencies and also investigates
reports of fraud, waste, and abuse received through
its citizen hotline. Audit and investigation results are
documented and reported to governments and the public.
The State Auditor is elected to a term of four years. The
office was created by Article III, Section 20 of the State
Constitution. The duties are outlined in RCW 43.09 and
43.88.160.
QState Executive Offices (continued)
Attorney General
The Attorney General serves as legal counsel to the
Governor, members of the Legislature, state officials, and
more than 230 state agencies, boards and commissions,
colleges and universities. The office also represents the
various administrative agencies and schools in court
or administrative hearings. The Office of the Attorney
General enforces consumer protection statutes and serves
the public directly by providing information on consumer
' rights and fraudulent business practices.
The Attorney General is elected to office for a four-
year term. The office was created pursuant to Article III,
Section 21 of the Washington State Constitution. The
duties are outlined in RCW 43.10.
Superintendent of Public Instruction
As head of the state educational agency and chief
executive officer of the State Board of Education, the
1 Superintendent is responsible for the administration of
the state kindergarten through twelfth grade education
program. The regulatory duties of the office include
certification of teaching personnel, approval and
accreditation of programs, and apportionment of state and
local funds. The Superintendent also provides assistance
to school districts' school improvement area; in statistical
analysis, accounting, management, assessment, and
curriculum development.
The Superintendent is elected to a four-year term of
office. The office was created pursuant to Article III,
Section 22 of the Washington State Constitution. The
duties are outlined in RCW 28A.300.
Commissioner of Public Lands
The Commissioner of Public Lands is the head of the
Department of Natural Resources, overseeing the
management of 5 million acres of forest, agricultural,
range, tidal, and shore lands of the state. Subject to
proprietary policies established by the Board of Natural
Resources, the Commissioner is responsible for the
exercise of all duties and functions of the department.
The Commissioner is elected to a four-year term of
office. The office was created pursuant to Article III,
Section 23 of the Washington State Constitution. The
duties are outlined in RCW 43.12 and RCW 43.30.
Insurance Commissioner
The Office of the Insurance Commissioner regulates
insurance companies doing business in Washington,
licenses agents and brokers, reviews policies and rates,
examines the operations and finances of insurers, and
handles inquiries and complaints from the public.
The Insurance Commissioner is elected to a four-year
term of office. The office was created by the Legislature
and the duties are listed in RCW 48.02.060 and 48.43.
i U Legislative Offices
State Senator
The State Constitution prescribes that a Senator must
be a citizen of the United States and a qualified voter in
the legislative district from which he or she was chosen. A
Senator's term of office is four years; the Senate is made
up of 49 members, one from each legislative district in
the state. One-half of the membership of the Senate is
elected at the General Election held in November of each
even -numbered year.
During legislative sessions, the Legislature is called
upon to: enact or reject legislation affecting public
policy in the state; provide for the levy and collection of
taxes and other revenue to support state government and
assist local government; and appropriate funds for these
purposes.

Significant Career Experience: Rick Bart was in law
enforcement for over 37 years. President of Families and Friends
This campaign for Congress (www.ElectRickBart.com) is going
to be about trust; getting things done and leadership. When I
became Sheriff, I learned quickly to gain and keep the trust of
the people. Without it, the Sheriff's office has nothing. All of our
authority comes from the people and Congress is no different!
Without our trust, Congress has nothing. Their authority comes
from the people they serve.
Right -now, most people don't trust Congress. Why? Because
nothing is getting done and our problems are going unsolved. They
are not only going unsolved, they are getting worse! They are
not working together to solve those problems. Instead, Congress
keeps hiking our taxes, gas prices continue to soar, and record
numbers of Americans are losing their homes to foreclosure.
Our country is a nation that consumes too much, saves too little
and has to borrow huge amounts of money from abroad to finance
our fiscal and trade deficits. Both political parties — Republican
of Violent Crime Victims; Past President, Washington Association
of County Officials; Former member, Executive Board, National
Sheriff's Association; Fight Crime Invest in Kids State Advisory
Committee; Snohomish County Meth Action Team. Established
Snohomish County Youth Meth Summits in 2001. "Operation
Lifesaver" assisting in protecting seniors with dementia related
issues who wander from loved ones and can't be located.
and Democrat — must begin to work together to solve this crisis
now! The finger pointing and political posturing of the past several
years has done nothing to resolve this very real threat. Inaction by
Congress is threatening our quality of life.
Our next Congressman needs to be a team player and focus on the
global economy and the need for government to make it easier
for Americans to prosper and businesses of every size to flourish.
We need to give our workforce the training and education they
need to compete. We don't need bigger government, more debt
and increased taxes.
Sheriff Bart is a school volunteer and a Big Brother for Snohomish
County Big Brothers and Big Sisters. He serves on the Mt. Baker
National Forest Resource Advisory Committee, the Greater
Trinity Children's Learning Center and the Marysville Rotary.

