WASHINGTON ON THE 16TH DAY OF MAY, 1989, IN THE CITY OF BLAINE FOR THE
PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS IN THE CITY AN ADVISORY

A RESOLUTION RELATING TO THE BLAINE MUNICIPAL AIRPORT.
WHEREAS, residents of the City of Blaine have expressed an
interest in the future of the Blaine Municipal Airport; and
WHEREAS, it is the opinion of the Blaine City Council that the
decision to retain the Airport should be put to a vote of
the citizens of the City of Blaine; and
WHEREAS, it is the desire of Blaine City Council to consider by
virtue of an advisory ballot public support for retention of
the Blaine Municipal Airport,
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
BLAINE:
That pursuant to RCW 35A.29.040, the Whatcom County Auditor
as ex officio elections officer is hereby directed to place the
following ballot measure on the ballot for the City election to
be held on May 16, 1989:
"SHALL THE CITY COUNCIL OF THE CITY OF BLAINE,
WASHINGTON, COMMIT TO THE DEVELOPMENT AND USE OF THE
MUNICIPAL AIRPORT FOR AIRCRAFT RELATED BUSINESSES AND

NOTICE IS HEREBY GIVEN that on Tuesday, May 16, 1989, a
special election will be held in the above -named city for the
submission to the qualified electors of said city of the follow-
ing ballot measure:

The Registration Books in all the precincts of Blaine
City, Whatcom County, Washington will be closed to original
registrations and transfers between precincts after Saturday,
April 15, 1989, until after the Special Election held on
Tuesday, May 16, 1989.

The Canvassing Board of Whatcom County, pursuant to R.C.W.
29.62.020, will hold a public meeting at 9:00 A.M., on Monday,
May 15, 1989, at the office of Shirley Forslof, Whatcom County
Auditor, Whatcom County Courthouse, 311 Grand Avenue, Bellingham,
Washington, to canvass the ballots for the May 16, 1989, Special
Election.
The Canvassing Board of Whatcom County will also be holding
a public meeting at 9:00 A.M., on Friday, May 26, 1989, at the
said location, to review the challenged and question ballots and
to canvass the votes pertaining to the Blaine City and Proposed
Water District No. 18-Acme, Special Election held May 16, 1989.
These meetings of the canvassing board are open, public meetings
under the applicable provisions of chapter 42.30 R.C.W., and
shall be continued until the activity for which the meeting is
held has been completed. A record of the proceedings of the
County Canvassing Board shall be made and maintained in the
County Auditor's office.

SUBJECT: Absentee Ballots Available for the May 16, 1989 Special Elections
to be held in the City of Blaine and proposed Water District No. 18
in the Acme area.
Absentee Ballots for the May 16 1989 Blaine City Special Airport Advisory Ballot
Election and the proposed Water District No. 18 Election in Acme are available
from the Whatcom County Auditor's office, Auditor Shirley Forslof announced.
A signed request is needed to get an absentee ballot, available only to registered
voters in Blaine City and the proposed water district No. 18 in Acme.
The request may either be brought to the office on the first floor of the County
Courthouse in person or by messenger or mailed to: P. 0. Box 398, Bellingham,
Wa 98227.
A relative may pick up the ballot with a signed note from the requester. The
last day for absentee ballots is Monday, May 15th.
