DELEGATION OF AUTHORITY
The Whatcom County Canvassing Board, acting under authority given in RCW 29A.60.160 does
hereby authorize the full-time election staff of the Whatcom County Auditor's Office, and
temporary staff, hired as needed, to act as our representatives. Their duties shall be to examine
the postmark, receipt mark, date of oath, and statement on the outer envelope containing the
vote -by -mail ballot, and to verify that the voter's signature thereon is the same as that on the
voter registration record. This may be done prior to election day. These same representatives
will also make determinations as to the disposition of the provisional and challenged ballots, i.e.
proper voter registration, proper address, proper precinct and whether or not the ballot should
be submitted to the Canvassing Board for further action. The elections staff is authorized to
process and tabulate ballots, supervise and assist election workers as directed by the Auditor.
Further, the Whatcom County Canvassing Board authorizes election workers, assigned by the
Auditor as necessary, to act as our representatives. Their duties shall be to open, process,
tabulate ballots, and produce required reports.
All of the above delegated authority is to be exercised under the supervision of the Whatcom
County Auditor in accordance with the Administrative Rules adopted by the Canvassing Board
and the Secretary of State.
All issues, which cannot be resolved to a reasonable certainty by supervisory personnel, shall
be decided solely by the Canvassing Board and no ballot can be rejected except by the Board.
This delegation of authority by the Canvassing Board for opening and subsequent processing of
vote -by -mail ballots may begin immediately upon receipt before any special, primary, or general
election and shall end no later than the certification of the election results of any special,
primary, or general election, inclusive of all applicable recounts.
This general delegation of authority shall be in effect for each special, primary, and general
election held from January 1, 2007 through December 31, 2007.

Dear Whatcom County Voters:
The big change to elections is the Primary Election will now be held the third Tuesday of every August. The
Primary Election will be held on August 21, 2007; ballots will be mailed on August 1st:
This year in Whatcom County the Primary Election is for non -partisan offices. There will not be a Primary
Election where two or less candidates have filed for the same office. Inside you will find statements from
candidates'where three or more have filed. Statements from candidates where two or less have filed for the same
office will only appear in the General Election Local Voters' Pamphlet.
If a person is not registered to vote in the state of Washington and qualifies to vote in the state, county and
precinct in which he/she applies for registration and has not registered by the closing date of July 21, 2007,
he/she may register to vote in person at the Whatcom County Auditor's Office and receive a ballot for the
Primary Election. The special in -person registration will beheld from Monday, July 23, 2007 through
Monday, August 6, 2007, during regular business hours (8:30 a.m. — 4:30 p.m.) at the Whatcom County
Auditor's Office, Whatcom County Courthouse, 311 Grand Avenue, Suite 103, Bellingham, WA.
If you have not received your ballot fifteen (15) days prior to the election, call the Elections Division of the
Whatcom County Auditor's Office at (360) 676-6742, Monday -- Friday, 8:30 a.m. — 4:30 p.m. to have
a replacement ballot mailed to you. Notify the Elections Division if your name or mailing address has
recently changed. If you have any questions about the voting process, voter registration, voting aids, or voter
assistance, call (360) 676-6742 or TDD (360) 738-4555.
REMEMBER that your ballot needs to be postmarked no later than Election Day to be counted. However,
I recommend mailing your ballot no later than. August 20th. If you prefer, you may drop your ballot off at
the curbside Ballot Drop Box, 311 Grand Ave. near the Courthouse Rotunda, Bellingham, WA or at the
Whatcom County Auditor's Office, 311 Grand Ave., Suite 103, Bellingham, beginning 20 days prior to the
election. The curbside Ballot Drop Box and the Drop Box at the Auditor's Office will close at 8:00 p.m. on
Election Day. Inside this pamphlet you will find drop site locations that are open on Election Day only.
Voting in the Primary is the opportunity to select the candidate of your preference to run for office in the
General Election. Vote for your choice!

STEP 7: Mail Your Ballot. Affix a first-class postage stamp before you deposit your ballot
in the mail.