As your representative in Congress for the past eight years, I
have built a record of accomplishments for Snohomish, Skagit,
Island, San Juan, Whatcom and King County communities. This
year, the Democratic Party nominated me for re-election so I can
continue fighting for you in Congress and delivering results to
strengthen our economy, support local law enforcement and make
sure veterans get the support they deserve.
My number one goal is to invest in our community to create jobs.
As a member of the Transportation and Infrastructure committee,
I have delivered federal dollars for local roads and transit and
improved safety, such as Hwy 2 improvements. Investing in roads,
ferries and infrastructure strengthens our economy — for every
$1 billion of federal funding invested in transportation roughly
47,000 new jobs are created.
Because many local veterans must travel all the way to Seattle
for basic medical care, I pushed the VA to open a community -
based outpatient clinic in Northwest Washington. The VA has
opened a temporary clinic for our veterans and a -permanent
clinic is coming soon. I will continue my work to strengthen
education opportunities for veterans and make sure we honor our
commitment to those who have served.
As co-chair of the House Meth Caucus, I helped pass landmark
legislation making it more difficult for drug dealers to get the
ingredients they need to make meth. This bill greatly reduced
the number of meth labs in Washington state and made our
neighborhoods safer places to live. I will keep working in
Congress to support local law enforcement and local efforts to
fight drugs and crime.

interference from Federal Government. I will lead trade mission
to Cuba, -Venezuela, Iran, Syria etc.
4. PROMOTE ONE STATE SOLUTION FOR PALESTE AN-
ARAB ISRAELI CONFLICT, so Jews, Christians and Muslims
can live in Secular State like ours.

The recently reinstated Top 2 Primary, now, ensures otir right to
vote for ANY candidate in primaries. Speaking as chairman of a
minor party, this is, basically, an egalitarian system, although, the
election system, generally, needs reforming.
Initiatives
Powerful forces in the state are doing everything they can to
overturn "Top 2" and to make the Initiative system a toothless
tiger. They have been thwarted, thus far, thankfully. I will continue
to defend "Top 2" and will fight against any attempt to make
initiatives harder to get on the ballot or to collect signatures.
The Ballot
Surely, the same powerful forces will use this election to bring
about their goals. I am confident, however, that voters will be able
to tell which candidates support "Top 2" and Initiatives and which
do not.
Democracy
There's no democracy if the vote is not counted correctly. I would
not endorse machines from controversial manufacturers, nor
machines that cannot be audited through a paper trail. Random,
professional checks and whistleblowers are essential, as well
as a moratorium on the complete control of elections by major
parties.

democracy, is under siege.
Sloppy counting, and the certification of voting machines that
cannot be relied upon for accuracy, affects all candidates and
undermines voter confidence.
Voters in Ohio and Florida have seen outrageous violations of
voting rights, and the incumbent has allowed the same disgraced
machines and procedures to be used here in Washington.
He has allowed cronies to sell software to counties that identifies
each voter's ballot with unique barcodes.
Recurring election problems have eroded voter confidence in the
system.
As your Secretary of State, I will stop the damage, and restore
confidence in our voting systems.
My platform is simple and clear: 1. Ensure the accurate public vote
count; 2. Protect voter access and privacy; 3. Actively promote
open government.
This year, voting for me presents a credible alternative to the
status quo, a choice of a public servant who will protect our
democracy.
All Washingtonians may not be aware that the 2004 General
Election had numerous serious, illegal election -related violations.
This is egregious. You may read these enumerated online in the
February 2005 Evergreen Freedom Foundation Report. Virtually
no procedures were in place to verify whether persons who voted
were actually eligible to vote, impacting all candidates and
parties.
As a Washington citizen, I am extremely concerned that ballots
across the state be handled uniformly; that procedures are in place
to protect our election system from possible fraud; that we ensure
that all votes are tallied. I propose we institute Indiana's very
successful Photo ID law immediately.
It is incumbent on any and all citizens willingly to step up to offer
their services where they feel they can work for the benefit of
their fellow citizens, whatever their party affiliation. As a member
of the Constitution Party —the party of our founding fathers and
the third largest party in the nation —I offer my many years'

