Whatcom County, Washington, to be Used as Such Polling Places for the
Primary and Special Election to be held in Said Whatcom County on Tuesday,

WHEREAS, a Primary and Special Election is to be held in all of the
voting precincts of Whatcom County, Washington, on the 20th day of September,
1988, and the law makes it the duty of the Supervisor of Elections to

RESOLUTION
A RESOLUTION of the Board of Directors'of Point Roberts Park and
Recreation District //1, Whatcom County, Washington, providing for
the submission to the qualified electors of the district at the
Primary Election to be held therein on Sepurmber --20 �� a
proposition of whether or not there should be levied an excess tax
Of appr-oxirnately $ -0-Z0 per thousand dollars of assessed valuation
(based on 100% of true and Fair value) to provide 10S G'a 0 for
the districts General Fundf-to pay the general expenses of maintenance
and operation of the Poi aberts Park and Recr, �a�ti n District /Il,
such levy to be made inikfor collection in
WHEREAS, the money in and to be paid into the General Fund of the
Point Roberts Park and Recreation District ill, Whatcom County, Washington,
durin(d d' w.ill be insufficient to enable the district to take care of all
of its necessary financial obligations; and
WHEREAS, in order to properly provide for said operation and
maintenance, it is deemed necessary that a tax of approximately $ ..!qv per
thousand dollars of assessed valuation (based on 100%'of true and fair value)
to provide O oo v for the districts General Fund be levied upon all of
the taxable property within the district in excess of the maximum annual tax
levy permitted by law to be levied for the district without a vote of the
electors, such levy to be made in /29� for collection in and
WHEREAS, the Constitution and laws of the State of Washington require that
the question of whether or not such excess tax may be levied must be
submitted to the qualified electors of the district for their ratification or
rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Point
Roberts Park and Recreation District //1, Whatcom County, Washington as follows,
Section 1. It is hereby fr.und and declared that the welfare of the
residents of the district requires the district to carry out the plans hereinafter
provided.
Section 2. In order to proviU'r ` v Do Q for the General Fund of the
District; the district authorizes the County Council of Whatcom County to levy a
tax of approximately v per thousand dollars of assessed valuation (based on
100% of _rue and fair value! to be levied in&for collection in&?upon all
the taxable property within the District in excess or the maximum annual tax levy
be permitted by iaw, to be levied for- the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter set forth,
the district may use the proceeds of such levy during thl:,1_�f�_ ye:-ar, may
expend the proceeds of said levy to pay the general :xpenses of maintenance and
operations o; the Dist; ic:t as may he a,ath�)rized or allowL_d `ry law for '_he use of
excess levy funds.

Section 3. It is hereby found and declared that an emergency exists
requiring the submission to the qualified electors of the district a
propos_:ition of whether or not such excess tax should be levied for their
ratification or rejection at the Primary Election to be held therein on

The Whatcom County Auditor as ex-officio supervisor of electionsin
Whatcom County is hereby requested to also find the existence of such emergency
and to call and conduct said excess levy election to be held within the district
on said date and to submit to the qualified electors of the district the
proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and
directed to certify said proposition in the following form;
