For operation and maintenance purposes, shall Con-
crete School District No. 11 levy the following taxes

trict: approximately $1.13 per one -thousand dollars
of assessed valuation In 1984 to provide $160,000.00
for 1985 collection, and approximately $1.13 per
one -thousand dollars of assessed valuation in 1985
to provide $160,000.00 for 1986 collection, all as

Dear Joan:
The Concrete School District plans to place an operating levy on the
September ballot. After reviewing the proposed ballot title, our
Prosecutor suggested that we contact the Whatcom County Prosecutor
for his approval.
On July 30, 1984, a member of my staff talked with Gene Moses of the
Whatcom County Prosecutor's Office, who requested that we send the pro-
posed ballot title to you for your review. After your review, Gene
suggested that you forward it to his office.
I would appreciate a prompt response so that we may proceed with the
special election.

§IRESOLUTTON of the Board of Directors of Concrete School 81
'l)islr;ct No. 11, Skagit and Whatcom Counties, Washington,
providing for the submission to the qualified electors of the
district at a special election to be held therein on September 18,,--
1984, of the proposition of. whether or not the district should
levy certain excess taxes for the district's General Fund for
collection in 1985 and 1986.
WHEREAS, The money in and to be paid into the General Fund of Concrete School.
District: No. 11, Skagit and Whatcorn Counties, Washington, (the "Distri(-L") during the
1984-85, 1985-86 and 1986-87 school years will be insufficient to enable the District to
take care of all of its necessary .financial obligations and to properly meet the educational
needs of students attending District schools; and
WHEREAS, in order to properly provide for such financial. obligations and educational
needs, it is deemed necessary that an excess tax of $160,000.00 should be levied in 1984 for
collection in 1985 and that an excess tax of $160,000.00 should be levied in 1985 for col.lec--
tion in 1986, said excess taxes being for the District's General Fund to pay part of the general
Expenses of maintenance and operation of the District; and
Whereas, the Constitution and laws of the State, of Washington require that the
question of whether or not such excess taxes may be levied must be submitted to the qualified
electors of the District for their ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Concrete School
District No. 11, Skagit and Whatcom Counties, Washington, as follows:
Section 1. It is hereby found and declared that the welfare of the students and other
residents of the District requires the District to carry out the plans hereinafter provided.
Section 2. The following taxes for the District's General. Fund should be levied upon
all of the taxable property within the District in excess of the maximurn annual tax levy
pern-jitted by law to he levied within the. District without a vote of the eiectorso
A. A tax of approximately $1.13 per one -thousand dollars of assessed valuation to
provide $160,000.00, said levy to be made in 1984 for collection in 1985; and
B. A tax of approximately $1.13 per one -thousand dollars of assessed valuation to
provide $160,000.00, said levy to be made in 1985 for collection in 1986.
Upon approval by the voters of the befllot proposition hereinafter set forth, the District
may use the proceeds of said levies during the 1984-85, 1985-86 and 1986-87 school years by
incurring an indebtedness by the issuance of warrants against the General Fund of the District,
and may expend the proceeds of said levies to pay part of the general expenses of maintenance
and operation of the District.
Section 3. It is hereby found and declared that an emergency exists requiring the sub-
mission to the qualified electors of the District of the proposition of whether or not such
excess taxes should be levied for their ratification or rejection at a special election to be
held therein on September 18, 1984.

hereby requested to also find the existence of such emergency � nd to call Band conduc:.t. said

special election to be held within the District: on said dote and to submit to the qualified
electors of the District the proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby author ized and directed to certify
said proposition in the following form:

a certified copy of this resolution to the Skagit County Auditor, as ex-officio supervisor of

ADOPTED by the Board of Directors of Concrete School District 140. 11., Skagit and
Whatcorn Counties, Washington, at a regular open public meeting thereof, held July 24, 1984,
the following Directors being present and voting thereon.
