YOUR BALLOT CONSISTS OF: , 1. A ballot card with styrofoam backer. 2. A punching tool. 3. A pink envelope. 4. A manila envelope. 5. A ballot page or pages. HOW TO VOTE 1. Complete the Statement of Absentee Voter on the manila mailing envelope. 2. To the tight of each measure or candidate on the ballot page is a number which corresponds to the numbered dot on the ballot card. 3. With ballot card on foam backer, use the punching tool and firmly punch out the black dot in the same square as the position number on the ballot card. 4. Write-in candidates may be voted for by using space provided on the ballot stub. ❑o not punch any position number on the ballot card for the race in which a write-in candidate is desired. S. After you have finished voting, the ballot card and the styrofoam backer should be placed in the pink envelope. The pink envelope should be placed into the mailing envelope. Mail your ballot so that it will be postmarked the day of the election or sooner. 6. If you spoil the punch card ballot, use a pen to mark the ballot page. When returning your ballot, It will require first class postage. WHEREAS, the Blaine City Council, in response to a citizen request, declared a one year moratorium on the disposition of City owned waterfront property in order to provide a citizen task force time to develop a proposal for use of the property; and WHEREAS, a citizen advisory task force, composed of resi- dents from Blaine and the surrounding communities, worked dili- gently for a year and one-half to develop a plan to utilize the waterfront property for the best interests of the community and its residents; and WHEREAS, the 42-member citizen task force, with a member- ship composed of diverse community interests including, but not limited to, cultural and social interests, business, education, scientific research, government, public recreation, etc., devel- oped a report that contains program policy direction and project recommendations for use of the City's waterfront property; and WHEREAS, the task force report reflects the needs and desires of the residents of the community which include but are not limited to; the development of cultural and social facilities and opportunities; enhancement of business, commerce and economic potential; increased public education; provide an awareness of the areas history, heritage and tradition; extend and improve the Stewardship of the natural resources and create a civic spirit that will generate a positive impact on the quality of life and future livability and economic growth of the community, and WHEREAS, the task force report also concluded that the greatest need in the community and the highest and best use of the waterfront property is for the development of a Marine Park including a Marine Education and Resource Center and related marine -oriented uses; and WHEREAS, the City of Blaine City Council agreed with the citizen task force report recommendation and on December 21, 1987 in a public meeting officially approved the program policies and project recommendation contained in the report for develop - page 1 ment of a Marine Park including the construction of a Marine Education and Resource Center; and WHEREAS, the proposed Marine Park and Marine Education and Resource Center will provide cultural, social and economic bene- fits to the community, its residents and visitors; and WHEREAS, the City Council of Blaine, Washington believes the electors ought to determine if the City should make a major capital investment of its capital and commitment of a portion of its annual revenue to a Marine Park and Marine Education and Resource Center; and WHEREAS, in order to provide funds to pay the cost thereof it is deemed necessary an advisable that the City issue and sell general obligation bonds in the aggregate principal amount if not to exceed $575,000; and WHEREAS, the Constitution and laws of the State of Wash- ington provide that the question of whether or not the City may issue such bonds for such purposes must be submitted to the qualified electors of the City for their ratification or rejec- tion. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF BLAINE, AS FOLLOWS: Section 1. The City Council finds that the City should develop a Marine Park and construct and equip a Marine Education and Re- source Center and related Marine oriented improvements on the City owned waterfront real property. Section 2. To provide funds to pay the cost of the Marine Park, Marine Education and Resource Center and related improvements, and provide matching funds for grants that are generated for the project, the City shall issue and sell its general obligation bond in the aggregate principal amount not to exceed $575,000 (The "Marine Center Bond"). The Marine Center Bonds shall be sold at such time or times as deemed necessary and advisable by the City Council, shall bear interest at a rate not in excess of the maximum rate permitted by law, and shall mature in such amounts and at such times within a maximum term of 20 (twenty) years from the date of issue or authorized by the City Council and or provided by law. Both principal of and interest on the Marine Center Bonds shall be payable by annual levies in excess of regular property tax levies to be made upon all the taxable property within the City of Blaine. The exact dates, form, terms and maturities of the Bonds shall be as hereafter fixed by the City Council. Section 3. It is hereby found and declared that the proposition of whether or not the City shall issue the Marine Center Bonds shall be submitted to the qualified electors of the City for their ratification or rejection at the General election to be held therein on February 7, 1989. page 2 The Whatcom County Auditor is hereby requested to submit to the qualified electors of the City of Blaine, Washington the proposi- tion hereinafter set forth. The proposition to be submitted shall be in the following form: PROPOSITION NO. GENERAL OBLIGATION, MARINE CENTER BONDS $575,000 Shall the City of Blaine, Washington, issue $575,000 of General Obligation bonds maturing within a maximum term of 20 years from date of issue and payable both principal and interest, out of annual property tax levies in excess of regular tax lev- ies, for the purpose of developing a Marine Park including the construction of Marine Education and Resource Center and related improvements on City owned water front property as provided in Resolution F 7j of the City? You will find three P.B.C.'s for your use. The one that is labeled #3 is for back-up. All three are well used so a little T L C is in order. The 1st step is to turn the key to the on posistion. This will cause the paper to be printed with "Ready". Step 2 is to feed the five program cards.in order 1,2,3,4,5, to ready the equipment. Feed each slowly and evenly. Let the machine pull it through on its own. When all five cards have been accepted you can begin feeding your voted ballots. The 1st step in this process is to remove the top stub of all ballots. Then align the corner cut of all ballots. Look over each ballot and remove any hanging "chad". Chadr:'is the little pieces of card that may have hung up when a voter punched his or her ballot. Step 2 is the same as feeding the program. Slowly and evenly feed each ballot through. If a ballot does not read properly, the red light will come on and the tape will print "Read Error". If this happens just take that one ballot and feed it again. When all ballots have been fed press the button marked "PRINT" this will give you a total for your election. You may use one P.B.C. or 2 P.B.C.'S. If you use two, you must add the two totals together for a final result.
