WHEREAS, the money in the Transportation Vehicle Fund of the Blaine School District No. 503, Whatcom County, Washington, is insufficient to enable the District to acquire the necessary school buses to properly meet the transporation needs of the students attending the District's schools, and that the anticipated future funding from the State will be insufficient to meet these needs, and; WHEREAS, due to the age and condition of certain buses of the school fleet now being operated by the District, it will be necessary for the District to purchase new buses to meet the transportation needs of the District, and THEREFORE, it is deemed necessary that a tax of approximately $0.24 per $1,000.00 of assessed valuation (based on 100% of true and fair value unless specifically otherwise provided by law) to provide $160,000 for the District's Transportation Vehicle Fund be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1988 for collection in 1989, and; WHEREAS, the that the question submitted to the or rejection, Constitution and laws of the State of Washington require of whether or not such excess tax may be levied must be qualified electors of the District for their ratification NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Blaine School District No. 503, Whatcom County, Washington, as follows: SECTION 1: It is hereby found and declared that the welfare of the children of the District require it to carry out the plans herinafter provided. SECTION 2: In order to provide $160,000 for the Transportation Vehicle Fund of the District, a tax of approximately $0.24 per $1,000.00 of assessed valuation (based on 100% of true and fair value unless specifically otherwise provided by law) should be levied in 1988 for collection in 1989 upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors. UPON APPROVAL by the voters of Propositior No. 2 hereinafter set forth, the District may use the proceeds of such levies during the 1988-89 and 1989-90 school years by incurring an indebtedness by the issuance of warrants against the Transportation Vehicle Fund of the District for the purpose of purchasing the school buses authorized by this Resolution. SECTION 3: It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition of whether or not there should be levied such an excess tax for the purpose described herein at a special election to be held within the District on February 2, 1988. The Whatcom County Auditor as ex officio supervisor of election in Whatcom County is hereby requested to also find that such an emergency exists and to call and conduct said special election to be held within the District on that date and to submit to the qualified electors of the District the proposition hereinafter set forth. The Secretary of the Board of Directors is hereby authorized and directed to certify said proposition to the Whatcom County Auditor in the following form: Proposition No. 2 Special Levy for Purechase of School Buses Shall Blaine School District No. 503, Whatcom County, Washington, collect in 1989 $ 16o,000 - - - - - i n excess property taxes (approximately $0.24 per $1,000.00 assessed valuation) for the purpose of purchasing school buses pursuant to Resolution No. 6-87/88 - - - - YES . . . . . . . . . . . . .
