Would you please take the appropriate steps to place this issue upon the ballot. Please feel free to direct any inquiries concerning this matter to my attention. It was moved by Councilmember Caldwell, seconded by Councilmember Hanna, that Council Bill 10880 be read the first time. MOTION CARRIED. Upon motion, said bill was read the second time. Council Bill 10881, entitled: "AN ORDINANCE RELATING TO THE 1985 BUDGET AND APPROPRIATING $1,450.00 IN THE GENERAL FUND FOR A SCANNING OF THE CITY HALL ROOF IN PREPARATION FOR REPAIRS AND SEALING, FROM UNANTICIPATED BEGINNING CASH BALANCE," was introduced. It was moved by Councilmember Caldwell, seconded by Councilmember Hanna, that Council Bill 10881 be read the first time. MOTION CARRIED. Upon motion, said bill was read the second time. Council Bill 10882, entitled: "AN ORDINANCE RELATING TO THE CITY'S PETTY CASH AND REVOLVING FUNDS, AUTHORIZING A PETTY CASH FUND FOR THE FINANCE DEPARTMENT," was introduced. It was moved by Councilmember Gischer, seconded by Councilmember Caldwell, that Council Bill 10882 be read the first time. MOTION •CARRIED. Upon motion, said bill was read the second time. Council Bill 10883, entitled: "AN ORDINANCE RELATING TO REIMBURSEMENT FOR USE OF PRIVATELY -OWNED VEHICLES FOR TRAVEL ON CITY BUSINESS, AMENDING BELLINGHAM MUNICIPAL CODE SECTION 3.04.060," was introduced. It was moved by Councilmember Caldwell, seconded by Councilmember Gischer, that Council Bill 10883 be read the first time. MOTION CARRIED. Upon motion, said bill was read the second time. Councilmember Hanna requested that the City's Risk Manager provide information regarding the City's potential for increased liability from the use of privately owned vehicles for City business. ELECTION MATTERS TO GO ON THE NOVEMBER BALLOT It was moved by Councilmember Caldwell, seconded by Councilmember MacConnell, to direct staff to prepare language to be included on the November ballot related to ward voting; language should be the same as approved by the Council in 1984. Following discussion the question, was called. MOTION CARRIED. The language of the approved ballot title states: "Shall the Bellingham City Charter be amended 'cc provide that members of the City Council, except the Councilman -at -large, be nominared by ward and then elected by a majority vote from the entire City?" Councilmember Gischer questioned the Charter requirement concerning ward re -districting. Council President Rose said she had talked with Lynn Carpenter, Finance Director, and Pete Griffin, Deputy Auditor with Whatcem County, and that presently everything is okay. Bruce Disend, City Attorney, said he would provide a memorandum to all Councilmembers regarding ward re -districting. Mayor Douglas updated the Council on the City's tourism plan. He gq00ted that directional signage to the Visitors and Convention Bureau had ben placed on Interstate 5.
