WHEREAS, The money in and to be paid into the General Fund of� Concrete School. .District: No. 11, Ska,;�it and Whatcom Counties, Washington, (the "District") during the 1.984-85, 1 985-86 and .1986-87 school years will be insufficient to enable the District to take care of all of its necessary financial obligations and to properly meet the educational needs of students attending District schools; and WI-1.LR1.AS, in order to properly provide for such financial obligations and educational needs, it is deemed neccssary that £ul excess tax of $160,000.00 should be levied in 1984 for collection in 1.985 and that an excess tax of $160,000.00 should be levied in 1.985 for collec- tion in 1986, said excess taxes being for the District's General Y and to pay part of the general expenses of maintenance and operation of the District; and tVIILRl,AS, the Constitution and laws of the State of Washington require that the question of whether or, not such excess taxes may be levied must be on to the'qualified electors of the District for their r,-Aification or rejection. NOW, rl HEREFORTs, BE IT RESOLVED by the Board of Directors of Concrete School District No. 11, Skagit and Whatcom Counties, Washington, as follows: Sect_ion_1. It is hereby found and declared that the 'welfare of the students and other residents of the District requires the District to carry out the plans hereinafter provided. Section 2. The following taxes for the District's General Fund should be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied within the District without a vote of the electors: A. A tax of approximately $1..13 per one -thousand dollars of assessed valuation to provide $160,000.00, said levy to be made in 1984 for collection in 1985; and B. A tax of approximately $1 .1 3 per one -thousand dollars of assessed valuation to Provide $160,000.00, said levy to be trade in 1985 for collection in 1986. Up'bn approval -by the voters of the ballot proposition hereinafter set forth, the District may use the proceeds of said levic, during the 1984-85, 1985-86 and 1986-8 7 school years by incurring an indebtedness by the issuance of warrants aF ninst the General Fund of the District, and may expend the proceeds of said levies to pay part of the general expenses of maintenance and operation of the District.