Audits but, with the Governor's lack of leadership and the partisan

McKenna wrote the nation's first law allowing facilities where

fully fought for: • more mandatory prison time for sex predators
• stricter registration and • making child pornography possession
a ranked felony.
Thanks in large measure to McKenna's Meth Task Force: • meth -
amphetamine labs are down 90% vs. 2001 and • meth's street price
has doubled. His efforts produced new narcotics task forces and
more drug treatment. McKenna also focuses on prevention and
has personally spoken to 30,000 students about this extremely
dangerous drug.
Since McKenna took office, Washington has dropped six spots in
ID theft rankings. Thanks to his legislation, consumers can now
freeze their credit before they become victims of identity theft.
Rob McKenna personally argued and won two U.S. Supreme Court
victories for Washington voters. Winning the Top Two primary

Every family should have the right, the opportunity and funds to
individualize the public education for each of their own children.
Therefore, I propose a Public Education System, parallel to the
existing Public School System, consisting of:
Voluntary Individual Student Trust Accounts, created and funded
annually using each student's existing $9000 state education
voucher. With approval, each student's parents may spend these ac-
cumulating funds at the registered Public Education Program(s) of
their choice. A registered Public Education Program would be any
educational program, regardless of ownership, which: accepts only
trust funds as tuition, i.e. "free"; fills at least 80% of its openings
without admission qualification, i.e. `open enrollment"; permits no
organized devotional instruction or acti vities; and publishes measur-
able educational and behavioral goals for its students, students not
achieving these goals may be dismissed by the program.
Neighborhood Education Districts, staffed by three locally elected
trustees, who oversee the public educational progress of 50 to 200
participating students. The trustees must approve parental Education
Program choices for students passing applicable WASL tests.
Community Facility Districts which own, operate and maintain
public buildings. Life cycle maintenance funds will be included
in the original bopd funding.

I have the characteristics that are essential for a Superintendent
of Public Instruction who can lead this state into becoming a
place where everyone has the opportunity for a good education. I
recognize the need for significant changes in our state educational
system in order to make it more "user-friendly" — for students,

advocate during my term in office are the following: 1. Bonuses
for teachers who are rated to be outstanding by parents of students.
2. Full state funding of K-12 education, accompanied by a ban on
special levies for operations. 3. Establishment of a two -level high

WASL program, in order to eliminate some important flaws that

From the start, I've stood against tax increases, especially property
tax increases. There are more than enough tax revenues to meet
the legitimate functions of government. What there isn't enough
of — is respect for people's money!
When legislation comes before me for a new government program,
it must pass three tests. First is it needed? Second, can it be done
more efficiently in the private sector, thereby creating private
sector jobs that then recontribute to the tax base? Finally, if it's
worthy of my vote, its funding must come from existing revenues,
rather than new taxes.
I've tried to prioritize our transportation dollars and get more
funding to US-2, (the highway of death). Yet, this year a pittance
of $14 million was allocated by the majority party. Ultimately, we
need to build four lanes from Highway 9 to just past Gold Bar and
the Monroe by-pass. There are other roads, like SR-9 that need to
be prioritized as well.
I will continue fighting to limit government control of your health
care decisions, which curtails your ability to choose your own
doctor and drives up costs.
It's been an honor serving you and I humbly ask for your vote

