special election to be held therein on February 4, 1986, of
the proposition of whether or not there should be levied an
excess tax of approximately $2.27 per thousand dollars
of assessed valuation (based on 100% of true and fair value)
to provide $375,000.00 for the District's General Fund to
pay part of the general expenses of maintenance and operation
of the District, such levy to be made in 1986 for collection
in 1987 and whether there should be levied a further excise
tax of approximately $2.27 per thousand dollars of assessed
valuation (based on 100% of true and fair value) to
provide $375,000.00 for the District's General Fund to
pay part of the general expenses of maintenance and operation
of the District, such levy to be made in 1987 for collection
in 1988.
WHEREAS, the money in and to be paid into the General Fund of
Meridian School District No. 505, Whatcom County, Washington during
the 1986-87, 1987-88 and 1988-89 school years will be insufficient to
enable the District to take care of all of its necessary financial
obligations and to properly meet the educational needs of. students
attending the District schools; and
WHEREAS, in order to properly provide for said financial
obligations and educational needs of the District for the next two
successive school years, it is deemed necessary that a tax of
approximately $2.27 per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $375,000.00 for the
District's General Fund be levied upon all of the taxable property
within the District in excess of the maximum annual tax levy permitted
by law to be levied for the District without a vote of the electors,
such levy to be made in 1986 for collection in 1987 and that a tax of
approximately $2.27 per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $375,000.00 for
the District's General Fund be levied upon all of the taxable property
within the District in excess of the maximum annual tax levy permitted
by law to be levied for the District without a vote of the electors,
such levy to be made in 1987 for collection in 1988; and
WHEREAS, the Constitution and laws of the State of Washington
require that the question of whether or not such excess tax may be
levied must be submitted to the qualified electors of the District for
their ratification or rejection.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
Meridian School District No. 505, Whatcom County, Washington, as
follows:

Section 1. It is hereby found and declared that the welfare of
the students and other residents of the District requires the District
to carry out the plans hereinafter provided.
Section 2. In order to provide $375,000.00 for the General Fund
of the District, a tax of approximately $2.27 per thousand dollars of
assessed valuation (based on 100% of true and fair value) should be
levied in 1986 for collection in 1987 upon all the taxable property
within the District in excess of the maximum annual tax levy permitted
by law to be levied for the District without a vote of the electors
and that in order to provide $375,000.00 for the General Fund of the
District, a tax of approximately $2.27 per thousand dollars of
assessed valuation (based on 100% of true and fair value) should be
levied in 1987 for collection in the 1988 upon all of the taxable
property within the District in excess of the maximum annual tax levy
permitted by law to be levied for the District without a vote of the
electors.
Upon approval 'by the voters of Proposition No. 1 hereinafter set
forth, the District may use the proceeds of such levy during the 1986-
1987, 1987-88 and 1988-89 school years by incurring an indebtedness by
the issuance of warrants against the General Fund of the District and
may expend the proceeds of such levy to pay such part of the general
expenses of maintenance and operation of the District as may be
authorized or allowed by law for the use of excess levy funds.
Section 3. It is hereby found and declared that an .emergency
exists requiring the submission to the qualified electors of the
District of the proposition of whether or not such excess tax should
be levied for their ratification or rejection at a special election to
be held thereon on February 4, 1986.
The Whatcom County Auditor as ex officio supervisor of elections
in Whatcom County is hereby requested to also find the existence of
such emergency and to call and conduct said special election to be
held within the District on said date and to submit to the qualified
electors of the District the proposition hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized and
directed to certify said proposition in the following form:

TWO-YEAR SCHOOL OPERATION AND MAINTENANCE LEVIES
Shall the following excess taxes for operation/maintenance
purposes be levied for the Meridian School District's
General Fund upon all taxable property within the District:
approximately $2.27 per $1,000.00 assessed value (based on
100% of true and fair value) to provide $375,000 for
1987 collection; and approximately $2.27 per $1,000.00
assessed value (based on 100% of true and fair value) to
provide $375,000 for 1988 collection, all as specified in
School Board Resolution No. 21-85.

The Secretary of the Board of Directors of the District is hereby
directed to deliver a certified copy of this resolution to the Whatcom
County Auditor.

505, Whatcom County, Washington, at a regular public meeting thereof,
held December 18, 1985, the following Directors being present and
