special election will be held in the Point Roberts Parks and Recreation
District No. 1 for the submission to the qualified electors of said
district of the following proposition:

A RESOLUTION of the Board of Directors of Point
Roberts Parks and Recreation District #1, Whatcom
County, Washington, providing for the submission ��
to the qualified electors of the district at the
Special Election to be held therein on S('"r7_`61 y�y
of the proposition of whether or not there should be
levied and excess tax of approximately $ .200 per -
thousand dollars of assessed valuation (based on 100%
of true and fair value) to provide $20,000.00 for the
district's General Fund to pay the general expenses
of maintenance and operation of the Point Roberts
Parks and Recreation District #1, such levy to be made
in 1984 for collection in 1985.
WHEREAS, the money in and to be paid into the General Fund
of the Point Roberts Parks and Recreation District #1, Whatcom
County, Washington, during 1984 will be insufficient to enable
the district to take care of all of it's necessary financial
obligations; and
WHEREAS, in order to properly provide for said operation
and mate W ce, it is deemed necessary that a tax of approxi-
mately $ per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $20,000.00
for the District's General Fund be levied upon all of the taxable
property within the district in excess of the maximum annual
tax levy permitted by law to be levied for the district without
a vote of the electors, such levy to be made in 1984 for collection
in 1985; and
WHEREAS, the constitution and laws of the State of Washing-
ton require that the question of whether or not such excess
tax may be levied must be submitted to the qualified electors
of the district for their ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of Point Roberts Parks and Recreation District # 1, Whatcom
County, Washington as follows,
Section 1. It is hereby found and declared that the wel-
fare of the residents of the district requires the district to
carry out the plans hereinafter provided.
Section 2. In order to provide $20,000.00 .f.'C.he General
Fund of the District, the district authorizes per
thousand dollars of assessed valuation (based on 100% of true
and fair value) to be levied in 1984 for collection in 1985
upon all the taxable property within the District in excess
of the maximum annual tax levy be permitted by law to be levied
for the District without a vote of the electors.

Upon approval by the voters of Proposition No. 1 herein-
after set forth, the district may use the proceeds of such levy
during the 1985 year, and may expend the proceeds of said levy
to pay the general expenses of maintenance and operations of the
District as may be authorized or allowed by law for the use
of excess levy funds.
Section 3. It is hereby found and declared that an emergency
exists requiring the submission to the qualified electors of
the district of the proposition of whether or not such excess
tax hould be levied for their ratification or rejection at
' the ��J Election to be held therin on �''~
The Whatcom County Auditor as ex officio supervisor of
election in Whatcom County is hereby requested to also find the
existance of such emergency and to call and conduct said excess
levy election to be held within the district on said date and to
submit to the qualified electors of the district the proposition
hereinafter set forth.
The Secretary of the Board of Directors is hereby author-
ized and directed to certify said proposition in the following
form;
