WHATCOM COUNTY CANVASSING BOARD unty Audi r >r IF County Legleblafive thority County Prosecuting Attorney Resolution #60 FIRE PROTECTION DISTRICT N0. 11 Lummi Island, Washington 98262 IN THE MATTER OF WHATCOM COUNTY FIRE PROTECTION DISTRICT NO. 11, LUMMI ISLAND, STATE OF WASHINGTON BE IT RESOLVED, by Whatcom County Fire District 11 that there be called a regular levy to be held the 4th day of November, 1986, for the purpose of submitting to the electors in said Fire District No. 11 the question of issue of a regular levy, in accordance with R.C.W. 84.52.069, and in the amount of Three Thousand Dollars ($3,000.00) per year for six (6) years to be used only for operating expenses related to the provision of emergency medical care or emergency medical services provided by the Fire Protection District No. 11. It is estimated that $0.071 per thousand assessed valuation additional tax levy will be required for each year for six consecutive years, the first levy of any six (6) year period is excluded from the 106% levy limit, thereafter the limit shall apply. BE IT FURTHER RESOLVED that the County Auditor be authorized and instructed to take all necessary and appropriate measures for the conduct of such special levy at the general election and cause notice to be given in the manner and form required by law for giving notice of special levies. Adopted by unanimous vote of the Commissioners c' Fire District No. 11 in regular open session on the 8th day of September, 1986. J44ell, Commissioner R esolution #61 FIRE PROTECTION DISTRICT NO. 11 A ;;N Lummi Island, Washington 98262`t^ A RESOLUTION of the Board of Commissioners o'e Protection District No. 11, Whatcom County, W61ii tong.* providing for the submission to the qualified e e'ct. of the District at a special election to be held�i;? conjunction with the State general election on Nov €�nb 4, 1986, of a proposition authorizing the incurring1fof a general indebtedness in the sum of not to exceed $60,000.00, said indebtedness to be evidenced by general obligation bonds which shall mature serially, annually, in from two to seven years from date of issue; said bonds to bear interest at a rate which shall be within the maximum legal limits, for capital purposes; to -wit, acquire a fare truck, other fire fighting equipment, and refurbish one older fire trucks and authorizing the issuance of general obligation bonds evidencing such indebtedness, the principal and interest thereof to be payable from annual tax levies in excess of the constitutional and/or statutory tax limitations. WHEREAS, in the judgement of the Board of Fire Commissioners of the District, it is essential and necessary for the protection of the public health,life, and property that the District acquire a new fire truck, other fire fighting equipment, and refurbish one fire truck, the cost of which is estimated, as near as may be, to be the sum R►of $60,000.00; now, therefore, BE IT RESOLVED THE BOARD OF COMMISSIONERS OF FIRE PROTECTION DISTRICT NO. 11, WHATCOM COUNTY, WASHINGTON, as follows: Section 1. For the purpose of providing funds to defray the cost of acquiring a new fire truck, other fire fighting equipment, and refurbishing one fire truck, the flistrict shall incur a general indebtedness and issue general obligation bonds evidencing such indebtedness in an amount not to exceed $ 60,000.00, and in no event, to exceed an amount, together with any outstanding gaeral obligation indebtedness, equal to three -fourths of one percent of the value of the taxable property within such District, as the team "value of the taxable property" is defined in R.C.W. 39.36.015. The bonds shall be serial in form and maturity; shall be numbered from "one" upward consecutively; shall bear interest payable semi-annually from the date of the bonds until their principal is paid, with interest coupons evidencing such interest to maturity to be attached thereto, and with full obligation on the part of the flistrict to pay interest at the same rate or rates from and after the maturity dates until the bonds with interest are paid in full; shall mature serially, annually, in from two to seven years from date of issue, the various annual maturities to be, as nearly practicable, in such amounts as will, together with interest on all outstanding bonds, be met by equal annual tax levies for the payment of the principal and interest on said bonds; shall be issued in denominations of ONE HUNDRED ($100.00) Dollars or some multiple thereof; and shall bear such date, shall be in such form, and shall contain such covenants as the Board of Fire Commissioners of the District shall thereafter determine by resolution. The principal and interest on the bonds shall be payable from annual tax levies to be made in excess of the constitutional and/or statutory tax limitations. The bonds shall be sold in such manner as the Board of Fire Commissioners of the District shall deem to be for the best interest of the District and at a price not less than par. The bonds may be issued from time to time (in one or more series) as funds are needed. The proceeds of the sale of said bonds shall be used only to defray the cost of acquiring a new fire truck, other fire fighting equipment, and refurbishing one fire truck. Such acquisitions are declared to be for capital purposes only. AV Section 2.
