said County now -meet with Joan Ogden for the purpose of canvassing the
votes cast in all the precincts comprising the Bellingham School District
No. 501, the Ferndale School District No. 502, the Lynden School District
No. 504, the Blaine School District No. 503, the Meridian School District
No. 505, the Nooksack Valley School District No. 506 and the Mt.Baker School
District No. 507, all in Whatcom County, State of Washington as shown on
the poll books at the Special Election held on Tuesday, the 7th day of

RESOLUTION NO. 2, 1983-84
A RESOLUTION of the Board of Directors of Nooksack Valley School
District NO. 506, Whatcom County, Washington, providing for the
submission to the qualified electors of the District at the
special election to be held therein on February 7, 1984, of the
proposition of whether or not the District should issue its
general obligation bonds in the aggregate principal amount of
$250,000 or so much thereof as may be issued under the laws
governing the limitation of indebtedness of school districts
for the purpose of providing funds to be placed in the Capital
Projects fund and used to pay the cost of capital improvements
to the District's athletic field facilities, including constructing
an all-weather track and restructuring the football field, and
such other capital improvements as determined by the Board of
Directors.
WHEREAS, there is a need for the Nooksack Valley
School District NO. 506 to make Capita
1 improvements to the District's
athletic field facilities, including the construction of an all-
weather track and restructuring the football field, and
WHEREAS, The School District has insufficient money
in its Capital Projects fund to make such capital improvements and
in order to do so it is deemed necessary that the District issue
general obligation bonds in the amount of $250,000 or so much
thereof as may be issued under the laws of the State of Washington
governing the limitation of indebtedness of school districts to
make such capital improvements, and
WHEREAS, the question of whether or not the District
may issue and sell said bonds for such purposes must be submitted
to the qualified electors of the District for their ratification or
rejection:
NOW, THEREFORE, BE IT RESOLVED by the Board of
Directors of Nooksack Valley School District NO. 506, Whatcom County,
Washington as follows:
Section 1. It is hereby found and declared that the welfare of the
children of the District requires it to carry out the plans hereinafter
provided.
Section 2. That for the purpose of making capital improvements to the
District's athletic field facilities, including the construction of an all-
weather track and football field renovation, and if available funds
are sufficient, construct and equip other capital improvements to the facilitiies
of the District, all as found necessary by the Board of Directors.
Section 3. For the purpose of providing funds necessary to pay for the
cost of the improvements described in Section 2 above, the District shall
issue and sell its general obligation bonds in the aggregate principal amount
of $250,000 or so much thereof as may be issued and sold under the laws of the
State of Washington governing the limitation of indebtedness of school districts.
The balance of the cost of said improvements shall be paid by monies now in or
to be paid into the District's Capital Projects Fund, out of the monies which
the District may now or later have o^..-t.-nd and available for such purposes,
and by possible State of Washington and United States grants of money.
Said bonds shall be sold in such amounts and at such time or times as
deemed necessary and advisable by the Board of Directors and as permitted
by law, shall bear interest at a rate of not to exceed the rate permitted by law
at the time of sale per annum and shall mature serially in such amounts and at such
times within five years from date of issue as authorized by the Directors of the
District and as provided by law. Both principal of and interest of said bonds
shall be payable out of annual tax levies to be made upon all taxable property
within the Diatrict-without, limitation as to rate or amount. The exact date,
form, terms and maturities of said bonds shall be as hereafter fixed by
resolution of the Board of Directors.
In the event the proceeds of the sale of said bonds, plus any or all of
the other monies above described, are insufficient to make all of the capital
improvements hereinbefore provided for, the District shall use the available
funds for paying the cost of those improvements deemed most necessary and to the
best interests of the District by the Board of Directors.
Section 4. It is hereby found and declared that an emergency exists re-
quiring the submission to the qualified electors of the District of the proposition
of whether or not the District shall issue said general obligation bonds for
their ratification or rejection at the special election to be held therein on
February 7, 1984. The Whatcom County Auditor, as ex officio supervisor of
elections, is hereby requested to,also find the existence of such emergency and

to call and conduct said special election to be held within the school district
on said date and to submit to the qualified electors of the District, the
proposition hereinafter set forth. The Clerk of the Board of Directors is
hereby authorized and directed to certify said proposition to the Whatcom
County Auditor in the following form:

of unlimited property tax levies, bearing interest not to
exceed the limit permitted by law at the time of sale to

