during the 1988-1989, 1989-1990, and 1990-1991 school years will
be insufficient to enable the District to take care of all of its
necessary financial obligations and to properly meet the educa-
tional needs of students attending the District's schools; and
WHEREAS, in order to properly provide for said financial
obligations and educational needs, it is deemed necessary that an
excess tax of $1,700,000.00 should be levied in 1988 for collec-
tion in 1989, and that an excess tax of $1,700,000.00 should be
levied in 1989 for collection in 1990, said excess taxes being
for the District's General Fund to pay part of the general expen-
ses of maintenance and operation of the District; and
WHEREAS, the Constitution and laws of the State of
Washington require that the question of whether or not such
excess tax may be levied must be submitted to the qualified elec-
tors of the District for their ratification or rejection.
NOW THEREFORE BE IT RESOLVED by the Board of Directors of
Ferndale School District No. 502, Whatcom County, Washington, as
follows:
Section 1. It is hereby found and declared that the welfare
of the students and other residents of the District requires the
District to carry out the plans hereinafter provided.
Section 2. In order to provide $1,700,000.00 for the
General Fund of the District, a tax of approximately $2.68 per
thousand dollars of assessed valuation (based on 100% of true and
fair value) should be levied in 1988 for collection in 1989 upon
all the taxable property within the District in excess of the
maximum annual tax levy permitted by law to be levied for the
District without a vote of the electors, and in order to provide
$1,700,000.00 for the General Fund of the District, a tax of
approximately $2.65 per thousand dollars of assessed valuation
(based on 100% of true and fair value) should be levied in 1989
for collection in 1990 upon all the taxable property within the
District in excess of the maximum annual tax levy permitted by
law to be levied for the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter
set forth, the District may use the proceeds of such levies

during the 1988-1989, 1989-1990, and 1990-1991 school years by
incurring an indebtedness by the issuance of warrants against the
General Fund of the District, and may expend the proceeds of said
levies to pay such part of the general expenses of maintenance
and operations of the District as may be authorized or allowed by
law for the use of excess levy funds.
Section 3. It is hereby found and declared that an
emergency exists requiring the submission to the qualified elec-
tors of the District of the proposition of whether or not such
excess taxes should be levied in 1988 and 1989 for their ratifi-
cation or rejection at a special election to be held therein on
February 2, 1988.
The Whatcom County Auditor, as ex officio supervisor of
elections in Whatcom County, is hereby requested to also find the
existence of such emergency and to call and conduct said special
election to be held within the District on said date and to sub-
mit to the qualified electors of the District the proposition
hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized
and directed to certify said proposition in the following form:

SCHOOL OPERATION LEVIES
Shall the following excess taxes for operation purposes be
levied for Ferndale School District's General Fund upon all
taxable property within the District: Approximately $2.68 per
$1,000.00 assessed value (based on 100% of true and fair value)
