However, the statute gives the secretary of state the authority to select another date to "...advance the concept of a regional primary." The purpose of this letter is to notify you that, after careful consideration of a number of factors, I intend to exercise the authority granted to this office by the statute. It is my intent to advance the date of the presidential preference primary to the third Tuesday in May, or May 19, 1992. As this is the date on which the state of Oregon intends to hold their presidential primary, I believe that by moving our primary to that date we are advancing the concept of a regional primary and, therefore, satisfying both the intent, and the letter, of the law. It is my hope that other northwest states will join with us in making the third Tuesday in May a truly regional primary. I will notify you within thirty days of this letter of my final decision regarding the presidential primary date.
