RESOLUTION NO. 67
A RESOLUTION of the Board of Fire Commissioners
of Whatcom County Fire Protection District No. 19,
Whatcom County, Washington, providing for the submis-
sion to the qualified electors of the District at a
special election to be held therein on November 5,
1985, in conjunction with the State general election
to be held on the same date, of a proposition author-
izing the incurring of general indebtedness in the
sum of not to exceed $75,000, for the purpose of
paying the costs of acquiring an emergency aid
vehicle, and all necessary equipment to furnish such
vehicle, and authorizing the issuance of general
obligation bonds evidencing such indebtedness, the
principal thereof and interest thereon to be made
payable from annual property tax levies to be made
without limitation as to rate or amount.
WHEREAS, in the judgment of the Board of Fire Commissioners
of Whatcom County Fire Protection District No. 19, Whatcom
County, Washington (the "District"), it is essential and neces-
sary for the protection of the public health, life and property
that the District acquire an emergency aid vehicle, and all
necessary equipment to furnish such vehicle, the cost of which
is estimated, as nearly as may be, to be the sum of $75,000;
NOW, THEREFORE,
BE IT RESOLVED BY THE BOARD OF FIRE COMMISSIONERS OF
WHATCOM COUNTY FIRE PROTECTION DISTRICT NO. 19, WHATCOM COUNTY,
WASHINGTON, as follows:
Section 1. The District shall acquire an emergency aid
vehicle, and all necessary equipment to furnish such vehicle,
conditioned upon the ratification by the qualified electors of
the District of the proposition described in Section 3 of this
resolution.
Section 2. For the purpose of providing the funds for the
purposes specified in Section 1 hereof, and conditioned as
provided in Section 1, the District shall incur a general
indebtedness in an amount not to exceed $75,000 and in no event
to exceed an amount, together with any outstanding general
obligation indebtedness, equal to three -fourths of one percent
of the value of the taxable property within the District. Costs
of planning, financial, legal and other services lawfully
incurred incident to the purposes specified in Section 1 of this
resolution shall be appropriate capital costs to be paid from
the proceeds of the bonds provided for by this resolution. The
bonds authorized shall be issued as a single issue, as a part of
a combined issue with other authorized bonds, or in more than
one series. The bonds shall be fully registered bonds; shall
mature in not more than 15 years from the date of issue (the
life of the improvements to be acquired by the issuance of bonds
being at least 15 years); shall be paid by annual property tax
levies sufficient in amount to pay both principal and interest
when due, which annual property tax levies shall be made in
excess of regular property tax levies without limitation as to
rate or amount but only in amounts sufficient to meet such
payments of principal and interest as they come due; and shall
be issued and sold in such manner and at such time as shall be

required for the purpose for which such bonds are to be issued.
The exact date, form, terms, option of prior redemption, price,
interest rate or rates and maturities of the bonds shall be
hereafter fixed by resolution of the Board of Fire Commis-
sioners. Pending the issuance of the bonds, the District may
issue short-term obligations pursuant to Chapter 39.50 RCW.
Section 3. There shall be submitted to the qualified
electors of the District for their ratification or rejection at
a special election to be held therein on November 5, 1985, in
conjunction with the State general election to be held on the
same date, the question of whether or not such indebtedness
shall be incurred and such bonds issued, and the Board of Fire
Commissioners of the District declares that an emergency exists
and the Auditor of Whatcom County, Washington, as ex officio
Supervisor of Elections for such County, is requested to find
that an emergency exists, to call such special election, and to
submit such proposition to the qualified electors of the
District at such special election, as aforesaid, in the form of
a ballot title substantially as follows:
PROPOSITION
GENERAL OBLIGATION BONDS - $75,000
Shall Fire District No. 19 borrow $75,000 to pay
the cost of acquiring an emergency aid vehicle and
all necessary equipment to furnish such vehicle by
selling general obligation bonds therefor maturing
within fifteen years and levy annual excess property
taxes necessary to redeem the bonds, as provided in
Resolution No. 67?

Section 4. The Secretary of the Board of Fire Commissioners
of the District is directed (a) to certify to the County Auditor
a copy of this resolution showing its adoption by this Board of
Fire Commissioners at least forty-five (45) days prior to the
date of such special election, and (b) to perform such other
duties as are necessary or required by law to the end that the
question of whether or not bonds shall be issued and excess
taxes levied necessary to redeem the bonds as herein provided
for shall be submitted to the voters of the District at the
aforesaid special election.
ADOPTED by the Board of Fire Commissioners of Whatcom
County Fire Protection District No. 19, Whatcom County,
Washington, at a regular open public meeting thereof this 3rd
day of September, 1985, the following Commissioners being
present and voting:

WHEREAS, the undersigned,has a duly elected, qualified and acting Auditor of
Whatcom County, Washington, has jurisdiction of and is required by law to
conduct all special elections for Fire Protection District in the County; and
WHEREAS, Whatcom County Fire Protection District #19, Whatcom County, Washington,
lies entirely within the boundaries of said county; and
WHEREAS, the Board of Commissioners of said District by resolution adopted
September 3, 1985, a certified copy of which has been delivered to the undersigned,
has found that an emergency exists requiring the holding of a special election
on November 5, 1985; and
WHEREAS, said District by said resolution has authorized and directed the
undersigned to assume jurisdiction of and conduct said special election;
NOW, THEREFORE, it is hereby authorized and ordered as follows:
The undersigned concurs in the finding of the emergency and does hereby assume
jurisdiction of the above mentioned special election of Whatcom County Fire
Protection District #19, Whatcom County, Washington, authd�riged and ordered
