DELEGATION OF AUTHORITY
The Whatcom County Canvassing Board, acting under authority given in RCW 29A.60.160 does
hereby authorize the full-time election staff of the Whatcom County Auditor's Office, and
temporary staff, hired as needed, to act as our representatives. Their duties shall be to examine
the postmark, receipt mark, date of oath, and statement on the outer envelope containing the
vote -by -mail ballot, and to verify that the voter's signature thereon is the same as that on the
voter registration record. This may be done prior to election day. These same representatives
will also make determinations as to the disposition of the provisional and challenged ballots, i.e.
proper voter registration, proper address, proper precinct and whether or not the ballot should
be submitted to the Canvassing Board for further action. The elections staff is authorized to
process and tabulate ballots, supervise and assist election workers as directed by the Auditor.
Further, the Whatcom County Canvassing Board authorizes election workers, assigned by the
Auditor as necessary, to act as our representatives. Their duties shall be to open, process,
tabulate ballots, and produce required reports.
All of the above delegated authority is to be exercised under the supervision of the Whatcom
County Auditor in accordance with the Administrative Rules adopted by the Canvassing Board
and the Secretary of State.
All issues, which cannot be resolved to a reasonable certainty by supervisory personnel, shall
be decided solely by the Canvassing Board and no ballot can be rejected except by the Board.
This delegation of authority by the Canvassing Board for opening and subsequent processing of
vote -by -mail ballots may begin immediately upon receipt before any special, primary, or general
election and shall end no later than the certification of the election results of any special,
primary, or general election, inclusive of all applicable recounts.
This general delegation of authority shall be in effect for each special, primary, and general
election held from January 1, 2006 through December 31, 2006.

Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member)
Carl Weimer, County Council Member (Canvassing Board Member)
The meeting was held in the Council Committee Room. Shirley called the meeting to order.
Debbie presented the reports for the final canvassing board meeting. She presented the
Ballot Reconciliation Report and the official results reports (3). Shirley indicated the voter
turnout was 44%, 7% more than usual for this type of special election. She discussed the
over and under vote and reports from the count. Royce moved acceptance of the reports. All
voted in favor. The reports were circulated for signature.
The Canvassing Board's report of returns were reviewed. Carl administered the oath to
Shirley and the oath was signed. The reports were signed by all Canvassing Board members.
Shirley confirmed that validations were met. There was one measure that failed (Ferndale
School District stadium issue).
Minutes of the last canvassing meeting held yesterday were circulated for signature.
The meeting adjourned at 2:20 p.m.

CANVASSING BOARD MEETING
SPECIAL ELECTION
MARCH 14, 2006

Meeting began: 10:00 a.m.
In attendance: Shirley Forslof, Whatcom County Auditor (Canvassing Board Member)
Debbie Adelstein, Chief Deputy Auditor
Pete Griffin, Election Supervisor (left at 10:17 a.m.)

Nancy Moore, Auditor Staff (left at 11:00 a.m.)
Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member)
Carl Weimer, County Council Member (Canvassing Board Member)
Shirley Forslof called the meeting to order at 10:00 a.m. The purpose of the Canvassing
Board Meeting was to accept or reject ballots referred by the Election Staff.
Debbie reviewed the new Canvassing Board Guidelines and discussed the amended section
of WAC regarding signature verification. Debbie stated that after 2004, legislative intent was
clear that the voter needs to be notified if their signature did not match the signature on file.
The voter is then asked to complete a signature update form to update their signature on
record.
Letters were sent by the Election Staff to all voters whose signature did not match what was
on record. Debbie stated that most people did come in to update their signature and the
ballots that were being presented to the Canvassing Board were ballots that signatures were
not updated.
Ballots were then presented to the Canvassing Board for their review. (See attached Log of
Irregularly Voted Ballots for disposition of ballots.) Upon completion of the Board's review of
the ballots, a motion was made by Royce Buckingham to accept or reject all ballot envelopes
reviewed by the Canvassing Board and the motion passed unanimously.
Royce also made a motion that staff be authorized to accept a ballot envelope initially rejected
by the Canvassing Board if an updated signature is received from the voter and the signature
on the updated voter registration matches the signature on the ballot envelope and to count all
ballots. The motion passed unanimously.
The final Canvassing Board meeting will be held at 2:00 p.m. on Friday, March 24, 2006,
when the election will be certified and the final canvass will be signed.
Meeting adjourned at 11:20 a.m.

Meeting began: 11:15 a.m.
In attendance: Shirley Forslof, Whatcom County Auditor (Canvassing Board Member)
Debbie Adelstein, Chief Deputy Auditor
Pete Griffin, Election Supervisor
Royce Buckingham, Civil Prosecuting Attorney (Canvassing Board Member)
Sam Crawford, County Council Member (Canvassing Board Member)
The meeting was held in the Auditor's Office. Shirley called the meeting to order.
The purpose of the special meeting was to follow up on some issues pursuant to our audit
trail on yesterday's count. Pete reported that after processing of ballots last night, the reports
show —0- in precinct 224, when we were expecting to count 387; in precinct 154 we counted
944 when we expected 557. It appears both sets of ballots ran in precinct 154 and none in
224.
Further three precincts are off by only 1 vote each and since we are opening the boxes we'd
like to resolve these as well. The affected precincts are 504, 204, and 205. In precinct 129,
ballots are off and we'd like to pull those to recount.
We would request authority to open the counted ballot boxes, pull these ballots, zero out the
totals and re -run them. All voted in favor.
Sam inquired about possible observers. Shirley said she had notified each of the parties by
voice mail. Sam stated he would like to call Scott Thiele and see if he is available to come
over.
