made in 1986 for collection in 1987 and whether
there should be levied a further excess tax of
approximately $1.53 per thousand dollars of
assessed valuation (based on 100% of true and fair
value) to provide $550,000.00 for the District's
general fund to pay part of the general expenses
of maintenance and operation of the District, such
levy to be made in 1987 for collection in 1988.
WHEREAS, the money in and to be paid to the General Fund
of Mount Baker School District No. 507, Whatcom County,
Washington, during the 1986-87, 1987-88 and 1988-89 school years
will be insufficient to enable the District to take care of all
of its necessary financial obligations and to properly meet the
educational needs of the students attending the District's
schools; and,
WHEREAS, in order to properly provide for said financial
obligations and educational needs of the District for the next
two successive school years, it is deemed necessary that a tax of
approximately $1.68 per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $550,000.00 for
the District's General Fund be levied upon all of the taxable
property within the District in excess of the maximum annual tax
levy permitted by law to be levied for the District without a
vote of the electors, such levy to be made in 1986 for collection
in 1987 and that a tax of approximately $1.53 per thousand
dollars of assessed valuation ( based on 100% of true and fair
value) to provide $550,000.00 for the District's General Fund be
levied upon all of the taxable property within the District in
excess of the maximum annual tax levy permitted by law to be
levied for the District without a vote of the electors, such levy
to be made in 1987 for collection in 1988; and
WHEREAS, The Constitution and laws of the State of
Washington require that the question of whether or not such
excess tax may be levied must be submitted to the qualified
electors of the District for their ratification or rejection,
NOW, THEREFOR, BE IT RESOLVED by the Board of Directors
of Mount Baker School District No. 507, Whatcom County,
Washington, as follows:
Section 1. It is hereby found and declared that 'the
welfare of the students and other residents of the District
requires the District to carry out the plans hereinafter
provided.
Section 2. In order to provide $550,000.00 for the
General Fund o t e District, a tax of approximately $1.68 per
thousand as assessed valuation (based on 100% of true and fair
value) should be levied in 1986 for collection in 1987 upon all
the taxable property within the District in excess of the maximum
annual tax levy permitted by law to be levied for the District
without a vote of -the electors and that in order to provide
$550,000.00 for the General Fund of the District, a tax of
approximately $1.53 per thousand of assessed valuation (based on
100% of true and fair value) should be levied in 1987 for
collection in 1988 upon all the taxable property within the
District in excess of the maximum annual levy permitted'by law to
be levied for,the District without a vote of the electors.
Upon approval by the voters of Proposition No. 1
hereinafter set forth, the District may use the proceeds of such
levies during the 1986-87, 1987-88 and 1988-89 school years by
incurring an indebtedness by the issuance of warrants against the
General Fund of the District, and may expend the proceeds of said
levies to pay such part of the general -expenses of maintenance of
operations of the District as may be authorized or allowed by law
for the use of excess levy funds.
Section 3. It is hereby found and declared that an
emergency exists requiring the submission to the qualified
electors of the District of the proposition of whether or not
such excess taxes should be levied in 1986 and 1987 for their
ratification or rejection at a special election to be held herein
on February 4, 198..
The Whatcom County Auditor as ex officio supervisor of
elections in Whatcom County is hereby requested to also find the
existence of such emergency and to call and conduct said special
election to be held within the District on said date and to
submit to the qualified electors of the District the proposition
hereinafter set forth.
The Secretary of the Board of Directors is hereby
authorized and directed to certify said proposition in the
following form:

Shall the following excess taxes for operation purposes
be levied for the Mount Baker School District's General
Fund upon all taxable property within the District:

A RESOLUTION of the Board of Directors of Mount
Baker School District No. 507, Whatcom County,
Washington, providing for the submission to the
qualified electors of the District at a special
election to be held therein on February 4, 198 ,_ o
the proposition of whether or not there should be
levied an excess tax of approximately $.31 per
$1000 of assessed valuation (based on 100% of true
and fair value unless specifically otherwise
provided by law) to provide $100,000 for the
District's Transportation Vehicle Fund to allow the
District to purchase in 1987 one 78 passenger and
one 65 passenger school busses, such levy to be
made in 1986 for collection in 1987.
WHEREAS, the money in the Transportation Vehicle Fund of the
Mount Baker School District 507, Whatcom County, Washington, is
insufficient to enable the District to acquire the necessary
school busses to properly meet the transportation needs of the
students attending the District's schools, and that the
anticipated future funding from the State will be insufficient to
meet these needs; and
WHEREAS, due to the age and condition of certain busses of the
school fleet now being operated by the District, it will be
necessary for the District to purchase two new busses to meet the
transportation needs of the District and, therefor, it is deemed
necessary that a tax of approximately $.31 per $1000 of assessed
valuation (based on 100% of true and fair value unless
specifically otherwise provided by law) to provide $100,000 for
the District's Transportation Vehicle Fund be levied upon all
taxable property within the District in excess of the maximum
annual tax levy permitted by law to be levied for the District
without a vote of the electors, such levy to be made in 1986 for
collection in 1987; and
