The Canvassing Board meeting was called to order at 4:30 p.m. in the Whatcom County
Auditor's Conference Room. The purpose of the meeting was to certify the Mandatory Recount
for the office of Ferndale City Council, Position 5.
Debbie Adelstein presented the results to the Canvassing Board. The net effect of the manual
recount was Candidate Downey received two additional votes. The number of votes for
Candidate Cole remained unchanged. The total number of ballots counted also remained
unchanged. Debbie explained that the 400C optical scan reader machine read two ballots as
blank votes and the Recount Board interpreted them as two votes for Candidate Downey.
Shirley made a motion to accept the mandatory manual recount and the motion passed
unanimously. Shirley was the first to sign the Official Returns of the Mandatory Recount
followed by Karen Frakes.
Debbie presented a revised Certification Reconciliation Report for the General Election of
November 8, 2005. Debbie explained that the Secretary of State's Office re -clarified the
information needed on the form. The revised Certification Reconciliation Report was prepared
to meet the Secretary of State's request.
Shirley made a motion to accept the revised Certification Reconciliation Report and the motion
passed unanimously. Shirley was the first to sign the reconciliation report followed by Karen
Frakes. Shirley declared that the Canvassing Board meeting would remain open until Dan
McShane, Canvassing Board member, was able to sign the certification.
A copy of the Official Returns of the Mandatory Recount for the Office of Ferndale City Council,
Position 5, was faxed to the media. The original report was filed in the Canvassing Board
Special Meeting file of December 5, 20,05, in the Auditor's Office.

the Office of Ferndale City Council, Position 5, on Tuesday, December 6, 2005 at 8:15 a.m.
Shirley officially concluded and adjourned the Canvassing Board meeting at 8:18 a.m.

Counting Board Members: Lori Starkovich, Robyn Albro, Hazel Montague,
Maxine Visser
Observers: Susan Cole, Lynnea Flarry
The meeting was held in the Ballot Counting Center
The boxes containing ballots for the re-count (which were assembled earlier by Debbie
Adelstein and Celeste DeRoche) were carried in from the Auditor's Vault to the Counting Center
by Debbie and Celeste. Upon the arrival of the re-counting board personnel (9:35 a.m.),
Debbie gave an overview to those in attendance of the process and the guidelines of how to
process the re-count. Debbie and Celeste began opening the boxes (9:40 a.m.) containing
ballots from Precincts 501-505 and set them in stacks by precinct number. The re-counting
boards began re-counting the ballots at 10:10 a.m.
A lunch break was held at 12:40 p.m. and the boards returned to resume the count at 1:25 p.m.
In reviewing the totals presented, the amount of write-ins and blanks did not reconcile so an
additional review of the precincts was held. The count ended at 3 p.m. Debbie returned to the
office and prepared a report of the re-count results and presented it to the Canvassing Board.
Meeting adjourned at 3:00 p.m.

The meeting was held in the County Council Committee Room.
Shirley called the meeting to order. The minutes from the November 21, 2005 meeting of the
Canvassing Board were approved and all members signed the minutes.
Debbie Adelstein presented the following reports to the Canvassing Board:

(3) Mail Ballot Official Results
(4) Whatcom County Statement of Vote (precinct detail)

Shirley Forslof was the first to sign the Certification of the Special Election of the City of
Lynden, New City Hall General Obligation Bonds, followed by Dan McShane and Royce
Buckingham.
Shirley made a motion to accept the Reconciliation Report and the 30-Day Reconciliation
report. Dan McShane seconded the motion and the motion passed unanimously.
Shirley made a motion to schedule a mandatory manual recount and authorize the opening of
sealed boxes containing ballots for the office of Ferndale City Council, Position 5, on Monday,
December 5, 2005 commencing at 9:00 a.m. Dan seconded the motion and the motion passed
unanimously. The Canvassing Board will sign the certification of the manual recount at the
conclusion of the manual recount.
Dan McShane moved to adjourn the Canvassing Board meeting at 3:00 p.m., Shirley seconded,
and the motion passed unanimously.
