It is imperative that our next mayor lead Bellingham in such a way that we accommodate this growth at the same time that we enhance our community's beauty, cultural diver- sity, and economic vibrancy. As a Whatcom County Councilman I have sought to identify our community's essential needs to ensure protections for the things we Don Keenan Non -Partisan Mayor Dear Friends and Neighbors, I'm running for Mayor of Bellingham and ask for your support. I'm proud of my 7 years as Deputy Administrator working to help make Bellingham a most livable city. Everyone hopes Bellingham will grow better, nor just bigger. To do that we need decisions based on our values 'and on sustainability. Working together with mutual respect, we can address the challenges facing us: restoring our drinking water source; managing growth to fit the character of our neighborhoods and community; responsibly and creatively redeveloping our waterfront; and encouraging commu- nity investments in a diverse economy that develops family wage jobs and affordable housing. Dan Pike Non -Partisan Mayor Many issues in this election have been talked about since I moved to Bellingham in 1982, yet these problems persist. Lake Whatcom, the waterfront, and our neigh- borhoods deserve appropriate attention and implemented solutions. To move forward, we need new leadership. I have the critical administrative and political experience, with a proven abili}' to build consensus and implement answers. I managed a $500 million dollar project through the loss of $300 million after 1.695, keeping partners at the table, securing new funds, and moving forward on schedule. Another effort imple- mented intercounty bus service despite transit agencies' doubt. My approach to problem -solving is creative persistence: need and love. My desire to be mayor stems from a belief that we must grow well, and that to do so, Bellingham must commit itself to manifesting a vibrant urban form that accommodates our grow- ing numbers in ways that increase our livability rather then detract from it. Such success requires visionary leadership, which I have proven I can provide: I have been a prime force and champion on measures including Lake Whatcosn protections, Greenways Initiatives, com- munity growth forums, and housing affordability. Hand count showed 114 ballots in box downstairs and 1 write-in referred upstairs: So the count should have been 115. 8/27107 considered deleting batch count and reprocessing but could not with certainly determine which write-in ballots came from this batch so unable to do further processing. 115 Machine count reflects 1 less than it should. 116 117 109 **Efforts made to reconcile discrepancy (previously reflected difference of 1 between to dup and return 134 from dup): 100 100 1. Recounted original ballots for duplication - 431 100 100 2. Recounted duplicated ballots in CC - 431 52 52 3. Recounted ballots set aside to Cboard = 4 79 79 4. Confirmed one envelope contained no ballot 0 Conclusion: 1. One more ballot was sent to dup than the log 331 1497 sheets indicated. 2. Shirley reviewed the Official Election Results Summary Report and explained there will not be a mandatory recount for County Council District No. 1, Position B as there was a 25 vote difference. If there had been only a 21 vote difference, a recount would need to be conducted. She also reviewed the Precinct Detail Report. Barbara Brenner made a motion to approve the Official Election Results Summary Report and the Precinct Detail Report, Karen Frakes seconded, and the motion passed unanimously. Shirley, Barbara and Karen signed the Official Election Results Summary Report. (The Official Election Results and Precinct Detail Report are attached to the minutes of this meeting.) Debbie Adelstein presented and explained the Ballot Reconciliation Report to the Canvassing Board. There was a difference of one ballot between the number of ballots that were expected to be counted and the number of ballots actually counted. Debbie explained that one batch of ballots contained one more ballot than was counted by the machine. The batch could not be reconstituted in its entirety to reprocess the batch. She also reviewed the Certification Reconciliation Report with the Canvassing Board. (The Ballot Reconciliation Report and the Certification Reconciliation Report are attached to the minutes of this meeting.) Barbara Brenner made a motion to accept the Reconciliation Reports, Karen Frakes seconded, and the motion passed unanimously. Shirley, Barbara, and Karen signed the Certification of the Canvassing Board. Shirley stated that the turnout for the 2007 Primary Election was the same as last year's Primary Election. Debbie explained that the Secretary of State's Office referred to RCW 29A.40.110 which provides, "Personnel shall verify that the voter's signature on the return envelope is the same as the signature of that voter in the registration files of the county."