What judicial candidates can say
Two types of information are shown for each judicial candidate listed in this pamphlet:
1. A brief biography, supplied by the candidate, which includes the candidate's
background and professional experience.
2. A brief, unedited statement, written by the candidate, about why you should vote
for that individual.
Candidates' statements are governed by Canon 7 of Washington's Code of Judicial
Conduct. The Code bars judicial candidates from making statements that appear to
commit them on legal issues likely to come before them in court. The Canon also
specifies that a candidate may not make misleading or untruthful statements.
How we select judges in Washington State
Nonpartisan Election: Originally, judges in Washington State were elected in partisan
elections. This was changed in 1912 and since that time judges have been selected by
nonpartisan election.
Appointment: When a justice of the Washington State Supreme Court or a judge of the
state Court of Appeals or a superior court resigns or dies during a term of office, the
Governor appoints a new judge to fill that position. The appointed judge must run in
the next election.
All judges who complete their terms and wish to serve another must stand for a
nonpartisan election.
The importance of primary elections
Candidates for the Supreme Court, Court of Appeals, and Superior Courts who are
unopposed or who receive more than half of the votes in a primary election are thereby
elected to the position. But if there are three or more candidates, and no one wins
more than half the votes cast, the two with the most votes must face each other in the
November general election.
Supreme Court (The successful candidate may be determined in the primary): The
state's "court of last resort," the Supreme Court hears appeals from the Court of
Appeals and other lower courts. Through its rule -making authority, it also administers
the state court system.

six -year staggered terms.
Court of Appeals (The successful candidate may be determined in the primary):
The Court of Appeals hears most of the appeals that come up from the county -level

I want to improve the quality and output of decisions coming from
the Supreme Court and increase efficiency in our judicial system.
The first goal can be accomplished through intellectual honesty
ensuring all decisions accurately describe the facts of the case and
the issues of the parties present. A decision that does not meet these
standards is not the case the parties brought, but one of the Court's
creation. When this occurs (and it has) justice is not been done.
Unfortunately, only the parties and their lawyers usually realize
this. I will work to implement a meaningful evaluation system of
appellate judges so citizens can cast their votes intelligently and
with understanding.
I will urge the Court to take up and decide more cases, particularly
involving differences between Court ofAppeals divisions. Leaving
such issues undecided leaves uncertainty as to the law and creates
unnecessary and/or more costly litigation. The number of cases
decided by the Supreme Court today is far lower than in the past
when there were only seven Justices with less staff and without
the advantages of computer research and word processing.

My experience has uniquely prepared me to understand the

Judge Snyder's accomplishments include:
Currently Presiding Judge for Whatcom County Superior Court.
Created and continues to oversee Whatcom County Teen Court,
a program where high school students decide the punishment
for minor offenders. It is less costly than formal prosecution and
reduces recidivism. For this work, Snyder won the Nevins Award
from the Washington Judges Foundation.
Facilitates YMCA Mock Trial Competition. 2008 Meridian Team
invited to National Mock Trial Competition.
Presides over Drug Court, an intensive program providing drug
treatment, education, and vocational support allowing persons to
break the cycle of addiction and crime, reducing public expense.
Recently brought Court Appointed Special Advocate program to
Whatcom County providing trained volunteer guardians ad litem
for dependent children utilizing State funding, thus negating
additional county fund expenditure.
Helped create and publish a manual for Whatcom County cases
involving domestic violence and child maltreatment.
Assisted in creating methods to streamline domestic relations
cases, including mediation and settlement conferences, relieving
stress on families by reducing divorce trials by over 40%.

If you are a United States citizen and are registering to vote for the first time in the State of Washington, you
will need to do so in person at the Whatcom County Auditor's Office no later than August 4, 2008, in order to
vote in the August 19, 2008 Primary.

