Insert your ballot card as far as it will go, positioning the two holes over the red pins on the voting device. Turn to the first ballot page. 2. Using the voting stylus, record your vote by punching the hole indicated by the arrow for the candidate or measure of your choice. Continue turning the ballot pages and vote your selection of candidates or measures. Be certain that you vote all ballot pages. 3. Lift your ballot from the red pins and remove it from the voting device. TYPE: ELECTION RPT 108.03 FINAL CANVASSING BOARD MEETING FEBRUARY 15, 2002 FOR THE FEBRUARY 5, 2002 SPECIAL ELECTION MINUTES February 15, 2002 Meeting began: 2:00 p.m. In attendance: Shirley Forslof, Whatcom County Auditor (Canvassing Board Member); Dave Grant, Civil Prosecuting Attorney (Canvassing Board Member); Dan McShane, (Canvassing Board Member Rich Griffith, Chief Deputy Carol Ebergson, Recording Secretary Ethel Heyrend, Office Election staff Joyce Herrin, Office Election staff The meeting was held in the Council Committee room. Shirley called the meeting to order. Shirley, Dan and Dave reviewed the audit reports presented by the Auditor's staff. Staff added the approved ballots from the last canvass board meeting on February 13, 2002. One voter voted on the wrong ballot. Three ballots were issued to three Meridian voters with a Lynden School guide. To correct the error Meridian ballots with guides were issued to those who received the incorrect school guide of those three two ballots were returned with the correct ballot. Motion to accept the third Meridian ballot with the Lynden ballot carried with a two to one vote, Dave was the nay vote. Twenty-seven ballots were processed through the ballot counter with Lawrence 2 and should have been processed with Lummi Island precinct. Motion to count the 27 ballots incorrectly processed with Lawrence'2 be processed with the Lummi Island precinct was unanimously approved. Motion to adjourn to the ballot counting room to process those ballots was approved. The meeting will reconvene at 3:00 p.m. Ethel and Joyce returned to the Ballot Counting Room to prepare the ballots for counting. Dave, Shirley and Rich verified that the correct ballots were taken from the transfer case. Pete produced the absentee summary report for Lummi and Lawrence 2 precincts. Shirley and Rich compared the reports against the report from February 13, 2002 count. Shirley, Dan and Dave dated and signed the Lummi and Lawrence 2 precinct report. Ethel ran the ballots through the ballot counter. Ethel removed the header cards and placed the Lummi ballots back into transfer case number 3. Ethel counted the header cards and placed them into the February 5, 2002 School Document Case. Pete produced a new absentee report for Lummi and Lawrence 2 precincts. Ethel ran the remainder of the ballots which were added to the absentee, poll and mail -in summary report. Pete produced the abstract. Ethel did the back up on the zip disk Final 2/5/02 Canvass. Copies of the reports, seal logs and all related material and originals were placed into the February 5, 2002 School Document Case. Meeting reconvened at 3:12 p.m. with Shirley, Dan, Dave, Rich, Carol and two observers present. Shirley made a motion to approve the Poll report and Dan and Dave approved the motion. Shirley, Dan and Dave signed the report. Shirley presented the Canvass of Special and Absentee Ballots report and made a motion to approve the report and Shirley, Dan and Dave approved the motion. Shirley, Dan and Dave signed the report. After processing the ballots, the Auditor's staff brought in three Summary Reports (Absentee, Poll and Combined.) The Canvassing Board members reviewed the reports and discussed the registration totals. They compared the registration and voted totals from the combined Summary report to the Canvassing reports prepared and presented by staff. The Canvassing Board members signed the Canvassing reports. Additional discussion: Steve Burton and Brian Evans, presented a request for hand count with a check and cash for deposit of the Meridian School District 505 election results. Shirley received the request. Shirley moved to recount at 8:30 a.m. Wednesday, February at 8:30 a.m. Canvass Board will reconvene at 4:00p.m. to sign the Canvass after the hand count.
