SPECIAL ELECTION
FEBRUARY 7, 1989
You must use this ballot, do not attempt
to vote at the polls on election day.
YOUR BALLOT CONSISTS OF: ,
1. A ballot card with styrofoam backer.
2. A punching tool.
3. A pink envelope.
4. A manila envelope.
5. A ballot page or pages.
HOW TO VOTE
1. Complete the Statement of Absentee Voter on the manila mailing
envelope.
2. To the tight of each measure or candidate on the ballot page is a number
which corresponds to the numbered dot on the ballot card.
3. With ballot card on foam backer, use the punching tool and firmly punch
out the black dot in the same square as the position number on the
ballot card.
4. Write-in candidates may be voted for by using space provided on the
ballot stub. ❑o not punch any position number on the ballot card for
the race in which a write-in candidate is desired.
S. After you have finished voting, the ballot card and the styrofoam backer
should be placed in the pink envelope. The pink envelope should be
placed into the mailing envelope. Mail your ballot so that it will be
postmarked the day of the election or sooner.
6. If you spoil the punch card ballot, use a pen to mark the ballot page.
When returning your ballot, It will require first class postage.

OPEN PUBLIC MEETING NOTICE
The Canvassing Board of Whatcom County, pursuant to R.C.W.
29.62.020 will hold a public meeting at 8:00 A.M. on Monday,
January 30, 1989 and ending 4:30 P.K. Friday, February 17, 1989,
at the office of Shirley Forslof, Whatcom County Auditor, Whatcom
County Courthouse, 311 Grand Avenue, Bellingham, WA 98225, to
canvass the ballots for the February 7, 1989, Special Election.
The canvassing board will be meeting at 4:00 P.M. on Tuesday,
February 7, 1989, at the Whatcom County Auditor's office to
canvass the absentee ballots for Blaine City and Concrete School
District.
At 8:00 P.M. on said election day the canvassing board will be
meeting at the Blaine City Hall, 344 "H" Street, Blaine, WA 98230,
to canvass the votes cast at the polls for the City of Blaine's
Special Election.
The meeting of the canvassing board is an open, public meeting
under the applicable provisions of chapter 42.30 R.C.W., and
shall be continued until the activity for which the meeting is
held has been completed. A record of the proceedings of the
county canvassing board shall be made and maintained in the
County Auditor's office, and shall be made available for public
inspection and copying. The record shall be retained for the
same time period required by law for the retention of absentee
ballots. A separate notice shall be published whenever the
canvassing board meets to determine the status of questioned
ballots, challenged ballots or to certify the results of the
election.

A board meeting of the Whatcom County Challenged Ballot
Canvassing Authority was called on February 17, 1989, at 9:00
A.M., in the office of the County Auditor.
Shirley Forslof, Whatcom County Auditor, Robert A. Carmichael,
County Deputy Prosecuting Attorney, and Emily A. Jackson, County
Legislative Authority were present.

WHEREAS, the undersigned as the duly elected, qualified and
acting Auditor of Whatcom County, Washington, has jurisdiction of
and is required by law to conduct all special elections for cities
within Whatcom County; and
WHEREAS, the City of Blaine, Washington, lies entirely
within the boundaries of Whatcom County; and
WHEREAS, the City Council of said city by ordinance passed
December 5, 1988 a certified copy of which has been delivered
to the undersigned, has found that an emergency exists requiring
the holding of a special election on February 7, 1989; and
WHEREAS, said city by said ordinance has authorized and
directed the undersigned to assume jurisdiction of and conduct
said special election within Whatcom County;
NOW, THEREFORE, it is hereby authorized and ordered as
follows:
The undersigned concurs in the finding of an emergency and
does hereby assume jurisdiction within Whatcom County of the
above -mentioned special election of the City of Blaine, Wash-
ington, authorized and ordered by an ordinance of its City
Council passed on December 5, 1988, and will conduct said
special election to be held February 7, 1989.

