COUNTY OF WHATCOM ) THIS IS TO CERTIFY THAT WE, as the Whatcom County Canvassing Committee, have completed our canvass of the votes as it pertains to the Special Election held within the various precincts within the boundaries of Concrete School District No. 11, Whatcom County, Washington on the 7th day of February, 1989, and the results from Whatcom County are as follows: CONCRETE SCHOOL DISTRICT NO. 11 SPECIAL ELECTION —PROPOSITION NO.1 School Program Operation Levies For operation and maintenance purposes, shall Concrete School District No. 11 levy the following taxes in excess of all regular property tax levies in the District: approximately $1.44 per one -thousand dollars of assessed valuation in 1989 to provide $212,500.00 for 1990 collection; and approximately $1.44 per one -thousand dollars of assessed valuation in 1990 to provide $212,500.00 for 1991 collection, all as specified in School Board Resolution No. 415? HOW TO VOTE 1. Locate and study the Absentee Voter Guide. Select your response to each measure ("Yes" or "No") and select each candidate for whom you wish to vote. Locate the number to the right of each selection on the Absentee Voter Guide. 2. Locate the same number on the Official Ballot Card. 3. Using metal punching tool. PUNCH OUT THE DOT (•) ABOVE THE NUMBER OF YOUR SELECTION on the fficial Ballot card (see illustration). Repeat steps #1 through #3 until you have completed making all of your selections. LEVY, 4. If you damage the Official Ballot card, then using a pen, circle the number to the right of each selection on the YES 82 Absentee Voter Guide, and return as described below in #6. 5. If you wish to write in a candidate, you may do so by LEVY, using the space provided on the SECURITY FLAP NO 844 attached to your Official Ballot card. To vote for a person NOT listed in the Absentee Voter Guide, write in the title of the office and the candidate's name and political party designation. Political party designations are not required for non -partisan offices. 6. After you have finished voting, place the official Ballot card into the pink Security Envelope and SEAL. Next place the pink Security Envelope into the manila Mailing Envelope and SEAL. 7. Sign and date the Affidavit of Absentee Voter (on the back of the manila Mailing Envelope). 8. Mail your ballot so that it will be POSTMARKED by the day of the election. Instead of mailing your ballot, you may deliver the ballot to the WHATCOM COUNTY AUDITOR'S OFFICE on or before election day. Use only punching tool attached. Punch chip completely out of card. WHEREAS, the money in and to be paid into the General Fund of Concrete School District No. 11, Skagit and Whatcom Counties, Washington, (the "District") during the 1989-90, 1990-91 and 1991-92 school years will be insufficient to enable the District to take care of all of its necessary financial obligations and to properly meet the educational needs of students attending District schools; and WHEREAS, in order to properly provide for such financial obligations and educational needs, it is deemed necessary that an excess tax of $212,500.00 should be levied in 1989 for collection in 1990 and that an excess tax of $212,500.00 should be levied in 1990 for collection in 1991, said excess taxes being for the District's General Fund to pay part of the general expense of maintenance and operation of the District; and WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess taxes may be levied must be submitted to the qualified electors of the District for their ratification or rejection. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Concrete School District No. 11, Skagit and Whatcom Counties, Washington, as follows: Section 1. It is hereby found and declared that the welfare of the students and other residents of the District requires the District to carry out the plans hereinafter provided. Section 2. The following taxes for the District's General Fund should be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied within the District without a vote of the electors: A. A tax of approximately $1.44 per one -thousand dollars of assessed valuation to provide $212,500.00, said levy to be made in 1989 for collection in 1990; and B. A tax of approximately $1.44 per one -thousand dollars of assessed valuation to provide $212,500.00, said levy to be made in 1990 for collection in 1991. Upon approval by the voters of the ballot proposition hereinafter set forth, the District may use the proceeds of said levies during the 1989-90, 1990-91 and 1991-92 school years by incurring an indebtedness by the issuance of warrants against the General Fund of the District, and may expend the proceeds of said levies to pay part of the general expenses of maintenance and operation of the District. Section 3. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition of whether or not such excess taxes should be levied for their ratification or rejection at a special election to be held therein on February 7, 1989. The Skagit County Auditor as ex-officio supervisor of elections in Skagit County is hereby requested to also find the existence of such emergency and to call and conduct said special election to be held within the District on said date and to submit to the qualified electors of the District the proposition hereinafter set forth. ..
