It is hereby found and declared that the welfare of the students and other residents of the District requires the District to carry out the plans !�ereinafter provided. Section 2. In order to provide $ 650,000 for the General Fund of the District, a tax of approximately $ .93o, per thous- and dollars of assessed valuation ()Dased on 100% of true and fair value) should be levied in 1984 for collection in 1985 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors and that in order to provide $ 90� for the General Fund of the District, a tax of approxi- mately 650,000 per thousand dollars of assessed valuation (based on 1000 of true and fair value) should be levied in 1985 for col- lection in 1986 upon all the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors. .Upon approval by the voters of Proposition No. 1 hereinafter set forth, the District may use the proceeds of such levies dur- ing the 1984-85, 1985-86 and 1986-87 school years by incur- ring an indebtedness by the issuance of warrants against the General Fund of the District, and may expend the proceeds of said levies to pay such part of the general expenses of maintenance and operations of the District as may be authorized or allowed by law for the use of excess levy funds. Section 3. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition of whether or not such excess taxes should be levied in 1984 and 1985for their ratification or rejec- tion at a special election to be held therein on The 'Whatcom County Auditor as ex officio supervisor of elec- tions in Whatcom County is hereby requested to also find the exis- tence of such emergency and to call and conduct said special election to be held within the District on said date and to submit to the qualified electors of the District the proposition herein- after set forth. L Sec etary-Cler of the Board BLAINE SCHOOL DISTRICT 503 RESOLUTION NO 5-83/84 A RESOLUTION of the Board of Directors of Blaine School District No. 503, Whatcom County, Washington, providing for the submission to the qualified electors of the district at a special election to be held there- in on February 7, 1984 of a proposition authorizing the levy of an excess tax of approximately $14r,,, per $1000 of assessed valuation (based on 100% of true and fair value) to provide $100,000 to be collected in the year 1985, the proceeds thereof to be placed in the Capital Projects Fund and used to pay the costs of capital improvements to the District's buildings, phy- sical education facilities and adjacent premises, including contruction of a bus barn and covered play area for the elementary and middle school, remodeling of the home economics room and general painting, the installation of energy -saving devices, and such other capital improvements as determined by the Board of Directors. WHEREAS, there is a need for the BLAINE SCHOOL DISTRICT no. 503 to make certain capital improvements to various buildings located within the District's educational complex and to purchase certain equipment for the future use of the students within the District, and WHEREAS, the School District has insufficient monies in its Building Reserve Fund to make such capital improvements and purchases of necessary equipment for use by the students within the District and in order to do so it is deemed necessary that the District levy a tax of approximately $.14G per $1000 of assessed value (100% of true and fair value unless specifically otherwise provided by law) upon all taxable property within the District in 1984 for collection in 1985 in excess of the annual tax levy limitation the District is permitted by law to levy without a vote of the people for the purpose of raising the sum of $100,000 to make such capital improvements and purchase of equipment, and WHEREAS, the Constitution and laws of the State of Wash- ington provide that the question of whether or not such excess levies may be levied for such purposes must be sumbitted to the qualified voters of the District for their approval or rejection; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the BLAINE SCHOOL DISTRICT NO. 503, Whatcom County, Washington, as follows: Section 1: It is hereby found and declared that the wel- fare of the children of the District requires it to carry out the plans hereinafter provided. WHEREAS, the money in the Transporation Vehicle Fund of the Blaine School District No. 503, Whatcom County, Washington, is insufficient to enable the District to acquire the necessary school buses to properly meet the trans- portation needs of.the students attending the District's schools, and that the anticipated future funding from the State will be insufficient to meet these needs; and WHEREAS, due to the age and condition of certain buses of the school fleet now being operated by the District, it will be necessary for the District to purchase two new buses to meet the transportation needs of the District and, therefore, it is deemed necessary. that a tax of approximately $ .30(,I per $1000 of assessed valuation (based on 100% of true and fair value unless specifically otherwise provided by law) to provide $ 209,000 for the District's Transportation Vehicle Fund be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied for the District without a vote of the electors, such levy to be made in 1984 for collection in 1985; and WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess tax may be levied must be submitted to the qualified electors of the District for their ratification or rejection. The Whatcom County Auditor as ex officio supervisor of election in Whatcom County is hereby requested to also find that such an emergency exists and to call and conduct said special election to be held within the District on that date and to submit to the qualified electors of the District the proposition hereinafter set forth.
