Call To Order
Roll Call
Council Chair Kaylee Galloway called the meeting to order at 2 p.m. in a
hybrid meeting.
Present: 7 - Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Kaylee Galloway,
Jon Scanlon, and Mark Stremler
Announcements
Committee Discussion
Clerk's note: Buchanan came shortly after roll call.
Attorney Present: Christopher Quinn and Kimberly Thulin.
Galloway stated that discussion of agenda item one may take place in
executive session pursuant to RCW 42.30.110 (1)(i) (SEE CORRECTION
OF CITATION BELOW). Executive session will conclude no later than
2:20 p.m. If the meeting extends beyond the stated conclusion time, the
Council chair will make a public announcement.
Byrd moved to go into executive session until no later than 2:20 p.m. to
discuss the agenda item(s) pursuant to the RCW citation(s) as announced by
the Council Chair. The motion was seconded by Scanlon.
Kimberly Thulin, Prosecuting Attorney's Office, stated there was an
mistake in the RCW reference and that it should be RCW 42.30.110 (1)(h)
(i)•
Chair Galloway read the item into the record with the corrected RCW
citation [RCW 42.30.110 (1)(h)(i)] as noted by Thulin.
The motion carried by the following vote:
Aye: 7 - Buchanan, Byrd, Donovan, Elenbaas, Galloway, Scanlon, and
Stremler
Nay: 0
Councilmembers entered executive session at 2:03 p.m.
At 2:19 p.m., the Council chair announced that the executive session would
extend to no later than 2:25 p.m.
