RESOLUTION NO. 10-1987
A resolution of the Board of Directors of Lynden School
District #504, Whatcom County, Washington, providing for
the submission to the qualified electors of the District
at a special election to be held therein on February 2,
1988, of the proposition of whether or not there should
be levied an excess tax of approximately $1.71 per
thousand dollars of assessed valuation (based on 100% of
true and fair value) to provide $515,000 for the
District's General Fund to pay part of the general
expenses of maintenance and operation of the District,
such levy to be made in 1988 for collection in 1989 and
whether there should be levied a further excess tax of
approximately $1.85 per thousand dollars of assessed
valuation (based on 100% of true and fair value) to
provide $565,000 for the District's General Fund to pay
part of the general expenses of maintenance and
operation of the District, such levy to be made in 1989
for collection in 1990.
WHEREAS, the money in and to be paid into the General Fund of
Lynden school District #504, Whatcom County, Washington, during
the 1988-89 and 1989-90 and 1990-91 school years will be
insufficient to enable the District to take care of all of its
necessary financial obligations and to properly meet the
educational needs of students attending the District's schools;
and
WHEREAS, in order to properly provide for said financial
obligations and educational needs of the District for the next
two successive school years, it is deemed necessary that a tax of
approximately $1.71 per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $515,000 for
the District's General Fund be levied upon all of the taxable
property within the District in excess of the maximum annual tax
levy permitted by law to be levied for the district without a
vote of the electors, such levy to be made in 1988 for collection
in 1989 and that a tax of approximately $1.85 per thousand
dollars of assessed valuation (based on 100% of true and fair
value) to provide $565,000 for the District's General Fund be
levied upon all of the taxable property within the District in
excess of the maximum annual tax levy permitted by law to be
levied for the District without a vote of the electors, such levy
to be made in 1989 for collection in 1990 and
WHEREAS, the Constitution and laws of the State of Washington
require that the question of whether or not such excess tax may
be levied must be submitted to the qualified electors of the
District for their ratification or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
Lynden School District #504, Whatcom County, Washington, as
follows:
Section 1. It is hereby found and declared that the welfare
of the students and other residents of the District requires the
District to carry out the plans hereinafter provided.
Section 2. In order to provide $515,000 for the General Fund
of the District, a tax of approximately $1.71 per thousand
dollars of assessed valuation (based on 1000 of true and fair
value) should be levied in 1988 for collection in 1989 upon all
the taxable property within the District in excess of the maximum
annual tax levy permitted by law to be levied for the District
without a vote of the electors and that in order to provide
$565,000 for the General fund of the District, a tax of
approximately $1.85 per thousand of assessed valuation (based on
100% of true and fair value) should be levied in 1989 for
collection in 1990 upon all the taxable property within the
District in excess of the maximum annual tax levy permitted by
law to be levied for the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter set
forth, the district may use the proceeds of such levies during
the 1988-89, 1989-90, and 1990-91 school years by incurring an
indebtedness by the issuance of warrants against the General Fund
of the District, and may expend the proceeds of said levies to
pay such part of the general expenses of maintenance and
operations of the District as may be authorized or allowed by law
for the use of excess levy funds.
Section 3. It is hereby found and declared that an emergency
exists requiring the submission to the qualified electors of the
District of the proposition of whether or not such excess taxes
should be levied in 1988-89 for their ratification or rejection
at a special election to be held herein on February 2, 1988.
The Whatcom County Auditor as ex officio supervisor of elections
in Whatcom County is hereby requested to also find the existence
of such emergency and to call and conduct said special election
to be held within the District on said date and to submit to the
qualified electors of the District the proposition hereinafter
set forth.
The Secretary of the Board of Directors is hereby authorized and
directed to certify said proposition in the following form:

SCHOOL OPERATION LEVIES
Shall the following excess taxes for operation purposes be
levied for Lynden School District's General Fund upon all taxable
property within the District: approximately $1.71 per $1,000.00
assessed value (based on 100% of true and fair value) to provide
$515,000 for 1989 collection; and approximately $1.85 per
$1,000.000 assessed value (based on 100% of true and fair value)
to provide $565,000 for 1990 collection as specified in District
Resolution No. 10-1987?