What is an Accessible Votinq Unit?, , ,
An accessible voting unit (AVU) is federally required. It
is equipped with visual and audio technology that allows
voters with impaired vision and/or physical disabilities
to!vote a secret ballot. The AVU is an accurate and
secure way to vote.
Where will the AVU be located?
The AVU will be located at the Whatcom County
Auditor's Office, Whatcom County Courthouse,
311 Grand Ave., Suite 103, Bellingham, WA.
When can I vote using the AVU?
You may vote beginning Wednesday, August 1, 2007.
The AVU will be available to vote in the Auditor's Office
Mon. - Fri.,10:00 a.m. - 3:00 p.m.
The AVU will be available on Election Day, Tuesday,
August 21, 2007, from 7:00 a.m. - 8:00 p.m.
Is the AVU secure?
Yes. The AVU stands alone and is not connected to the Internet or an intranet. When a vote is cast the ballot
selections are encrypted and stored within the voting unit. The ballot order is scrambled to ensure the voter's
anonymityand leaves no connection between the voter and his or her recorded vote.
How can 1 be sure my vote will be counted?
The AVU displays a paper record of your selections before you cast your ballot. Your secret ballot is electronically
stored and it cannot be traced back to you.

Are You A Registered Voter?

If your ballot is damaged or lost, a replacement ballot may be obtained by calling the Whatcom County Elections
Division at (360) 676-6742 or TDD (360) 738-4555, Monday through Friday, 8:30 a.m. — 4:30 p.m.
Where Are The State Measures?
State measures will appear on the General Election Ballot. The General Election will be held on
November 6, 2007. A statewide voters' pamphlet, prepared by the Secretary of State's Office, will be delivered
to every household in mid -October with information on measures. This information will also be available on
the website: wwwvote.wa.gov
Your Right to Privacy
Every voter has the right to vote his or her ballot in secret. Any person attempting to vote when he. or she is not

Shirley Forslof called the meeting to order at 3:05 p.m. Shirley took the Oath of County Auditor
and Shirley and Barbara Brenner signed the Oath.
Shirley reviewed the Official Election Results Summary Report and explained there will not be a
mandatory recount for County Council District No. 1, Position B as there was a 25 vote
difference. If there had been only a 21 vote difference, a recount would need to be conducted.
She also reviewed the Precinct Detail Report. Barbara Brenner made a motion to approve the
Official Election Results Summary Report and the Precinct Detail Report, Karen Frakes
seconded, and the motion passed unanimously. Shirley, Barbara and Karen signed the Official
Election Results Summary Report. (The Official Election Results and Precinct Detail Report are
attached to the minutes of this meeting.)
Debbie Adelstein presented and explained the Ballot Reconciliation Report to the Canvassing
Board. There was a difference of one ballot between the number of ballots that were expected
to be counted and the number of ballots actually counted. Debbie explained that one batch of
ballots contained one more ballot than was counted by the machine. The batch could not be
reconstituted in its entirety to reprocess the batch. She also reviewed the Certification
Reconciliation Report with the Canvassing Board. (The Ballot Reconciliation Report and the
Certification Reconciliation Report are attached to the minutes of this meeting.) Barbara
Brenner made a motion to accept the Reconciliation Reports, Karen Frakes seconded, and the
motion passed unanimously. Shirley, Barbara, and Karen signed the Certification of the
Canvassing Board.
Shirley stated that the turnout for the 2007 Primary Election was the same as last year's
Primary Election.

preparing the election reports and the political party observers for their attendance throughout
the election process.

