IMPORTANT INFORMATION Your absentee return envelope MUST have your signature on it. An absentee ballot returned in an envelope without your signature WILL NOT BE COUNTED. Your signature should look similar to the one on your voters registration form. Do not mark, fold or punch the ballot punchcard except as outlined in the instructions. SIGN YOUR NAME on the Outside of the MAILING envelope below the Voter Affidavit. If you are unable to sign your name, make a MARK, and have it witnessed by 2 (two) other persons. 2.In this Ballot Guide, each measure or candidate is assigned a number with an arrow pointing to it. Find the corresponding number you wish to vote for on the Punch Card. 3. Punch out the pre -scored square located just above the number using a pencil, paper clip, or toothpick. 4. To WRITE-IN a candidate that does not appear on the ballot, use the space provided on the Security Flap attached to your ballot. List both the Name of the person and the Office Title you wish to vote for. Also, list the Political Party if the Office is in a Partisan Race. DO NOT punch out any other position number for that particular Office. 5. Place your voted Ballot in the Ballot Security Envelope. 6. Place the Security Envelope containing your Ballot into the Pre -addressed Mailing Envelope. Remember to SIGN the Mailing Envelope. 7. Use a first-class stamp if you mail your Ballot. The Ballot must be postmarked on or before Election Day if mailed and must be received in the Election Office no later than the 10th day after a Special or Primary, OR the 15th day after a General Election. You may drop your ballot off at any open Poll Site on Election Day OR dropped off at the Election Office at 311 Grand Ave, Bellingham any day but no later than 8:00 pm Election Day. 8.