The Secretary -Clerk of the Board of Directors is hereby authorized and

RESOLUTION NO. 1 1983-84
A resolution of the Board of Directors of Nooksack Valley
School District No. 506, Whatcom County, Washington, providing
for the submission to the qualified electors of the District
at a special election to be held therein on February 7, 1984,
of the proposition of whether or not there should be levied
an excess tax of approximately 1.62 per thousand dollars of
assessed valuation (based on 100% of true and fair value) to
provide $310,000.00 for the District's General Fund to pay part
of the general expenses of maintenance and operation of the
District, such levy to be made in 1984 for collection in 1985
and whether there should be levied a further excess tax of
approximately 1.47 per thousand dollars of assessed valuation
(based on 100% of true and fair value) to provide $310,000.00
for the District's General Fund to pay part of the general
expenses of maintenance and operation of the District, such levy
to be made in 1985 for collection in 1986.
WHEREAS, the money in ante paid into the General Fund of
Nooksack Valley School District No. 506, Whatcom County, Washington, during
the 1984-1985 and 1985-1986 and 1986-1987 school years will be insufficient
to enable the District to take care of all of its necessary financial obli-
gations and to properly meet the educational needs of students attending the
District's schools; and
WHEREAS, in order to properly provide for said financial obli-
gations and educational needs of the District for the next two successive
school years, it is deemed necessary that a tax of approximately 1.62 per
thousand dollars of assessed valuation (based on 100% of true and fair value)
to provide $310,000.00 for the District's General Fund be levied upon all of
the taxable property within the District in excess of the maximum annual tax
levy permitted by law to be levied for the District without a vote of the
electors, such levy to be made in 1984 for collection in 1985 and that a tax
of approximately 1.47 per thousand dollars of assessed valuation (based on
100% of true and fair value) to provide $310,000.00 for the District's General
Fund be levied upon all of the taxable property within the District in excess
of the maximum annual tax levy permitted by law to be levied for the District
without a vote of the electors, such levy to be made in 1985 for collection
in 1986; and
ITHEREAS, the Constitution and laws of the State of Washington
require that the question of whether or not such excess tax may be levied
must be submitted to the qualified electors of the District for their rati-
fication or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
Nooksack Valley School District No. 506, Whatcom County, Washington, as follows:
Section 1. It is hereby found and declared that the welfare of
the students and other residents of the District requires the District to carry
out the plans hereinafter provided.
Section 2. In order to provide $310,000.00 for the General
Fund of the District, a tax of approximately 1.62 per thousand dollars
of assessed valuation (based on 100% of true and fair value) should be
levied in 1984 for collection in 1985 upon all the taxable property within
the District in excess of the maximum annual tax levy permitted by law
to be levied for the District without a vote of the electors and that in
order to provide a $310,000.00 for the General Fund of the District, a tax
of approximately 1.47 per thousand of assessed valuation (based on 100%
of true and fair value) should be levied in 1985 for collection in 1986
upon all the taxable property within the District in excess of the maximum
annual tax levy permitted by law to be levied for the District without a
vote of the electors.
Upon approval by the voters of Proposition No. 1 hereinafter
set forth, the District may use the proceeds of such levies during the 1984-
1985, 1985-1986, and 1986-1987 school years by incurring an indebtedness by
the issuance of warrants against the General Fund of the District, and may
expend the proceeds of said levies to pay such part of the general expenses
of maintenance and operations of the District as may be authorized or allowed
by law for the use of excess levy funds.
Section 3. It is hereby found and declared that an emergency
exists requiring the submission to the qualified electors of the District of
the proposition of whether or not such excess taxes should be levied in 1984
and 1985 for their ratification or rejection at a special election to be
held herein on February 7, 1984.
The Whatcom County Auditor as ex officio supervisor of elections
in Whatcom County is hereby requested to also find the existence of such emergency
and to call and conduct said special election to be held within the District
on said date and to submit to the qualified electors of the District the
proposition hereinafter set forth.
The Secretary of the,Beard of Directors is hereby authorized
and directed to certify said proposition in the following form:

SCHOOL OPERATION LEVIES
Shall the following excess taxes for operation purposes be
levied for Nooksack Valley School District's General Fund
upon all taxable property within the District: approximately
1.62 per $1,000.00 assessed value (based on 100% of true and
fair value) to provide $310,000.00 for 1985 collection; and
approximately 1.47 per $1,000.00 assessed value (based on
100% of true and fair value) to provide $310,000.00 for 1986
collection as specified in District Resolution No. 1, 1983-84?
