Clasen Dear Shirley: In carrying out the civil responsibilities of the prosecuting attorney, I have tried to rotate the attorneys every few years among the various departments that we represent. This has provided new challenges for the attorneys and also has given the officials and department heads new attorneys to work with. Due to this fact, Karen Frakes will be rotating from her position as your advisor and Senior Deputy David Grant will be assigned to this position. Karen Frakes has done an excellent job and will now be representing Planning and Development Services. Dave Grant has worked in all of the criminal divisions of this office and has most recently represented Planning and Development Services. I am certain that you will enjoy working with Dave and I believe he will do an outstanding job in this position. This change will take place this week. McEachranL Prosecuting Attorney Page 1 of 2 2000 AUTHORIZATION OF CANVASSING BOARD REPRESENTATIVES We the Whatcom County Canvassing Board, acting under the authority given in RCW 29.62, do hereby authorize the following persons: Terry Hinz Joyce Herrin Elaine Dunn Carol Lemperes Carol Ebergson Lance Rexroat Julie Kortlever Pete Griffin Ethel Heyrend Tonda Robinson Kim Herrenkohl Claudia Smith Nina Denson Judy Potter La Donna Knutson Kerry O'Brien: Vivian Strong Kathleen Zatine Myla De Lappe Kathi McCartney Diana Laninga Lonni Jo Cummings and any additional full time, extra help or seasonal employees hired by the County Auditor to act as our representatives. At all times said representatives shall be properly supervised. Their duties shall include issuing absentee ballots and maintaining security over absentee ballots which have been voted and returned. Duties shall also include processing of returned absentee ballots in accordance with the policies and procedures established by applicable laws and regulations and the Whatcom County Canvassing Board to determine if each ballot meets those requirements (for example, properly signed, timely receipt). Those ballots not meeting the requirements of said policies shall be referred to the Canvassing Board for final determination regarding the disposition of the ballot. Representatives of the board are authorized to make recommendations regarding the disposition of such ballots but in all cases final determination shall be made by the Canvassing Board. Duties shall also include opening, inspecting, preparing ballots for counting and counting of ballots. Said preparation may include the duplication of damaged ballots which cannot be processed through the ballot tabulation system. An adequate record will be kept of all such duplicated ballots to allow for subsequent verification by the Canvassing Board as they might deem necessary. Representatives are also authorized to process Special Ballots returned from the polls. Such processing may include determining if the voter is eligible to vote in the election for which the ballot was cast and what precinct and/or district said voter is eligible to vote in. Representatives will make a recommendation regarding each Special Ballot but in all cases final determination shall be made by the Canvassing Board. Further, the same representatives are authorized to audit election records, poll books, ballot control records, transport carrier log, etc. during and after each election. Such auditing functions and reports will be considered with the Canvassing Board's canvass of each election. Further, the Canvassing Board acknowledges that from time to time the individuals designated as its representatives will change as staff changes occur in the Auditor's office, requiring additions to and/or deletions from the list of individuals listed above.
