A resolution of the Board of Directors of Bellingham School
District No. 501, Whatcom County, Washington, providing for the
submission to the qualified electors of the District at a special
election to be held therein on February 7, 1984, of the
proposition of whether or. not there should be levied an excess
tax of approximately $ 2.14 per thousand dollars of assessed
valuation (based on 100% of true and fair value) to provide
$ 3,850,000 for the District's General Fund to pay part of the
general expenses of maintenance and operation of the District,
such levy to be made in 1984 for collection in 1985 and whether
there should be levied a further excess tax of approximately
$ 2.11 per thousand dollars of assessed valuation (based
on 100% of true and fair value) to provide $ 3 850 000 for the
District's General Fund to pay part of the general expenses of
maintenance and operation of the District, such levy to be made
in 1985 for collection in 1986.
WHEREAS, the money in and to be paid into the General
Fund of Bellingham School District No. 501, Whatcom County,
Washington, during the 1984-1985, 1985-1986, and 1986-1987 school
years will be insufficient to enable the District to take care of
all its necessary financial obligations and to properly meet the
educational needs of students attending the District's schools;
and
WHEREAS, in order to properly provide for said
financial obligations and educational needs of the District for
the next two successive school years, it is deemed necessary that
a tax of approximately $ 2.14 per thousand dollars of
assessed valuation (based on 100% of true and fair value) to
provide $ 3,850,000 for the District's General Fund be levied
upon all of the taxable property within the District in excess of
the maximum annual tax levy permitted by law to be levied for the
District without a vote of electors, such levy to be made in 1984
for collection in 1985 and that a tax of approximately $ 2.11
per thousand dollars of assessed valuation (based on 100% of true
and fair value) to provide $ 3,850,000 for the District's
General Fund be levied upon all of the taxable property within
the District in excess of the maximum annual tax levy permitted
by law to be levied for the District without a vote of the
electors, such levy to be made in 1985 for collection in 1986;
and
WHEREAS, the Constitution and laws of the State of
Washington require that the question of whether or not such
excess tax may be levied must be submitted to the qualified
electors of the District for their ratification or rejection,
NOW, THEREFORE, BE IT RESOLVED by the Board of
Directors of Bellingham School District Number 501, Whatcom
County, Washington, as follows:

Section 1. It is hereby found and declared that the welfare
of the students and other residents of the District requires the
District to carry out the plans hereinafter provided.
Section 2. In order to provide $ 3,850,000 for the
General Fund of the District, a tax of approximately $ 2.14 per
thousand dollars of assessed valuation (based on 100% of true and
fair value) should be levied in 1984 for collection in 1985 upon
all the taxable property within the District in excess of the
maximum annual tax levy permitted by law to be levied for the
District without a vote of the electors and that in order to
provide $ 3,8502000 for the General Fund of the District, a tax
of approximately $ 2.11 per thousand dollars of assessed
valuation (based on 100% of true and fair value) should be levied
in 1985 for collection in 1986 upon all the taxable property
within the District in excess of the maximum annual tax levy
permitted by law to be levied for the District without a vote of
the electors.
Upon approval by the voters of Proposition No. 1,
hereinafter set forth, the District may use the proceeds of such
levies during the 1984-1985, 1985-1986, and 1986-1987 school
years by incurring an indebtedness by the issuance of warrants
against the General Fund of the District, and may expend the
proceeds of said levies to pay such part of the general expenses
of maintenance and operations of the District as may be
authorized or allowed by law for the use of excess levy funds.
Section 3. It is hereby -found and declared that an
emergency exists requiring the submission to the qualified
electors of the District of the proposition of whether or not
such excess taxes should be levied in 1984' and 1985 for their
ratification or rejection at a special election to be held
therein on February 7, 1984.
The Whatcom County Auditor as ex officio supervisor of
elections in Whatcom County is hereby requested to also find the
existence of such emergency and to call and conduct said special
election to be held within the District on said date and to
submit to the qualified electors of the District the propositions
hereinafter set forth.
The Secretary of the Board of Directors is hereby authorized
and directed to certify said proposition in the following form:

