NORTHWEST PARK AND RECREATION DISTRICT NO. 2
WHATCOM COUNTY, WASHINGTON
TUESDAY, SEPTEMBER 15, 1987
NOTICE IS HEREBY GIVEN that on Tuesday, September 15, 1987, a
special election will be held in Northwest Park and Recreation District
No. 2 of Whatcom County, Washington, for the purpose of submitting
to the qualified electors of the district the.following proposition:
PROPOSITION NO. 1
NORTHWEST PARK AND RECREATION DISTRICT NO. 2
Shall a tax, of approximately $.10 per $1,000.00 of
assessed value (based on 100% of true and fair value)
to provide $50,000 for operation and maintenance
purposes be levied for Northwest Park and Recreation
District #2 in 1987 for collection in 1988 upon all
taxable property within the District, all as specified
in Northwest Park and Recreation District #2, Res-
olution 87-3?

RESOLUTION 87-3
A RESOLUTION of the Board of Commissioners of Northwest
Park and Recreation District #2, Whatcom County, Washington,
providing for the submission to the qualified electors of
the District at the Primary Election to be held on September
15th, 1987 a proposition of whether or not there should be
levied an excess tax of approximately $.10 per thousand dollars
of assessed valuation (based on 100% of true and fair value) to
provide $50,000 for the Districts General Fund to pay the general
expenses of maintenance and operation of the Northwest Park and
Recreation District #2, such levy to be made in 1987 for collec-
tion in 1988.
WHEREAS, the money in and to be paid into the General Fund of the
Northwest Park and Recreation District #2, Whatcom County, Washington, during 1987 will
be insufficient to enable the District to take care of all of its necessary financial
obligations; and
WHEREAS, in order to properly provide for said operation and maintenance, it
is deemed necessary that a tax of approximately $.10 per thousand dollars of assessed
valuation (based on 100% of true and fair value) to provide $50,000 for the Districts
General Fund be levied upon all of the taxable property within the District in excess
of the maximum annual tax levy permitted by law to be levied for the District without
a vote of the electors, such levy to be made in 1987 for collection in 1988 and
WHEREAS, the Constitution and laws of the State of Washington require that
the question of whether or not such excess tax may be levied must be submitted to the
qualified electors of the District for their ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Northwest
Park and Recreation District #2, Whatcom County, Washington as follows,
Section 1. It is hereby found and declared that the welfare of the residents of the
District requires the District to carry out the plans hereinafter provided.
Section 2. In order to provide $50,000 for the General Fund of the District, the
District authorizes the County Council of Whatcom County to levy a tax of approximately
$.10 per thousand dollars of assessed valuation (based on 100% of true and fair value)
to be levied in 1987 for collection in 1988 upon all the taxable property within the
District in excess of the maximum annual tax levy be permitted by law to be levied for
the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter set forth, the
District may use the proceeds of such levy during the 1988 year, and may expend the
proceeds of said levy to pay the general expenses of maintenance and operations of the
District as may be authorized or allowed by law for the use of excess levy funds.

Section 3. It is hereby found and declared that an emergency exists

The Secretary of the Board of Commissioners is hereby authorized
and directed to deliver a certified copy of this resolution to the Whatcom
County Auditor.
ADOPTED by the Board of Commissioners of the Northwest Park &
Recreation District #2, Whatcom County, Washington, at a special meeting
thereof, held July 28th, 1987, the following Commissioners being present
and voting in favor of said resolution.

The Registration Books in all the precincts of Whatcom
County, Washington will be closed to original registrations and
transfers between precincts after Saturday, August 15, 1987,
until after the Primary Election and any Special Elections held
in conjunction therewith on Tuesday, September 15, 1987.