Shirley Forslof called the meeting to order at 2:05 p.m. The meeting was called to make a
determination on outstanding ballots from the August 30th Canvassing Board meeting pending a
recommendation from the Secretary of State's Office regarding signatures on ballot envelopes
that did not match the printed name on the ballot envelopes.
Debbie explained that the Secretary of State's Office referred to RCW 29A.40.110 which
provides, "Personnel shall verify that the voter's signature on the return envelope is the same
as the signature of that voter in the registration files of the county."
Shirley stated that the Canvassing Board guidelines need to be amended. She asked for a
motion to update the Canvassing Board guidelines to reflect when a signature on a ballot
envelope does not match the name printed on the ballot envelope. Barbara made a motion that
if a ballot envelope is signed by someone other than the name on the ballot envelope, it can be
accepted if the person signing the envelope is a registered voter from the same address as on
the envelope provided they have not signed another ballot envelope. Karen seconded the
motion and the motion passed unanimously.
Debbie explained that voting credit will be given to the signor of the envelope.
Debbie presented the outstanding ballots from the August 30th Canvassing Board meeting and
explained the findings for each ballot envelope. Of the seven ballot envelopes presented, three
ballot envelopes were accepted; four ballot envelopes were rejected, two of which will be
referred to the Prosecuting Attorney for further investigation.
Shirley announced there will be a final ballot count tomorrow at 8:00 a.m. to count the ballots
accepted at today's Canvassing Board meeting in addition to any other ballots where the voter
comes in by 4:30 p.m. today to sign the affidavit or update their signature. The Canvassing
Board will meet tomorrow at 3:00 p.m. to certify and sign the Official Canvass of the 2007
Primary Election.

The following guideline was adopted by the Canvassing Board at its meeting on Septemb r 4,
2007, to be added to Section 2. Preparing for Tabulation, A. Review of Envelopes, added as a
new Item 4:
If a ballot envelope is signed by someone other than the name on the ballot envelope, it can
be accepted if the person signing the envelope is a registered voter from the same address as
on the envelope, provided they have not signed another ballot envelope. Voting credit will be
given to the signor of the envelope.

Shirley Forslof called the meeting to order at 9:00 a.m. Shirley reminded Karen Frakes and
Carl Weimer that the "Voter Intent, Statewide Standards On What Is A Vote", revised 2007,
written by the Secretary of State, was adopted by the Canvassing Board at the July 27, 2007
meeting. Shirley brought a copy of the new guidelines to the meeting for referral, if necessary.
Ethel Heyrend presented to the Canvass Board, one overseas ballot that the voter signed and
dated on August 21, 2007 and postmarked on August 22"d. The determination was made by
the Canvass Board to accept the ballot as it was signed and dated on August 21sc
Ethel then presented 15 ballots to the Board referred from the Opening Board for their
determination. (See attached Log of Irregularly Voted Ballots for the Canvassing Board's
findings for each of the ballots.)
Ethel presented 78 ballot envelopes to the Canvassing Board with questionable signature
matches. Of the 78 ballot envelopes presented for review, 46 ballots were accepted and 24 of
the ballots were rejected for no signature match. Eight ballot envelopes are being held pending
a determination from the Secretary of State's Office on matching the printed name on the ballot
envelope with the voter that signed the ballot envelope.
Karen made a motion to reject the ballot envelopes that were received without a signature or a
rejected signature but to count the ballot if an acceptable signature is provided by the voter by
4:30 p.m. on Tuesday, September 4, 2007. Carl seconded the motion and the motion passed
unanimously.

Shirley reviewed the August 271h Unofficial Accumulated Totals Report and the Unofficial
Precinct Detail Report with Carl and Karen.
Shirley stated that there will be a ballot count today at approximately 3:15 p.m. to count ballots
that were accepted by the Canvassing Board and other valid ballots.
Shirley called a recess at 10:30 a.m.
Meeting reconvened at 11:25 a.m.

Shirley stated the Secretary of State's Office is requested to provide guidelines regarding a
signature on a ballot envelope that does not match the printed name on the ballot envelope
prior to the next Canvassing Board meeting. The Canvassing Board will reconvene at 2:00
p.m. on Tuesday, September 4th to make a determination on the 8 outstanding ballot envelopes
and any other business that might come before The Board.
Shirley announced that the next Canvassing Board meeting will be Tuesday, September 4,
2007 at 2:00 p.m. The final Canvassing Board meeting to certify the 2007 Primary Election will
be Wednesday, September 5, 2007 at 2:00 p.m.