RESOLUTION NO. 871
A RESOLUTION PROVIDING FOR THE SUBMISSION, TO THE
QUALIFIED ELECTORS OF THE CITY AT THE GENERAL
ELECTION TO BE HELD FEBRUARY 7, 1989, OF THE
PROPOSITION TO DETERMINE WHETHER OR NOT THE CITY
SHOULD ISSUE GENERAL OBLIGATION BONDS IN AN AGGRE-
GATE PRINCIPAL AMOUNT NOT TO EXCEED $575,000 FOR
THE PURPOSE OF PROVIDING FUNDS FOR DEVELOPING A
PUBLIC MARINE PARK, INCLUDING CONSTRUCTING AND
EQUIPPING A MARINE EDUCATION AND RESOURCE CENTER
AND RELATED IMPROVEMENTS ON CITY OWNED WATERFRONT
REAL PROPERTY.
WHEREAS, the Blaine City Council, in response to a citizen
request, declared a one year moratorium on the disposition of
City owned waterfront property in order to provide a citizen task
force time to develop a proposal for use of the property; and
WHEREAS, a citizen advisory task force, composed of resi-
dents from Blaine and the surrounding communities, worked dili-
gently for a year and one-half to develop a plan to utilize the
waterfront property for the best interests of the community and
its residents; and
WHEREAS, the 42-member citizen task force, with a member-
ship composed of diverse community interests including, but not
limited to, cultural and social interests, business, education,
scientific research, government, public recreation, etc., devel-
oped a report that contains program policy direction and project
recommendations for use of the City's waterfront property; and
WHEREAS, the task force report reflects the needs and
desires of the residents of the community which include but are
not limited to; the development of cultural and social facilities
and opportunities; enhancement of business, commerce and economic
potential; increased public education; provide an awareness of
the areas history, heritage and tradition; extend and improve the
Stewardship of the natural resources and create a civic spirit
that will generate a positive impact on the quality of life and
future livability and economic growth of the community, and
WHEREAS, the task force report also concluded that the
greatest need in the community and the highest and best use of
the waterfront property is for the development of a Marine Park
including a Marine Education and Resource Center and related
marine -oriented uses; and
WHEREAS, the City of Blaine City Council agreed with the
citizen task force report recommendation and on December 21,
1987 in a public meeting officially approved the program policies
and project recommendation contained in the report for develop -

ment of a Marine Park including the construction of a Marine
Education and Resource Center; and
WHEREAS, the proposed Marine Park and Marine Education and
Resource Center will provide cultural, social and economic bene-
fits to the community, its residents and visitors; and
WHEREAS, the City Council of Blaine, Washington believes
the electors ought to determine if the City should make a major
capital investment of its capital and commitment of a portion of
its annual revenue to a Marine Park and Marine Education and
Resource Center; and
WHEREAS, in order to provide funds to pay the cost thereof
it is deemed necessary an advisable that the City issue and sell
general obligation bonds in the aggregate principal amount if not
to exceed $575,000; and
WHEREAS, the Constitution and laws of the State of Wash-
ington provide that the question of whether or not the City may
issue such bonds for such purposes must be submitted to the
qualified electors of the City for their ratification or rejec-
tion.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF BLAINE, AS
FOLLOWS:
Section 1. The City Council finds that the City should develop a
Marine Park and construct and equip a Marine Education and Re-
source Center and related Marine oriented improvements on the
City owned waterfront real property.
Section 2. To provide funds to pay the cost of the Marine Park,
Marine Education and Resource Center and related improvements,
and provide matching funds for grants that are generated for the
project, the City shall issue and sell its general obligation
bond in the aggregate principal amount not to exceed $575,000
(The "Marine Center Bond"). The Marine Center Bonds shall be
sold at such time or times as deemed necessary and advisable by
the City Council, shall bear interest at a rate not in excess of
the maximum rate permitted by law, and shall mature in such
amounts and at such times within a maximum term of 20 (twenty)
years from the date of issue or authorized by the City Council
and or provided by law. Both principal of and interest on the
Marine Center Bonds shall be payable by annual levies in excess
of regular property tax levies to be made upon all the taxable
property within the City of Blaine. The exact dates, form, terms
and maturities of the Bonds shall be as hereafter fixed by the
City Council.
Section 3. It is hereby found and declared that the proposition
of whether or not the City shall issue the Marine Center Bonds
shall be submitted to the qualified electors of the City for
their ratification or rejection at the General election to be
held therein on February 7, 1989.

The Whatcom County Auditor is hereby requested to submit to the
qualified electors of the City of Blaine, Washington the proposi-
tion hereinafter set forth.
The proposition to be submitted shall be in the following form:

construction of Marine Education and Resource Center and related
improvements on City owned water front property as provided in

Dear Poll Workers,
If for some weather related reason we cannot travel to
Blaine on Tuesday for the vote count, here is a brief "how to"
on Precinct Ballot Counter operation.
You will find three P.B.C.'s for your use. The one that
is labeled #3 is for back-up.
All three are well used so a little T L C is in order.
The 1st step is to turn the key to the on posistion.
This will cause the paper to be printed with "Ready".
Step 2 is to feed the five program cards.in order 1,2,3,4,5,
to ready the equipment.
Feed each slowly and evenly. Let the machine pull it through
on its own.
When all five cards have been accepted you can begin feeding
your voted ballots.
The 1st step in this process is to remove the top stub of
all ballots. Then align the corner cut of all ballots. Look
over each ballot and remove any hanging "chad". Chadr:'is the
little pieces of card that may have hung up when a voter punched
his or her ballot.
Step 2 is the same as feeding the program. Slowly and
evenly feed each ballot through. If a ballot does not read
properly, the red light will come on and the tape will print
"Read Error". If this happens just take that one ballot and
feed it again.
When all ballots have been fed press the button marked
"PRINT" this will give you a total for your election.
You may use one P.B.C. or 2 P.B.C.'S. If you use two,
you must add the two totals together for a final result.

at 676-6742 collect to report your results or to get help with
the ballot counter operation.