RESOLUTION 10-83
A RESOLUTION of the Board of Directors of Bell-
ingham School District No. 501, Whatcom County,
Washington, providing for the submission to the
qualified electors of the District at a special
election to be held therein on February 7, 1984,
of a proposition authorizing the levy of an ex-
cess tax of approximately $ .33 per $1000 of
assessed value (100% of true and fair value unless
specifically otherwise provided by law) to raise
the sum of $ 595,000 and to be collected in the
year 1985, the proceeds thereof to be placed in the
Capitol Projects Fund and used to pay the costs of
the capital improvements to the District's athletic
field facilities, including improvements to fields
at Shuksan Middle School, improvements to the lower
field and construction of a new all-weather field at
Fairhaven Middle School, reconstruction of the all-
weather track and construction of a new all-weather
field at Sehome High School, and such other capital
improvements as determined by the Board of Directors.
WHEREAS, there is a need for the Bellingham School
District No. 501 to make capital improvements to the District's
athletic field facilities, including improvements to fields at
Shuksan Middle School, improvements to the lower field and
construction of a new all-weather field at Fairhaven Middle
School, reconstruction of the all-weather track and the
construction of a new all-weather field at Sehome High School,
and
WHEREAS, the Bellingham School District has
insufficient money in its Capital Projects Fund to make such
capital improvements and in order to do so it is deemed necessary
that the District levy a tax of approximately $ .33 per $1000
of assessed value (100% of true and fair value unless
specifically otherwise provided by law) upon all taxable property
within the District in 1984 for collection in 1985 in excess of
the annual tax levy without a vote of the people for the purpose
of raising the sum of $ 5951000_ _ to make such capital
improvements and
WHEREAS, the Constitution and laws of the State of
Washington provide that the question of whether or not such
excess levies may be levied for such purposes must be submitted
to the qualified voters of the District for their approval or
rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of
Directors of the Bellingham School District No. 501, Whatcom
County, Washington, as follows:
Section 1: It is hereby found and declared that the
welfare of the children of the District requires it to carry out
the plans hereinafter provided.

Section 2: That for the purpose of making capital
improvements to the District's athletic field facilities,
including improvements to fields at Shuksan Middle School,
improvements to the lower field and construction of a new all-
weather field at Fairhaven Middle School, reconstruction of the
all-weather track and construction of a new all-weather field at
Sehome High School, and the District does hereby authorize the
County Commissioners of Whatcom County to levy a tax of
approximately $ .33 per $1000 of assessed value (100% of
true and fair value unless specifically otherwise provided by
law) upon all taxable property within the District in 1984 for
collection in 1985 in excess of the annual tax levy permitted the
District without a vote of the people for the purpose of raising
$ 595,000 for the District's Capital Projects Fund to be
used in making the aforesaid capital improvements.
Upon approval by the voters of Proposition No. 2,
hereinafter set forth, the District may use the proceeds of such
levies during the 1983-84 and 1984-85 school years by incurring
an indebtedness by the issuance of warrants against the capital
projects fund for the District for the purpose of paying the
costs of such capital improvements.
Section 3: It is hereby found and declared that an
emergency exists requiring the submission to the qualified voters
of the District of the proposition of whether or not there should
be levied such an excess tax for the purpose described herein at
a special election to be held within the District on February 7,
1984. The Whatcom County Auditor as ex-officio supervisor of
elections in Whatcom County is hereby requested to also find the
existence of such an emergency and to call and conduct said
special election to be held within the District on that date and
to submit to the qualified voters of the District at said special
election the proposition hereinafter set forth. The secretary of
the Board of Directors is hereby authorized and directed to
certify said proposition to the Whatcom County Auditor in the
following form:

Shall Bellingham School District No. 501, Whatcom
County, Washington, collect in 1985 $ 595,000
in excess property taxes (approximately $ .33 per

The polls for such special election shall be open from
7:00 o'clock a.m. to 8:00 o'clock p.m.
The secretary of the Board of Directors is hereby
authorized and directed to deliver a certified copy of this
Resolution to the Whatcom County Auditor and by which the Whatcom
County Auditor is hereby requested to take all procedural steps
necessary and/or required by law to the end that this proposition
shall be submitted to the voters of said school district.
The foregoing resolution was adopted at a regular
meeting of the Board of Directors of the Bellingham School
