SUBJ: ASSIGNMENT OF POSITION NUMBERS

RCW 29.15.130 requires the County Auditor to assign position
numbers whenever positions with the same name, district number, or
title are scheduled to appear on the ballot for the succeeding
election. The law also ,provides 'that the County Auditor will
assign the numbers not less than 30 days before the filing period.
The position -numbers reflect the same positions represented in the
last full -term election for those offices. The law requires the
County Auditor to perform this duty for offices filing with the
County Auditor. Attached is a list of applicable positions and
their numbers.

The voters adopted an amendment to the Charter last fall that allow the Council to call for election of a Charter
Review Commission whenever it feels such election is necessary. The County Auditor's Office has issued an
informal estimate of the cost of this election, at $40,000; a supplemental budget would be required since this
was not planned for in the 1994 budget.
If this ordinance is to be adopted, Council must adopt it on July 12 in order to allow sufficient time for
candidates to file for a place on the November ballot.
CLERK'S RECOMMENDED MOTION (for final action):
"I move that the Council adopt the ordinance." A majority vote in favor of this motion would adopt the
ordinance; a majority vote opposed to this motion would kill it.

CALLING FOR ELECTION OF A CHARTER REVIEW COI I IISSION
WHEREAS, Whatcom County Home Rule Charter, as amended in 1993 by the
voters of Whatcom County, allows for a Charter Review Commission to be elected when
the Council deems it necessary; and
WHEREAS, Charter Section 8.11 states that the Commission shall consist of 15
persons, with an equal number or representatives from each Council District; and
WHEREAS, there shall be no filing fee nor shall there be a primary for persons
seeking the office of Charter Review Commissioner; and
WHEREAS the term of office shall be one year, and the member of the
Commission receiving the greatest number of votes shall convene the Commission; and
WHEREAS, the formation and operation of the Charter Review Commission
must be in conformance with the provisions of Article 8 of the Home Rule Charter; and
WHEREAS, in order to seek the election of Charter Review Commissioners in
November 1994 the Council must adopt this ordinance and file it with the County
Auditor as quickly as possible; -

NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
an election of the Charter Review Commission is hereby ordered for November 1994;
.1.
BE IT FURTHER ORDAINED that the Clerk of the Council will budget for
operating costs expected for the 1995 term of the Charter Review Commission, and
BE IT FINALLY ORDAINED that a copy of this ordinance will be filed with the
County Auditor immediately following its adoption by the Council.

Dear Voter,
We are required by Washington law to notify all those registered
voters who normally vote at a polling site which is, for one reason
or another, deemed inaccessible to disabled or elderly voters.
The building where you vote is such a site and this is your
official notification.
Obvious barriers such as stairs and not so obvious 3/4" doorway
threshold heights, gravel parking lots and/or other impediments,
both major and minor, are cause for the designation inaccessible.
We realize that there are those of you who, being disabled or
elderly, have voted at this very same site for years and had little
or no problem parking, entering, voting and leaving.
However some of these obstacles are quite difficult if not
impossible to negotiate for some disabled or elderly persons.
This notification does not mean that the polling place is
CLOSED, IT IS OPEN FOR VOTING it merely means that it's DESIGNATED
as inaccessible according to state and federal regulations.
If you feel that accessibility at this building is a problem for
you or you would like to vote by absentee ballot please call the
Election Department at 676 - 6745 or 398-lalO ext 56745 and request
an absentee ballot or at least 20.days prior to -the election call
or notify our office by mail that you wish to vote at the nearest
accessible building. We will make arrangements to have the proper
ballot materials available at the alternate site.

Information will be pre-
sented at two meetings next
week about a Whatcom County
group which will make decisions
on distributing state funds to
youth programs.
Youth violence legislation
that was passed this year (House
Bill 2319) mandates each com-
munity to establish a 23-mern-
ber Public Health and Safety
Network to develop a commu-
nity plan and piloritize program
funding. Local entities charged
with selecting 13 volunteer citi-
zens (who have no financial ties
to local service agencies) include
the Whatcom County Council,
city councils throughout the
county, Chamber of Cornmerces
and local school boards. Each
group will select three citizens
and a high school youth will be
the 13th member.
Lynden residents on the
selection committees are Karen
Telgenhoff, Lynden Chamber of
Commerce; Luanne Van Werven,
representing City of Lynden; and
Bernie Bovenkamp, Lynden
School Board.
The group will determine
how this community should dis-
tribute state funds in order to
reduce violence and drug/alco-
hol abuse among youths. What-
com County is designated as a
community.
If a referendum to fund the
Drug Enforcement and Educa-
tion Account passes in the Nov.
8 general election, an estimated
$8.7 million in new funds will be
available for block grants to
community networks.
Two public meetings are
planned to provide information
and gather recommendations
about the selection of the other
10 members (who may be repre-
sentatives of local service agen-
cies). The meetings will at 7 p.m.
Tuesday in Building B of What-
com Community College in
Bellingham and 7 p.m. Sept. 22
at Isom Intermediate School,
8461 Benson Road, Lynden.
