SEPTEMBER 15, 1987
NOTICE IS HEREBY GIVEN, that on Tuesday, September 15, 1987, a
special election will be held in the Point Roberts Park and Recreation
District No. 1 for the submission to the qualified electors of said
district of the following proposition:
PROPOSITION NO. 1
POINT ROBERTS PARK AND RECREATION DISTRICT NO. 1
Shall a tax, of approximately $.20 per $1,000 of assessed
value (based on 100% of true and fair value) to provide
$20,000 for operation and maintenance purposes be levied
for the Point Roberts Park and Recreation District #1 in
1987 for collection in 1988 upon all taxable property
within the District, all as specified in Point Roberts
Park and Recreation District #1, Resolution #1?

RESOLUTION
A RESOLUTION of the Board of Directors of Point Ror;erts Park and
Recreation District #1, Whatcom County, Washington, providing for
the submission to the qualified electors of the distry t at the
Primary Election to be held therein on September to % a
proposition of whether or not there should be levied an exr- - tax
of approximately $ ,A_6 per thousand dollars of assessed vu. �_,Eion

the districts General Fund to pay the general expenses of maintenance
and operation of the Point Roberts Park and Recrea i n District{1,
such levy to be made in%for collection in %
WHEREAS, the money in and to be paid into the General Fund of the
Point Roberts Park and Recreation District'il, Whatcom County, Washington,
during/ rY w-ill be insufficient to enable the district to take care of all
of its necessary financial obligations; and
WHEREAS, in order to properly provide for said operation and
maintenance, it is deemed necessary that a tax of approximately $ - " per
thousand llars of assessed valuation (based on 100% of true and fair value)
to provi e 0,+-2F for the districts General Fund be levied -upon all of
the taxable property within the district in excess of the maximum annual tax
levy permitted by law to be levied for the district withouty a vote of the
electors, such levy to be made in IfVfor collection inand
WHEREAS, the Constitution and laws of the State of Washington require that
the question of whether or not such excess tax may be levied must be
submitted to the qualified electors of the district for their ratification or
rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Point
Roberts Park and Recreation District #1, Whatcom County, Washington as follows,
Section 1. It is hereby found and declared that the welfare of the
residents of the district requires the district to carry out the plans hereinafter
provided.

District, the district authorizes the County Council of Whatcom County to:levy a
tax of approximately r d per thousand dollars of assessed valuation (based on

be permitted by law, to be levied for the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter set forth,
the district may use the proceeds of such levy during thef94poryear, and may
expend the proceeds of said levy to pay the general expenses of maintenance and
operations of the District as may be authorized or allowed by law for the use of
excess levy funds,

Section 3. It is hereby found and declared that an emergency exists
requiring the submission to the qualified electors of the district ct
proposition of whether or not such excess tax should be levied for their
ratification or rejection at the Primary Election to be held therein on

The Whatcom County Auditor as ex-officio supervisor of electionsin
Whatcom County is hereby requested to also find the existence of such emergency
and to call and conduct said excess levy election to be held within the district
on said date and to submit to the qualified electors of the district the