Your Right to Privacy
Every voter has the right to vote his or her ballot in secret. Any person attempting to vote when he or she is
not entitled, or who falsely signs the affidavit, shall be guilty of a felony, punishable by imprisonment for not
more than five years or a fine of not more than ten thousand dollars, or both fine and imprisonment.
Where Are The State Measures?
State measures will appear on the General Election Ballot. The General Election will be held on November
4, 2008. A statewide voters' pamphlet, prepared by the Secretary of State's Office, will be delivered to every
household in mid -October with information on measures. This information will also be available on the
website: www.vote_wa. ov
Who Is Eligible To Vote?
To register to vote, you must be:
• A United States citizen
• 18 years of age on or before the next election
• A legal resident of the State of Washington
Not currently denied civil rights as a result of a felony conviction
How Can I Register?
A citizen may register to vote by: (1) completing the registration form online at www.vote.wa.gov only if you
have a Washington State Driver's License or a Washington State I.D. card; (2) completing the Mail -In Voter
Registration Form and mailing it to the preprinted return address on the form, or (3) by completing the form
in person at the Whatcom County Auditor's Office, Elections Division.

Voter information
When Can I Change My Voter Record?
Citizens may register to vote at any time. However, the registration must be postmarked or received at least
30 days prior to an election in order to vote in that election.
A citizen that is not currently registered to vote in the State of Washington may register in person at the
Auditor's Office, Elections Division up to 15 days prior to an election.
Name Change
A name change for voter,registration requires completion of a new registration form. Information indicating
the former name, address, and signature plus the new name and signature must be provided.
Let Us Know When You Move
If your mailing or residence address has changed, your voter record needs to be updated. You can easily
update your record by one of the following two ways:
• Online at www.whatcomcounty_.us auditor or at www.vote.wa.p-ov
• Call the Auditor's Office, Elections Division at (360) 676-6742 or TTY (360) 738-4555
A new voter registration card will be mailed after your address change is processed.
When to Cancel Registrations
One of the challenges we face is keeping track of registered voters who have moved out of Whatcom County
or who have recently passed away.
• Your signature is required to cancel your voter registration.
• If a family member has passed away, contact the Elections Division and a form will be mailed for you
to complete.

What is a Precinct Committee Officer?
Precinct Committee Officer is a position within each major political party.
Washington State has two major political parties: the Democratic Party and
the Republican Party. One Democratic Precinct Committee officer and one
Republican Precinct Committee Officer are elected from each precinct.
The role of the Precinct Committee Officer is to represent the precinct in political
party activities, and to represent the political party in the precinct.
Is each candidate a member of a political party?
Unlike a candidate for public office, a candidate for Precinct Committee
Officer must be a member of a political party. Precinct Committee Officers
participate in party activities and represent the party,
Who is eligible to vote for Precinct Committee Officers?
Because Precinct Committee Officer is a party position, not a public office,
you must consider yourself a Democrat or Republican in order to vote for a
Democratic or Republican candidate for Precinct Committee Officer. You may
only vote for one candidate.
You do not have to formally join the Democratic or Republican Party, you do not
have to sign a party oath, and voting in this election will not put your name on
any party lists. If you consider yourself a Democrat or Republican, you can vote
for a Precinct Committee Officer candidate of that party.
How does a candidate for Precinct Committee Officer win?
The election for Precinct Committee officer occurs during the August Primary.
The position does not appear on the ballot for the November General Election.
Democratic candidates run against Democratic candidates, and Republican
candidates run against Republican candidates. The candidate who receives the
most votes wins. If there is no Democratic or Republican candidate on your
ballot, then no candidate filed.

Presidential Pranaries and Caucuses
The major parties (Democrats and Republicans) hold a Presidential
Primary or caucuses in every state, giving voters the opportunity
to elect delegates to represent the candidate of their choice at their
parry's regional, statewide, and national conventions.
Washington State's Presidential Primary was February 19, 2008 and
party caucuses were February 9, 2008.

National Party Conventions
At the national party conventions, delegates elected by their states'
party members vote for the candidate they represent. The candidate
with the most delegate votes is announced as the party's official
presidential nominee. The nominee then announces his or her vice
presidential running mate.
The Democratic National Convention will be held August 25-29 in
Denver, Colorado. The Republican National Convention will be held
September 1-4 in Minneapolis, Minnesota.

The presidential nominees of both major parties, minor parties, and
independent candidates will appear on the ballot in the November
General Election.
The nationwide General Election will be held November 4, 2008.

The winner of the General Election, the President-elect, doesn't
officially take office until he or she is sworn in on Inauguration Day.
